Abstract

Community Service in English means community service, which is an activity of helping the community in the form of several activities without expecting any form of reward. Community service is one of the pillars of the Tri Dharma of Higher Education, namely: education, research and community service. Universities not only carry out education for their students, but also carry out research and develop innovation, as well as preserve and develop superior knowledge that is beneficial to society. Data collection on marriages that have not been registered is a problem that is often faced in managing population data in many sub-districts. This article discusses the proposed solution through the development of the Kalimasada application to improve the quality of population data in Kedungdoro Village. The service method used involves the process of data collection, needs analysis, application development, and user training. The approach used is the use of mobile application-based information technology to facilitate the process of collecting data on unregistered marriages. The Kalimasada application is designed with an intuitive and easy-to-use interface, allowing sub-district officials to quickly record data on unregistered marriages. In addition, this application is equipped with an automatic data validation feature to reduce input errors and increase data accuracy. During the service process, training was conducted for the community about the importance of reporting unregistered marriages to subdistrict officers via the Kalimasada application. The results of implementing the Kalimasada application show a significant increase in data collection on unregistered marriages in Kedungdoro Village. With this application, the data collection process becomes more efficient and accurate, producing more valid and reliable data. Apart from that, public participation in reporting unregistered marriages has also increased, so that the data collected becomes more complete. In conclusion, developing the Kalimasada application is an effective solution for improving the quality of population data in Kedungdoro Village. The use of information technology in public administration can help speed up the data collection process and increase data accuracy. The next step is to expand the implementation of this application to other sub-districts and continue to carry out monitoring and evaluation to ensure its sustainability and effectiveness in the long term.

Abstract

Bangkalan Regency, located in the province of East Java, Indonesia, is known for its vibrant street vendor culture, which plays an important role in the local economy. However, despite their cultural and economic significance, street vendors in Bangkalan face various challenges that hinder their competitiveness and sustainability. This research was designed to describe the six variables of Donald Van Metter and Carl Van Horn's model in the implementation of the Street Vendor Arrangement policy as an effort to increase business competitiveness in Bangkalan district. This type of research is a qualitative descriptive study. There is Donald Van Metter and Carl Van Horn's variable model, standard; objective; and policy objectives, resources, characteristics of the implementing organization, implementing attitudes, communication between organizations, socio-economic and political environment. This policy is seen from the six variables in the Donald Van Metter and Carl Van Horn Model in the implementation of the Street Vendor Arrangement policy as an effort to increase business competitiveness in Bangkalan district which has been implemented. However, there are obstacles faced by local governments in implementing street vendor control policies, including the government's low motivation in implementing policy outreach, the lack of strategic relocation solutions, and the existence of pressure groups, namely street vendors in Bangkalan district, who violate government regulations.

Abstract

Penelitian ini bertujuan untuk mengevaluasi implementasi Program Keluarga Harapan (PKH) dalam upaya pengentasan kemiskinan di Kecamatan Mojoagung, Kabupaten Jombang, berdasarkan enam indikator evaluasi kebijakan William N. Dunn, yaitu efektivitas, efisiensi, responsivitas, kecukupan, ketepatan, dan pemerataan. Hasil penelitian menunjukkan bahwa PKH memberikan dampak positif dalam meningkatkan kesejahteraan keluarga penerima manfaat (KPM). Program ini masih menghadapi tantangan operasional, seperti keterlambatan pencairan bantuan, kesalahan pendataan, dan keterbatasan cakupan. Untuk mengatasi kendala tersebut, disarankan untuk meningkatkan pelatihan petugas, menyederhanakan prosedur pendaftaran, memperkuat koordinasi antar pihak terkait, dan meningkatkan akurasi verifikasi data. Dengan penyempurnaan berkelanjutan, PKH di Kecamatan Mojoagung diharapkan dapat berjalan lebih efektif, efisien, dan merata, sehingga memberikan dampak yang lebih signifikan dalam pengentasan kemiskinan. Kata Kunci : Program Keluarga Harapan, pengentasan kemiskinan, evaluasi kebijakan, kesejahteraan masyarakat, Kecamatan Mojoagung.

Abstract

Penelitian ini mengkaji persepsi masyarakat terhadap kualitas pelayanan dan keamanan Suroboyo Bus sebagai transportasi umum di Kota Surabaya. Transportasi umum berperan penting dalam pembangunan ekonomi dan mobilitas perkotaan, namun data menunjukkan rendahnya tingkat penggunaan Suroboyo Bus dibandingkan dengan transportasi umum di kota lain. Meskipun telah beroperasi sejak 2018 dan mencatatkan lebih dari 3 juta pengguna hingga 2021, rata-rata harian penumpang Suroboyo Bus hanya mencapai 2.728 orang, jauh di bawah BRT Semarang yang mencapai 30.000 penumpang per hari. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang mempengaruhi rendahnya minat masyarakat dalam menggunakan Suroboyo Bus, serta menganalisis persepsi masyarakat terhadap kualitas layanan dan keamanannya. Hasil penelitian diharapkan dapat memberikan masukan untuk merumuskan solusi peningkatan penggunaan transportasi publik dan mendukung mobilitas berkelanjutan di Kota Surabaya. Studi ini menggunakan metode penelitian kuantitatif dengan sampel 63 orang. Sehingga dalam penelitian ini dapat ditarik kesimpulan bahwa kualitas pelayanan (X) memiliki pengaruh terhadap kepuasan masyarakat (Y). Kata kunci : kualitas pelayanan, dan keamanan

Abstract

Salah satu tugas pokok terpenting pemerintah adalah memberikan pelayanan publik. Adanya inovasi pelayanan publik dapat membuat pelayanan menjadi lebih efektif dan efisien, masyarakat juga dapat lebih cepat dalam diberikan pelayanan. Pemerintah Kota Surabaya membuat program guna memberikan kesadaran bagi masyarakat akan dokumen kependudukan, program tersebut yakni KALIMASADA. Klampid New Generation merupakan sebuah aplikasi yang dikembangkan oleh pemerintah Kota Surabaya guna membantu pemerintah Kota Surabaya dalam pengurusan administrasi kependudukan. terdapat berbagai jenis permohonan yang dapat diajukan melalui aplikasi KNG. Dengan adanya pembaruan ini guna untuk mempermudah dan mempercepat proses administrasi kependudukan. Dengan adanya program ini juga mendekatkan masyarakat dengan pemerintahan karena pelayanan ini juga dapat di lakukan di lingkungan RT. Oleh karena itu, perlu adanya sosialisasi oleh petugas kelurahan guna pengoptimalisasian program Kawasan Lingkungan Sadar Administrasi Kependudukan KALIMASADA. Metode yang digunakan yakni penelitian kualitatif yang mana bersifat deskriptif dan sesuai dengan fakta yang ada dilapangan. Hasil dari penelitian ini yakni terdapat berbagai jenis pelayanan yang dilaksanakan seperti pengajuan KK, KTP, Akta Kelahiran, Akta kematian. Selain itu juga memberikan pelatihan kepada RT Kalimasada terkait aplikasi KNG, pelatihan ini agar RT Kalimasada dapat membantu warga dalam pengurusan dokumen kependudukan sehingga dapat menciptakan masyarakat yang sadar administrasi kependudukan.

Abstract

Employee performance in government agencies often gets a red report card from the public. These problems usually arise as a result of employee performance that is considered unsatisfactory to service users such as not being able to explain service procedures, unprofessional time management and lack of providing solutions to problems encountered. The assessment of employee performance as described by Andrew states; Quantity, Quality, Job knowledge and employee skills in carrying out work are one of the assessments of good performance on employees. The level of public satisfaction is influenced by the performance of employees and in this era of bureaucratic reform is very well considered by the government. The government through the Minister of Administrative Reform and Bureaucratic Reform issued Permenpan No.14 of 2017 which explains the guidelines for community satisfaction surveys in public service delivery units. The purpose of this study was to analyze the effect of village employee performance on community satisfaction in Nginden Jangkungan Village, Surabaya. The method used in this research uses quantitative methods. The population used is the people of Nginden Jangkungan Village using a sample based on the slovin formula which obtained the results of 105 respondents. The technique used in analyzing this research is simple linear regression. In processing the respondent's data, the author uses the SPSS version 26 system and produces an answer which states that the performance variable partially and significantly affects community satisfaction in Nginden Jangkungan Village, Surabaya. Then based on the simultaneous test, the performance variable of Nginden Jangkungan Village employees also has a positive and significant effect on community satisfaction. The conclusion of this study is that there is a significant and positive effect of urban village employee performance on community satisfaction. However, it is necessary to pay attention to the officer's ability to manage time management and responsibility because it is slightly lagging behind other statement items.

Abstract

This study explores the stakeholder synergy in the development of urban farming programs in Surabaya. Using qualitative descriptive methods, data was collected through interviews, documentation, and observation involving the DKPP, agricultural extension officers, farmer groups, and the local community. The findings indicate that strong commitment, competence, awareness, and continuity are the driving factors behind successful urban farming implementation. However, challenges such as declining active farmer groups and limited facilities must be addressed. This research contributes to the understanding of sustainable food security policies in urban settings.

Abstract

The One-Stop Administration Sistem (Samsat) serves as a key public service center, particularly for managing vehicle documentation and facilitating vehicle tax payments. This study aims to assess the level of innovation adoption in service delivery at the Samsat Ketintang office in South Surabaya, using indicators such as service innovation, communication channels, time span, and the social system involved in the adoption process. Employing a qualitative descriptive approach, data were collected from both primary and secondary sources through observations, interviews, and documentation. The findings indicate that the government encourages each Samsat office to implement annual innovations. At the South Surabaya Samsat, several new service innovations have been introduced to improve vehicle tax payment services. However, the adoption of these innovations is not immediate; challenges and obstacles still hinder full acceptance and implementation by the public. Based on these findings, the study offers recommendations to address the identified barriers and contribute to enhancing the quality of taxpayer services at the Samsat Ketintang office in South Surabaya.

Abstract

Children are the future leaders of a nation's development, thus they have the right to special treatment in the form of protection and child rights. Accelerating the Convention on the Rights of the Child, the Child-Friendly City (CFC) policy was initiated in 2006. In its implementation, CFC is divided into 5 clusters of children's rights that must be fulfilled, one of which is civil rights and freedoms. Surabaya City is recognized as a Child-Friendly City and has maintained this status for the past six years. Given this achievement, it is interesting to analyze the implementation of the CFC in Surabaya concerning the cluster of Civil Rights and Freedoms. This study employs a descriptive qualitative research method, gathering both primary and secondary data, which are comprehensively analyzed through data reduction, presentation, and conclusion drawing. The research findings reveal strong commitment demonstrated by Surabaya City in its Child-Friendly City policy to fulfill children's civil rights and freedoms, evidenced by easy access to birth certificates and identity cards for children, as well as the establishment of the Child Friendly Information Center (Pusat Informasi Sahabat Anak - PISA) enabling children to access information and exchange ideas freely. There is a need for enhanced collaboration among government, NGOs, and the community to ensure the equitable implementation of the Child-Friendly City initiative, extending to suburban areas. Abstract

In the process of changing the order of society's life towards a better one through development. The development process involves many factors and is interconnected, so organized planning is needed from administrative readiness to plans or concepts for development. In preparing development plans to determine policy direction and goals, accurate and accountable population data is needed, so that the use of population data can achieve the planned goals. Population data contains population registration and other important events summarized in the Population Administration Information System. This research discusses using population data to achieve state goals, namely community welfare. However, population data does not completely match the reality of local residents, so it is supported by survey results by local government officials. The research uses a descriptive method with a qualitative approach to obtain information to complete this research
