Abstract

Ship accident is important to be considered in the view of its tend to increase. Shipping safety thereforeshould be a main factor because function of sea transportation as a goods and human mobilities,distrubution of development, nation unihj, and supporting of national economy. This assesment isfocused on statistical analysis on the increase of ship accident in order to augment safety of seatransportation. Human factors dominating cause of the accident (i.e 42.08%) then followed by natureand technical factors respectively 32.99 % and 24.92 %. Those percentages give an indication of atendency for not complying to safety regulation and often do not pay attention to safety equipments.Human resources aspect is dominant that in this assessment comprehensive efforts needed to preventship accidents. Other efforts are safety standard requirements toward aspects of infra andsupra structures of sea transportation for realising effective and efficient sea transportationservices.Key word : ship acci.dents, age of fleet, human resources, and regulations

Abstract

Construction and shipbuilding of traditional ships are individual character, and should be preserved. Traditional ships are generally managed by middle economic groups of people, but very strategic in distributing public goods to the islands that are difficult for conventional vessels. Problem that emerged in traditional ships is high level of accidents and caused predominantly by their human resources. Therefore, in this research attempted strategies to overcome the problem through SWOT analysis in order to improve safety performance of traditonal ships. Result of analysis showed the need some strategies among others capacity building of human resource in shipbuilding, to encourage the improvement of shipbuilding standards, to encourage the improvement of ship classification standards, and to encourage their ability in mastery of loading and unloading systems.

Abstract

Bulk cargoes have currently increased sharply along with the enhancement of industrial development so as required bulk raw materials such as cement, fertilizers, coal, nickel, and other minerals. Therefore, in line with the market needs, especially in relation to the implementation of Presidential Instruction No. 5 of 2005 on the empowerment of the national shipping industry and Law No. 17 of 2008 on shipping, the urge to build new ships that could replace role of foreign vessels fleet for inter island transport increases. Building a new ship was adapted to the concept of ship design which was closely related to the method of ship development both scientifically and technically. The process of ship dimensions determination became the first things to be done before implementation of ship building process. Ship capacity must be based on the prediction of cargoes to be transported, and for that, statistical method was implemented in this research. Within this method, main ship dimensions obtained i.e. length, width, height, and draught that based on the vessel capacity.Keywords: bulk cargoes incresed, main ship dimensions. Muatan curah saat ini mengalami peningkatan yang cukup pesat sejalan dengan meningkatnya perkembangan industri sehingga membutuhkan bahan baku curah seperti semen, pupuk, batubara, nikel, dan bahan tambang lainnya. Untuk itu, sejalan dengan kebutuhan pasar khususnya dalam kaitan dengan penerapan lnpres 5 tahun 2005 tentang pemberdayaan industri pelayaran nasional dan UU 17 tahun 2008 tentang pelayaran, maka dorongan untuk membangun kapal yang mampu menggantikan peran armada asing untuk angkutan antar pulau di Indonesia semakin besar. Pembangunan kapal disesuaikan dengan konsep perancangan kapal yang erat hubungannya dengan metode pengembangan baik secara ilmiah maupun teknis. Proses pencarian ukuran kapal menjadi hal yang pertama dilakukan sebelum proses pembangunan dilaksanakan. Kapasitas kapal tentunya didasarkan pada prediksi jumlah muatan yang diangkut. Metode yang digunakan adalah metode statistik (statistical methode). Dengan metode ini diperoleh ukuran utama kapal yakni panjang, lebar, tinggi, dan sarat berdasarkan kapasitas kapal yang diinginkan.Kata kunci : peningkatan muatan curah, ukuran utama kapal

Abstract

Indonesian archipelagic country geographically provides a tremendous endowment. Therefore, sea transportation is important in the nation life and the national economic development. Building and developing of sea transportation service network continues to be encouraged until the optimal level of service for the community has been achieved. Wide service network could be better accomplished whenever supported by a safety and security of shipping system and conducively as possible to avoid maritime pollution. The development of sea and coast guard fleet in supporting safety and security systems at ports and sea waters as well as the prevention of marine pollution to be carried out by developing them fleet that capable to synergize with other relevant agencies. Law on Shipping (No 17/2008) expressed the need for unification of related agencies in order to be able performing its duties and functions to enforce the law in safety and security of shipping. Supporting of its fleet to be one important part for the smooth of those duties and functions as mandated by the shipping law. An analysis to be done accordingly through some variables that are included in several aspects like human resources, facilities, infrastructure, and range of territorial waters. Its result shows that improvement on several variables in each aspect are still needed so that performance of sea and coast guard fleet could be improved and able to provide maximum service while carrying out its duties and functions.Keywords: development of sea and coast guard fleet, ship safety and security.

Abstract

Commitment to implement cabotage principle has been initiated bij Presidential Instmction No. 5 /2005 on the Empowennent of Domestic Shipping Industnj and strengthened biJ I.mu No. 17 of2008on Shipping. 171is gives a positive impact to increase activities of domestic ship classification. Itsgrawth is also supported biJ a number of foreign classifications which also operate in Indonesia.177e implementation of cabotage principle is not just related to crews and cargoes on board, but also tothe obligation of vessel class to national classification. Activities of ship classifications are to registerand collect physical and tedmical of ship, ownership and flag entitle to fly in order to promote safehJand seaworthiness aspects. Currently national classification has registered abaut 90 % of tl7e totalIndonesian flag ships. But t11e problem that still appeared is less confident anwng ship-owners andinsurance to tl7e result of national classification.As a consequence there is no equalihJ with other similar international classification bodies. Therefore,analysis and evaluation of the impact occurred for national ship classification in line with cabotageprinciple stated in Presidential Instruction No. 5 / 2005. Selected location of SUrvetj is Riau Islands onthe consideration that tl7e number of shipiJards (national and foreign) operating there are more thanotl7er region and also number of ship calls tend to increase.

Abstract

AbstrakDalam rangka meningkatkan pelayanan terhadap kapal dan barang di pelabuhan, pemerintah mengeluarkan berbagai regulasi agar lebih efisien dan menarik investasi sehingga kegiatan ekonomi Indonesia terus meningkat. Salah satu regulasi yang dikeluarkan adalah kebijakan Pelayanan Terpadu Satu Pintu (PTSP) secara elektronik atau dikenal dengan nama Indonesia National Single Window (INSW). Inaportnet merupakan salah satu bagian dari implementasi program INSW yang merupakan sistem elektronik dalam pelayanan pengurusan dokumen kepelabuhanan (bongkar muat) dan dokumen kapal. Inaportnet sebagai portal yang dioperasikan dan diintegrasikan ke seluruh pola kegiatan pelayanan terhadap kapal dan barang ternyata masih belum memberikan pelayanan secara cepat, misalnya masih sering terjadi gangguan perencanaan kapal sandar, pemanduan, dan bongkar muat. Oleh karena itu, penulis melakukan penelitian dengan menggunakan metode gap analysis dengan melihat beberapa aspek seperti teknis operasional, legalitas, dan kelembagaan. Penelitian dilakukan di Pelabuhan Tajung Perak melalui wawancara dan pengedaran kuesioner untuk mengetahui penilaian responden yang sebagian besar adalah para pengusaha pelayaran. Hasil penelitian menyatakan bahwa meskipun telah banyak yang merasa nyaman dengan sistem inaportnet, tetapi masih ditemukan beberapa hal yang perlu peningkatan atau perbaikan agar meningkatkan kepuasan para pengguna jasa kepelabuhanan antara lain pelayanan labuh, pandu, tunda, dan tambat (PPKB-D), pelayanan Daftar Urutan Bongkar (DUB), rencana kegiatan muat dan penerbitan Kartu Stack Ekspor (KSE), pengurusan dokumen Persetujuan Ekspor (PE), dan perizinan karantina.Kata kunci: Pelayanan terpadu satu pintu, Inaportnet.AbstractInaportnet Implementation in One Door Integrated Services at Tanjung Perak Harbor in Surabaya: In order to improve services for ships and goods in ports, the government issued various regulations to make it more efficient and attract investment so that Indonesia's economic activities continue to increase. One of the regulations issued is One Stop Integrated Services (PTSP) policy electronically known as the Indonesia National Single Window (INSW). Inaportnet is one part of the implementation of INSW program which is an electronic system in the management of port documents (loading and unloading) and ship documents. Inaportnet as a portal that is operated and integrated into all patterns of service activities for ships and goods, apparently still does not provide services quickly, for example there are still frequent interruptions in berth ship planning, scouting, loading and unloading. Therefore, the authors conducted a study using the gap analysis method by looking at several aspects such as operational technicalities, legality, and institutions. The study was conducted at the Port of Tajung Perak through interviews and questionnaires to determine the assessment of respondents who were mostly shipping entrepreneurs. The results of the study stated that although there were many who felt comfortable with the Inaportnet system, there were still some things that needed to be improved in order to be more satisfying for port service users, including landing, scouting, delaying and mooring services (PPKB-D), list services order of unloading (DUB), planned loading and issuance of export stack cards (KSE), processing of export approval documents (PE), and quarantine license.Keywords:  One Stop Integrated Services, Inaportnet.

Abstract

Tarif angkutan laut untuk kapal penumpang kelas ekonomi pada kapal Kapal Feri Cepat Jetliner rute Kendari – Wanci di provinsi Sulawesi Tenggara saat ini masih menggunakan tarif batas atas angkutan penumpang laut dalam negeri kelas ekonomi. Adapun tujuan dari penelitian ini, ingin mengetahui nilai minimum untuk Required Freight Rate berdasarkan Biaya Operasional Kapal rata-rata setiap penumpang, mengetahui nilai Ability to Pay dan Willingness to Pay, dan mengetahui hasil sensitivitas antara load factor dan nilai Public Services Obligation yang diberikan pemerintah berdasarkan hasil Ability to Pay dan Willingness to Pay. Data penelitian ini diperoleh dari Direktorat Jenderal Perhubungan Laut, Kementerian Perhubungan, PT. PELNI dan penumpang kapal Kapal Feri Cepat Jetliner Jetliner rute Kendari – Wanci dengan sampel sebanyak 154 penumpang. Temuan penelitian antara lain yaitu, nilai Required Freight Rates untuk kapal penumpang kelas ekonomi sudah dapat ditetapkan tarifnya untuk setiap penumpangnya.  Willingness to Pay penumpangnya lebih tinggi dari nilai tarif yang berlaku saat ini namun dibawah dari nilai Ability to Pay. Tarif saat ini pada rute Kendari – Wanci dan sebaliknya, dengan nilai Public Service Obligation dalam Biaya Operasional Kapal dengan load factor 70% antara 89,8% sampai 90,5% dari nilai Required Freight Rates
