Abstract

The study aims to analyze the impact of Suroboyo Bus transportation services on improving the satisfaction of the people of Surabaya. The type of research used in this research is quantitative with survey methods and cross-sectional design. The research was carried out on the Suroboyo Bus public transportation route Rajawali-Purabaya Terminal. This research uses a questionnaire-type instrument using the Likert scale. The number of samples used in this study was calculated using the Slovin formula and samples were obtained from as many as 400 respondents. The data analysis techniques used in this study are instrumental testing, classical assumption testing, hypothesis testing, and double linear regression testing. Instrumental testing results refer to valid and reliable instruments. The results of classic assumptions also showed normal-distributed data and variables X and Y have a linear relationship. The results of the hypothesis test with the F test obtained a P-value of 0,000, so there is a significant influence on the quality of public transport services Suroboyo Bus in general on the improvement of public satisfaction. The result of the analysis of dual linear regregation can be known that all free variables have a positive value coefficient. The determinant coefficent test results showed a large influence of service quality on public satisfactions is 77.49%.

Abstract

The city of Surabaya has a lot of public transportation that is easy for the public to find, however problems are still often encountered such as traffic jams, inappropriate travel routes, etc. Therefore, strategic planning based on analysis of internal and external environmental conditions is very important to improve transportation services in Surabaya. This study aims to determine the community's perspective on SWOT analysis (Strengths, Weaknesses, Opportunities and Threats) on improving public transportation services in Surabaya. The approach used is qualitative, based on evaluation of external factors (EFE) and internal factors (IFE) with describing in accordance with the theory of the five dimensions of service quality from Zeithaml et. al. (1990) namely tangible, reliability,responsiveness, assurance, and empath. Data was collected through interviews, observation, documentation. and literature study. The results of this study provide the fact that there are still many problems with public transportation facilities and infrastructure in Surabaya, such as seats that are not suitable for use, damaged air conditioning, passenger transportation that does not meet capacity, damaged road conditions, etc. The next fact is that the public transportation service mechanism in Surabaya has been made transparent and simple by using the GoBis application for payments. However, public transportation services in Surabaya still have inhibiting factors, such as the GoBis application which is not available for IOS users, guide tiles and braille signs at bus stops for the disabled are not yet available. Based on this, the strategies that can be used by the Surabaya City Transportation Department are the development of traffic engineering using the e-dishub technology system, government regulations regarding the provision of public transportation subsidies and the development of facilities and infrastructure in the transportation sector

Abstract

This study is motivated by the high frequency and significant impacts of flooding in Indonesia, particularly the recurrent flooding of the Kali Lamong River in Gresik Regency, which causes substantial socio-economic losses each year. Although disaster management is normatively regulated by national policies, its effectiveness depends largely on collaborative governance among multiple actors. This study aims to analyze the practice of collaborative governance in flood mitigation in Gresik Regency using the model of Weber, Lovrich, and Gaffney (2005), which includes vertical, horizontal, and partnership dimensions, and to identify the key challenges that hinder its implementation. A descriptive qualitative approach was employed in flood-affected areas along the Kali Lamong River, involving BPBD, DPUTR, sub-district governments, village authorities, and local communities through interviews, observations, and document analysis. The findings reveal that collaboration has been established and functions relatively well, particularly in hierarchical coordination, division of roles among government agencies, strengthening of Destana, KENCANA, and SPAB programs, as well as CSR involvement and community participation all contributing to reduced flood duration. However, the implementation of collaborative governance remains constrained by slow land acquisition and infrastructure development, a predominantly reactive orientation, suboptimal early-warning systems between upstream and downstream areas, and uneven support from the private sector and academia. The study concludes that strengthening collaborative mechanisms and accelerating the resolution of structural barriers are essential to achieve more sustainable flood mitigation efforts in Gresik.

Abstract

The issue of street vendors (PKL) in Sidoarjo Regency, particularly in the Gading Fajar area, has become a significant concern as it relates to public order, the use of public space, and the economic dynamics of small communities. To address these challenges, the Sidoarjo Regency Government enacted Regional Regulation Number 3 of 2016 as the legal basis for structuring and empowering PKL. This study examines how the regulation is implemented in practice and evaluates its effectiveness using a qualitative descriptive method through interviews, observations, and documentation, analyzed with Leo Agustino’s policy evaluation model, which assesses five key aspects: administrative resources, institutional coordination, infrastructure and technology, financial support, and regulatory adequacy. The findings show that the implementation of the regulation has not yet reached optimal performance, as limited socialization, insufficient personnel, weak coordination among agencies, inadequate supporting facilities, and low compliance with zoning rules hinder the achievement of policy objectives. These issues are reflected in the continued presence of PKL operating in non-designated areas despite clear regulatory provisions. Therefore, strengthening institutional capacity, improving facilities, enhancing enforcement consistency, and developing more operational technical guidelines are essential to ensure more effective and sustainable management and empowerment of street vendors in Sidoarjo Regency.
