Abstract - Learning is a process of transformation that is initially not knowing to knowing. Has developed a lot of learning strategies from simple to more complex models even complicated and required a lot of tools in its application. Literacy is a basic of knowledge for humans. They can read by improving their quality, which leads to the high intellect of a person. Especially at this time humanity has entered the information age. The phenomenon of globalization is happening now accelerating so quickly, as the impact of  application of Hi-tech society (high-tech society), which causes humans followed on interaction patterns very quickly. Using Information and Communication Technology (ICT) could be developed multimedia teaching materials with the concept of learning by playing fun and implemented on a mobile based learning applications. The use of mobile devices that is easy and flexibility is very useful to support the learning process for the illiterate.

Transfer ilmu atau yang lebih dikenal dengan istilah sharing knowledge menjadi sebuah hal yang terpenting di dalam dunia pendidikan. Tidak sedikit sumber yang dijadikan referensi pembelajaran, mulai dari buku cetak, ebook, jurnal maupun dari berbagai sumber lainnya. Selain referensi, media atau wadah dalam proses pertukaran ilmu tersebut juga menjadi sebuah pembahasan yang selalu hangat untuk diperbincangkan. Hal ini dapat dilihar dari berlomba-lomba nya dunia pendidikan dalam membangun portal atau sistem informasi akademik yang akan digunakan sebagai media yang dapat diakses oleh peserta didik kapan pun dan dimana pun, guna mendukung kelancaran proses pembelajaran. Namun, anggaran yang harus disediakan dalam membangun portal atau sistem informasi akademik tersebut tidak sedikit jumlahnya. Google Classroom yang dibangun dan dikembangkan langsung oleh Google hadir sebagai media sharing knowledge yang bersifat gratis atau tidak berbayar, dan dapat dijadikan sebagai pengganti portal atau sistem informasi akademik.

PUSTIPANDA merupakan pusat teknologi informasi dan pangkalan data UIN Sumatera Utara Medan, yang mempunyai tugas untuk mengumpulkan, mengolah, menyajikan serta memberikan layanan data dan informasi untuk pendidikan, penelitian, dan pengabdian masyarakat pada lingkungan akademik UIN Sumatera Utara Medan. Sejauh ini Pustipada belum memiliki acuan baku dalam upaya meningkatkan tata kelola teknologi informasi (TI). Dalam menjamin keberlanjutan operasional tata kelola TI harus dilaksanakan berdasarkan kegunaan, tujuan dan manfaat dari teknologi tersebut, karena jika tidak digunakan dengan tepat, maka akan banyak menimbulkan permasalahan seperti kehilangan data, penyalahgunaan perangkat TI, dan penyalahgunaan wewenang. Berdasarkan hasil analisis efektifitas tingkat kematangan menggunakan Cobit 4.1 dengan fokus pada domain Deliver and Support (DS). Tata kelola TI Pustipada berada pada level 2 (repetable but intuitive) yang berarti bahwa proses sudah mulai dilakukan akan tetapi belum dikelola secara formal

The development of science, especially in the use of the internet is increasing, in the world of internet education it is used as a remote teaching and learning process using electronic devices called E-Learning. The process of developing E-learning needs to be carried out considering the need for current technological developments, learning is limited due to the pandemic situation which does not allow face-to-face learning but with E-Learning learning can be accessed anywhere and anytime. Implementation of eLearning Universitas Harapan Medan has not been optimally implemented. To meet E-learning standards, it is generally necessary to design specifications in building E-learning. The application of the Software Requirement Specification (SRS) is one way to detail various documents that will explain the various requirements that must be met by an E-learning software. The design of the E-learning system using the Software Requirement Specification (SRS) can facilitate the learning process in E-learning with a system that suits the needs of the user.

Health is the most crucial thing in the life of society, for that in every country must have a responsible institution in that case. Indonesian has an institution in charge of health. BPJS Kesehatan is a social insurance provider body established by the Indonesian government to give health insurance for the society. BPJS Kesehatan is a government-run social security agency that providing health insurance for the society. In accordance with vision of the BPJS Kesehatan that is Coverage Universe 2019, the entire population of Indonesian must have a national health insurance before January 1 2019. Therefore, it is necessary to mapping that can cover the subject, so that BPJS Kesehatan will be easier in prioritizing any regency or city in Indonesia (especially in North Sumatra) have given socialization first. These districts and cities would be informed of the benefits of health care and protection in meeting basic health needs organized by BPJS Kesehatan. Mapping has done using ArcView GIS.

Waste is one of the problems that often arise in every major city. Poor waste management is the main cause of the problem. If it is not dumped in a certain area, waste management generally only reaches the combustion stage. This management makes waste into a pile that is endless and has no value. In the current era of Industrial Revolution 4.0, waste management can be customized so that waste becomes more useful and worth selling. This research was conducted in terms of building a digital startup that focuses on waste management. For the MVP (Minimum Viable Product) feature in this research, the Channel (media communication between users and digital startup) used in the form of Landing Page. The waste to be managed is grouped into organic waste and inorganic waste. Organic waste is managed using a composter media to produce fertilizers, and inorganic waste is managed so as to produce recycled goods that have a selling value. The focus of this research is digital based waste management in one of the big cities in Indonesia, Medan City. Research on Waste Management in the Era of Industrial Revolution 4.0 Based on Digital Startup is done so that people in Indonesia, especially in Medan City are aware of good waste management, so that one of the problems that often arise due to waste can be minimized. Halal food is one of the obligations for Muslims that must be carried out and obeyed. Medan is one of the culinary cities in Indonesia and often called as the paradise of culinary, not only traditional cuisine, Medan also serves culinary delights from various parts of the world, from Asian food to Western food. However, not all culinary in Medan is registered as halal food, therefore a system that can manage the data of halal food in Medan is needed. WebGis is a computer-based system that has the ability to handle spatial and non-spatial data. This system is built using Google Maps API as a tool to determine the distribution of halal cuisine spots in Medan. The WebGis of the distribution of halal cuisine spots in Medan presents spatial and non-spatial information about the distribution. This system also provides information about halal cuisine that has been registered in the system that has been built.

Bandar Khalifah Subdistrict is one of the sub-districts in Serdang Bedagai Regency. Bandar Khalifah District has various types of agricultural land. Agricultural land in Bandar Khalifah Subdistrict has various kinds of information (non-spatial data) related to the geographical area (spatial data). But this information cannot be processed optimally. Therefore, we need a system that is able to manage spatial data and non-spatial data so that it becomes an effective and efficient information. The system that is able to overcome this problem is GIS Agricultural Land in Bandar Khalifah District. GIS Agricultural Land District Bandar Khalifah was built using ArcView GIS Version 3.3. Digitizing techniques are used to manage spatial data in graphic form. Non-spatial data is managed in tabular forms. Spatial and non-spatial data will be displayed on the system interface. The process of making an interface on the system using the Avenue script programming language. GIS Agricultural Land District of Bandar Khalifah District presents both spatial and non-spatial information about the mapping of agricultural land in Bandar Khalifah District. This system can also be used to update information that can only be accessed by the admin. The interface on the system is a modification of the appearance of the ArcView GIS software interface.

Licensing of billboards is managed by a government agency, namely the Medan City One Stop Integrated Service and Investment Service (DPMPTSP) in the fields of Licensing, Spatial Planning and Development. This study discusses the problems that occur in the Medan City DPMPTSP regarding mapping and monitoring billboard licensing by utilizing Leaflet JS technology as a medium for integrating maps into the web. The system is equipped with a route feature closest to the billboard location and is equipped with a mapping and a list of road locations that are justified and not allowed for advertising. This study uses Quantum GIS to convert shp files into GeoJSON format and Leaflet JS for map visualization. The system created can make it easier for DPMPTSP to manage and find out the status of billboards quickly and accurately and can provide information related to licensing the installation of billboards to the general public.

Practicing doctors in Medan City obtain permits through the Medan City Investment and One Stop Integrated Service Office (DPMPTSP). The information contained in the institution is still in tabular form and does not provide a clear geographical description of the location of the licensed doctor. So, we need a geographic information system regarding the location of the doctor's license to practice with a special location, namely Medan City. This study uses Leaflet for map visualization and also GeoJSON as a format for encoding geographic data structures. With this system, it can provide information about practicing doctors to the public about the distribution of practicing doctors in the city of Medan and can help facilitate the activities of the Medan City DPMPTSP in monitoring the location of practicing doctors who have permits.
