Abstract

This study aims to analyze public information services provided by the General Elections Commission (KPU) of Bengkulu Province in an effort to increase community participation in the 2024 elections. A descriptive qualitative approach was used, with data collected through observation, in-depth interviews, and documentation. Agustinus’ strategy theory (1996), which includes strategy formulation, implementation, and control, served as the analytical framework. The results indicate that KPU Bengkulu implements public information services through a main strategy based on KPU Regulation No. 9 of 2022. Information is disseminated through various channels, including social media (Instagram, Facebook, YouTube), the E-PPID portal, and direct outreach programs such as goes to campus and goes to pesantren. These strategies are considered effective in conveying electoral information and encouraging public participation, particularly among first-time voters. However, challenges remain in building public trust in the importance of political engagement.

Abstract

This study aims to evaluate employee competencies and their impact on performance at the Regional Office of the National Land Agency of Bengkulu Province. A descriptive qualitative approach was employed, with data collected through observations, structured interviews, and documentation, and analyzed using the Miles and Huberman interactive model. The results indicate that the five indicators of competency—motivation, character, self-concept, knowledge, and skills—have been fulfilled and significantly contribute to employee performance. Employees demonstrate high work motivation, professional character, positive self-concept, strong technical knowledge, and relevant administrative and technical skills. The limitation of this study lies in its narrow scope, focusing on a single regional agency with a limited number of informants. This research contributes to the development of human resource management policies in the public sector, especially in designing competency-based training programs and holistic performance evaluation systems.

Abstract

Village development deliberations are ideally participatory forums that involve all community elements in the planning process. However, in Taba Terunjam Village, community participation remains low, both in terms of attendance and active involvement in expressing aspirations. Through this Community Service Program (PKM), lecturers and students from the Public Administration Study Program at Universitas Dehasen Bengkulu aim to raise awareness and encourage active civic engagement through educational and dialogical approaches. The activity was conducted through socialization and counseling sessions that encouraged residents to take a more active role in village development meetings. The results showed a significant increase in citizen attendance, willingness to voice opinions, and the establishment of more open two-way communication between the community and village officials. This activity proves that with the right strategies, a participatory culture at the village level can be fostered and become a strong foundation for democratic and sustainable development.

Abstract

This article discusses the importance of the role of new university students in community engagement and how solidarity can be strengthened to support their social character development. New students often face difficulties in adjusting to the university environment, which can lead to social alienation and a lack of understanding of their roles as agents of change. Through a designed community service program, known as "Malam Keakraban" (Makrab), new students are invited to participate in activities that emphasize social interaction and value reflection. This program involves thematic discussions, collaborative games, and participatory learning aimed at building social awareness and solidarity among students. The results of this activity indicate an increase in active participation, initiatives to engage in social activities, and positive changes in communication patterns among students. Thus, this article emphasizes that strengthening solidarity among new students is a strategic step in shaping their character and enhancing their contributions to society.

Abstract

This community service project aims to enhance the role of women in village development, particularly in Dusun 001, Pasar Pedati Village, Pondok Kelapa Sub-district, Central Bengkulu Regency. The program stems from the awareness of women's contributions to non-physical development such as family economy and education, as well as underutilized local potential. Through observation, interviews, and group discussions, the project identified key issues faced by local women, including limited distribution access for MSME products, lack of digital literacy, and high rates of early marriage. The outcomes include recommendations for training programs, digital media utilization, and scholarship information sharing. This activity is expected to be the starting point for sustainable, locally-based women empowerment

Abstract

This study aims to evaluate the work ethic of employees at PT. Jasaraharja Putera Bengkulu Branch and identify the factors influencing it. Work ethic refers to the attitudes, values, and behaviors exhibited by individuals in performing their duties, directly affecting the performance and service quality of the organization. A quantitative method was employed, using a survey approach with 55 respondents who are active motor vehicle insurance (JP-ASTOR) customers. Data were collected through questionnaires designed based on indicators of work ethic and service quality. The research findings indicate that the employees demonstrate a relatively high level of work ethic, especially in terms of discipline, responsibility, and adaptability to the implemented management information system. However, some limitations were observed regarding their comprehension and optimal use of information technology. A simple linear regression analysis reveals a positive and significant influence between the management information system and service quality. These results imply that strengthening employee work ethics through training in information technology and system usage can enhance the competitiveness of financial service companies like PT. Jasaraharja Putera.This research offers theoretical contributions to the development of human resource management in the insurance service sector and serves as a strategic reference for internal policy decisions aimed at improving service effectiveness and customer satisfaction.

Abstract

This study aims to evaluate the implementation of parking area regulation in Bengkulu City, specifically on Soeprapto Street, which is a central hub of public activity with high traffic density and parking retribution potential. The research employs a descriptive qualitative approach using observation, in-depth interviews, and documentation as data collection methods. The findings reveal that the implementation of parking retribution policy in Bengkulu City still faces several obstacles, such as weak bureaucratic structures, limited human resources and facilities, poor discipline among parking attendants, and lack of communication and supervision from relevant agencies. The study also uncovers illegal levies and discrepancies between parking fees and the established regulations. The theoretical framework is based on George C. Edward III’s model of policy implementation, which includes four key variables: communication, resources, disposition, and bureaucratic structure. The study recommends a comprehensive evaluation of the parking retribution system, enhancement of human resource capacity, and stricter law enforcement to achieve an orderly and transparent parking management system.

Abstract

. This study investigates the development of tourism in Lubuk Resam Village, located in the North Seluma Sub-District of Seluma Regency. The research applies a qualitative descriptive method to analyze the village's tourism potential using the framework proposed by Buhalis (2000), which includes attractions, accessibility, amenities, and ancillary services. Data were collected through semi-structured interviews and documentation, involving three key informants and two supporting informants from local stakeholders. The findings reveal that Lubuk Resam possesses a variety of natural attractions—such as hot springs, waterfalls, and unique cave formations—that serve as primary tourist magnets. However, access remains a significant challenge due to inadequate road infrastructure, particularly for four-wheeled vehicles. Amenities and supporting facilities, including accommodation, restrooms, and parking areas, are still underdeveloped due to limited village funding. The study suggests that maximizing tourism development in Lubuk Resam requires stronger involvement from external stakeholders, such as regional government bodies and private investors. Their participation is vital for improving infrastructure, enhancing visitor experience, and ensuring sustainability. Furthermore, community engagement must be encouraged to preserve cultural identity while promoting tourism. The study concludes that with strategic planning and cross-sector collaboration, Lubuk Resam has the potential to emerge as a leading tourism village in Bengkulu Province.

Abstract

This study aims to examine the effectiveness of the Helpdesk Services provided by the General Election Commission (KPU) of Bengkulu Province in organizing the 2024 General Election. The primary focus is on the Helpdesk for Political Party Registration and Verification, which utilizes the SIPOL (Political Party Information System) application. This research employs a descriptive qualitative approach, with data collected through observation, interviews, and documentation. The study involved four informants: two key informants and two main informants, selected using purposive sampling. The theoretical framework used refers to Sedarmayanti (2009), which includes four indicators: input, production process, output, and productivity. The findings show that the input in the form of infrastructure and facilities was adequately provided and utilized. The production process followed established procedures, although some technical issues still require improvement. In terms of output, the helpdesk successfully delivered information in a timely, accurate, and transparent manner to election participants and the public. Regarding productivity, the helpdesk team was able to work efficiently and provide satisfaction to its users. Therefore, the Helpdesk Services of KPU Bengkulu Province in the 2024 General Election can be considered effective. This research is expected to contribute as an input for improving the quality of public services, especially in the context of digital-based electoral democracy.

Abstract

This study aims to understand the implementation of Law Number 40 of 2007 regarding Corporate Social Responsibility (CSR) at PT. Sinar Bengkulu Inti Mulya. The research employed a descriptive qualitative method, utilizing observation, interviews, and documentation. The study involved three informants, consisting of one key informant and two primary informants. Results indicated that CSR implementation at PT. Sinar Bengkulu Inti Mulya complies with existing regulations through six main indicators: mandatory CSR implementation, CSR budget allocation, CSR program focus, implementation impact, implementation reports, and regulatory compliance. CSR programs were consistently implemented twice annually, effectively addressing community needs, and positively impacting local social and economic conditions. The company regularly reported its CSR activities every six months to the local administration, demonstrating its accountability and commitment to social responsibility.
