Abstract

This study investigated the effects of role stressors consisting of role conflict, role ambiguity, and role overload on negative affect among civil servants in Local Government “X” after bureaucratic simplification and role equalization. The study further explored the moderating role of proactive personality in this relationship. A survey of 70 civil servants, selected using proportional stratified random sampling, provided the primary data, which were analyzed using Structural Equation Modeling-Partial Least Squares (SEM-PLS). The results revealed that all three role stressors significantly contributed to negative affect. Proactive personality showed a significant positive moderating effect on the relationship between role overload and negative affect (β = 0.122, p < 0.05), indicating that proactive individuals may experience increased negative emotions when faced with excessive workload. However, proactive personality did not moderate the effects of role conflict and role ambiguity on negative affect. These findings underscore the need for targeted interventions to address workload-related stress in bureaucratic transformation.

Abstract

Abstract

This study investigates the mediating roles of Quality of Work Life (QWL) and Organizational Citizenship Behavior (OCB) in the relationship between workload and employee performance within the Public Works and Spatial Planning Office (PUPR) of Central Maluku Regency. Amid fluctuating employee performance from 2020 to 2024, organizational factors such as work environment and collaborative culture have emerged as potential determinants of employee outcomes. Using a quantitative approach, data were collected from 80 civil servants through structured questionnaires and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results reveal that workload significantly influences employee performance, with QWL acting as a significant mediator in this relationship. However, OCB does not significantly mediate the effect of workload on performance. These findings highlight the importance of enhancing QWL through supportive workplace policies to sustain employee performance under demanding workloads. This study contributes to public sector human resource management literature and offers practical insights for improving civil servant effectiveness through balanced workload management and workplace quality enhancement.

Abstract

This study investigates the influence of work flexibility and incentives on employee performance, with job satisfaction as a mediating variable, focusing on Desk Collection employees at PT Swakarya Insan Mandiri Yogyakarta. Utilizing a quantitative approach, data were collected from 80 randomly selected employees out of a population of 321 using structured questionnaires measured on a Likert scale. The data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) to evaluate the measurement and structural models. The results indicate that work flexibility positively and significantly affects performance, while incentives exert a significant negative effect, implying a potential mismatch between incentive systems and employee expectations. Job satisfaction significantly enhances performance and mediates the relationship between incentives and performance; however, it does not significantly mediate the relationship between work flexibility and performance. These findings suggest that while work flexibility directly improves performance, poorly structured incentive systems may reduce job satisfaction and hinder performance outcomes. The study offers theoretical contributions to the literature on human resource and performance management, while also providing practical implications for HR policy improvements related to flexible work arrangements and incentive structures.
