Abstract

Penelitian ini bertujuan untuk mengetahui Proses Implementasi Pengelolaan Dana Desa Terhadap Kebijakan Program Padat Karya Tunai Di Desa Rasau Jaya Satu, dimana Kecenderungan berkurangnya semangat gotong-royong, Masih di temukannya pengangguran dan setengah pengangguran. Metode yang digunakan dalam penelitian ini adalah jenis penelitian deskriptif-kualitatif, menggambarkan suatu gejala sosial tertentu berdasarkan data dan fakta, dengan menggunakan teknik wawancara, observasi dan dokumentasi. Hasil penelitian berdasarkan teori O. Jones (dalam Agustino 2016: 154-155), menunjukkan bahwa : 1) Organisasi. Dalam pelaksanaan kebijakan, menyesuaikan Petunjuk Teknis Pengunaan Dana Desa Tahun 2018 untuk Padat Karya Tunai. Sasaran padat karya tunai adalah pembangunan dan pemberdayaan, masyarakat dan pemerintahan merasa terbantu, sehingga pembangunan yang ada di desa berjalan dengan baik dan terjalinnya hubungan erat antar masyarakat dan pemerintahan desa. 2) Interpretasi. Pemerintahan desa mengatur masyarakat desa untuk melakukan proses kebijakan padat karya tunai, warga desa sangat antusias bersama-sama menjalankan program yang dibuat pemerintah yang bertujuan membantu dan memudahkan (mensejahterakan) masyrakat setempat. 3) Aplikasi. Desa Rasau Jaya Satu merasa dengan adanya Kebijakan Program Padat Karya Tunai, jumlah pengangguran berkurang, masyarakat desa yang tidak memiliki pekerjaan menjadi memiliki pekerjaan, dan Desa merasa sangat-sangat terbantu. Saran yang penulis rekomendasikan adalah pemerintahan desa melakukan motivasi, arahan dalam mengajak masyarakat desa Rasau Jaya Satu dalam mengikuti kegiatan yang ada di desa,dalam penerapan kebijakan diharapkan diterima dengan baik, agar tidak adanya kesenjangan sosial yang terjadi di masyarakat.Kata Kunci : Implementasi, Pengelolaan, Program.

Abstract

Penelitian ini bertujuan untuk menganalisis Pengelolaan Terminal Pangeran Giri Kusuma di Desa Payak Kumang Kecamatan Delta Pawan Kabupaten Ketapang. Penelitian ini menggunakan metode kualitatif dengan tipe penelitian deskriptif kualitatif. Penelitian ini menggunakan teori Robbins dan Coulter (dalam Taufiqurokhman 2008:10) yaitu perencanaan sebagai pengarahan, perencanaan sebagai minimalisasi sumber daya, perencanaan sebagai minimalisasi ketidakpastian, dan perencanaan sebagai penetapan standar dalam pengawasan kualitas. Hasil penelitian ini menunjukkan bahwa peran Dinas Perhubungan dalam optimalisasi fungsi Terminal Pangeran Giri Kusuma di Desa Payak Kumang Kecamatan Delta Pawan Kabupaten Ketapang belum berjalan dengan baik dan optimal, diantaranya adalah tidak terawatnya Terminal Pangeran Giri Kusuma, fasilitas dan infrastruktur semakin tidak baik penyebabnya adalah kurangnya anggaran yang diberikan pemerintah daerah untuk melakukan pengelolaan terminal dan kekurangan sumber daya manusia untuk melakukan perbaikan di terminal, sarana dan prasarana yang tidak mendukung dan membuat masyarakat tidak mau untuk menggunakan jasa terminal. Adapun saran yang direkomendasikan oleh peneliti yaitu agar Dinas Perhubungan Provinsi Kalimantan Barat untuk melakukan perubahan Terminal Pangeran Giri Kusuma dan melakukan perbaikan sarana dan prasarana yang ada di terminal Pangeran Giri Kusuma Kabupaten Ketapang.Kata Kunci: Optimalisasi, Pengelolaan, Terminal.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis fungsi pengawasan penertiban angkutan bus pada Seksi Angkutan Jalan dan Termial trayek Sanggau – Pontianak di Terminal Bus Sanggau Kecamatan Kapuas Kabupaten Sanggau. Penelitian ini merupakan jenis penelitian deskriptif dengan menggunakan pendekatan kualitatif. Berdasarkan teori Hasibuan (2011,244) yang terdiri dari pengawasan langsung yaitu inspeksi langsung, 2) Pengamatan di lapangan, 3) Laporan di lapangan. Hasil penelitian ini menunjukkan peranan pengawasan oleh Dinas Perhubungan dalam penertiban angkutan bus di Kabupaten Sanggau. 1) Pengawasan dengan teknik inspeksi langsung belum optimal karena pengemudi angkutan bus tetap melanggar peraturan yang telah berlaku meskipun mengetahui mengenai peraturan tersebut. 2) Pengamatan di lapangan tidak optimal disebabkan Dinas Perhubungan memilki kendala kekurangan personil yang dibutuhkan untuk kegiatan turun di lapangan. 3) Teknik laporan di lapangan yang dilakukan oleh Dinas Perhubungan dilakukan dengan baik dibuktikan dengan pembuatan laporan dari pegawai pengawas, petugas terminal, kepala seksi dan kepala bidang. Saran terkait penelitian ini adalah Dinas Perhubungan diharapkan dapat menghimbau dan memberikan sosialisasi kepada masyarakat pengguna jasa untuk tidak menunggu angkutan bus di tempat selain halte dan terminal. Diharapkan Dinas Perhubungan Kabupaten Sanggau untuk lebih tegas dan melakukan penindakan terhadap angkutan bus yang tidak memenuhi standar kelaikan jalan serta dapat lebih optimal melakukan pengawasan dalam penertiban angkutan bus yang menaikkan dan menurunkan penumpang di tempat selain halte dan terminal.Kata Kunci: Pengawasan, Penertiban, Angkutan Bus, Sumber Daya Manusia

Abstract

During the crisis in the last two years, the government implemented five policy schemes to protect Micro, Small, and Medium Enterprises (MSMEs). This research aims to seek how the policies scheme recovers MSME activities and provides recommendations to distribute the policies benefits evenly. This qualitative research was conducted through a literature review design. Data were collected from laws and regulations, empirical research results, and credible newspapers. Data were analyzed using the theory of Mazmanian & Sabatier (1983). This research finds that not all MSMEs can recover sales, funding, supply, operations, and diversification. Problem characteristics and policy characteristics have been mapped according to the policy scheme. However, the goals achieved are more influenced by variables outside the law. Not all MSMEs meet bankable criteria and integrate with the digital ecosystem. As a structural problem, these situations can be overcome through a derivative policy with a top-down pattern. As a cultural problem, these situations require an MSMEs mindset change. Therefore, this research recommends MSMEs' digitalization through expanding fund access and protection (insurance). This research concludes that the protection of MSMEs is only effective for the integrated digital ecosystem. Thus, a derivative policy is needed to "force" MSMEs' digitalization ecosystem.

Abstract

This research aims to describe the implementation of the Direct Cash Assistance program policy sourced from the Village Fund in 2022 in Sungai Kakap District, Kubu Raya Regency. This study used qualitative research methods. The research location was carried out in Sungai Kakap District, Kubu Raya Regency. From the results of the research carried out, it is known that the implementation of Village Direct Cash Assistance (BLT-DD) has a few obstacles from the Central Government in distributing aid funds to the Village Government, but this can be overcome by doubling the aid, namely funds that are delayed in the following month so that in the year In 2022, the community will receive aid funds amounting to IDR 900,000 after the distribution of aid funds has been delayed for 3 months.

Abstract

Public service is likened to a process, where there are people served, served, and the type of service provided. So that the thought of public services contains basic things that are different from the services provided by the private sector. Especially the Government of Jangkang Satu Village, Kubu District, is required to realize the work discipline of the village apparatus in an effort to improve service effectiveness. Judging from service, it is necessary to improve services with the hope that the services provided will be reliable, accurate, cost-effective, and beneficial to the community. This thesis aims to describe and analyze the Performance of the Village Government Bureaucracy in Public Services at the Jangkang Satu Village Office, Kubu District, Kubu Raya Regency. This research uses descriptive research with qualitative data analysis. The problems that occur are related to the implementation of administrative activities that are not optimal and not effective, the lack of optimal performance of the village government in carrying out its duties to the community, due to the lack of understanding of the apparatus of their main duties and functions, the lack of ability and expertise of the apparatus in the field of information technology, such as the lack of knowledge of the apparatus in operating computers or laptops. The lack of training and skills of the apparatus and the limited facilities and infrastructure supporting the work. In addition, in carrying out its main duties and functions, the apparatus is less responsive and has not fully met the needs of the community. The theory used in describing and analyzing is the theory according to Dwiyanto, namely productivity, service quality, responsiveness, responsibility and accountability. Data collection techniques in this research are observation, interviews and documentation. The informants in this research are the Head of Jangkang Satu Village. Village Secretary, Head of Administration and General Affairs, Head of Service Section, Head of People's Welfare Section and Jangkang Satu Village Community. From the results of this study, it can be seen that the ability and expertise of the apparatus in carrying out their main duties and functions are still low, which has an impact on the performance of the village government. Therefore, it is expected to improve human resources through training and skills, adding facilities and infrastructure to support the work of the apparatus. Abstract

This research is entitled Independent Village Policy Development Model in Rasau Jaya District, Kubu Raya Regency, which aims to construct an independent village development model in Rasau Jaya District, Kubu Raya Regency. This research is motivated by the problems of poverty, welfare, and community empowerment in six villages in Rasau Jaya District (General Rasau Jaya Village, Rasau Jaya Satu Village, Rasau Jaya Dua Village, Rasau Jaya Tiga, Bintang Mas Village, and Pematang Seven Village), while in the Building Village Index (IDM) the six villages have been included in the independent village category in 2023. This is certainly a special concern in the implementation of independent villages and the need for strategic steps to maintain and improve the development of the social composite index (IKS), economic composite index (IKE) and environmental composite index (IKL) in the village with village empowerment programs or policies. In order to determine the implementation of development in six villages in Rasau Jaya District, this research was conducted by qualitative descriptive analysis. The results of this study show that the social composite index needs efforts to improve the condition of the poor, IKE has the potential for plantations, agriculture and animal husbandry to be an important sector in supporting the economy of the people of Rasau Jaya District, and IKL becomes a polemic is that forest fires still often occur in Rasau Jaya District and the community's water needs are a problem for the environment. Researchers recommend the need for policies to maintain the Status of Independent Villages in Rasau Jaya District by involving the government, private sector, community and academics in preparing strategic village policy plans in Rasau Jaya District, Kubu Raya Regency. Abstract

Law of the Republic of Indonesia No. 36 of 2009 concerning Health, Article 17 paragraph 1 states that the government is responsible for the availability of access to information, education, and health service facilities to improve and maintain the highest possible degree of health. In addition, Article 168 states that to carry out effective and efficient health efforts, health information is needed, which is carried out through information systems and through cross-sector cooperation, with further provisions even regulated by Government Regulations. Meanwhile, Article 169 states that the government provides convenience to the public to gain access to health information in an effort to improve the degree of public health. Community-Based Total Sanitation (STBM) is an approach to change hygienic and sanitary behavior through community empowerment by triggering. The implementation of STBM aims to realize hygienic and sanitary community behavior independently in order to improve the highest degree of public health (Permenkes RI No. 3 of 2014). In this research method, researchers use a type of descriptive research with qualitative analysis because it is considered more appropriate in describing various phenomena, facts, and existing data in order to be more detailed about the implementation process, implementors / officials involved, target group responses and provide an accurate picture of the various obstacles faced. The results of the study explained that villages that implement STBM, within the scope of villages in Bengkayng District, STBM is still very low, this is due to the lack of frequency of triggering carried out by puskesmas and health offices, limited funds and low community response. The lack of success of the STBM program from the triggering process to post-triggering is because the community is difficult to collect so that the monitoring and monitoring process is hampered.
