Abstract

Penelitian ini bertujuan untuk menganalisis penggunaan radar sebagai alat navigasi serta mengidentifikasi faktor-faktor yang menghambat optimalisasi pengoperasiannya di kapal KM Sabuk Nusantara 75. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan studi kasus, melalui observasi lapangan, wawancara dengan perwira kapal, dan dokumentasi teknis. Hasil penelitian menunjukkan bahwa meskipun radar telah digunakan sesuai prosedur dasar, efektivitasnya masih terbatas. Hambatan utama yang ditemukan meliputi kurangnya pelatihan teknis bagi perwira kapal, ketergantungan pada familiarisasi tanpa pemahaman menyeluruh, serta kendala teknis seperti kegagalan deteksi objek, malfungsi kursor, dan gangguan akibat kondisi cuaca buruk. Selain itu, pemeliharaan radar belum berjalan optimal karena lemahnya pengawasan dan tidak konsistennya pencatatan log perawatan. Penelitian ini menyimpulkan bahwa peningkatan keselamatan pelayaran memerlukan strategi optimalisasi penggunaan radar melalui pelatihan teknis yang berkelanjutan, pengawasan perawatan yang lebih ketat, serta peningkatan pemahaman awak kapal terhadap fitur dan fungsi radar dalam berbagai kondisi pelayaran.

Abstract

Pemberdayaan Koperasi Nelayan Produsen Papua Mina Sejahtera menjadi krusial untuk meningkatkan kesejahteraan anggotanya yang menghadapi tantangan dalam penanganan pasca-panen. Kegiatan pengabdian ini bertujuan untuk meningkatkan pengetahuan dan keterampilan anggota koperasi mengenai praktik penanganan dan penyimpanan ikan yang baik guna menjaga kualitas dan nilai ekonomis hasil tangkapan. Metode yang digunakan adalah sosialisasi dan pemaparan materi yang dilaksanakan pada 7 Desember 2023 di Kota Sorong, Papua Barat Daya, dengan melibatkan 30 anggota koperasi sebagai peserta. Sesi kegiatan mencakup pemaparan materi dan dilanjutkan dengan diskusi interaktif. Hasil kegiatan menunjukkan peningkatan pemahaman peserta secara signifikan mengenai cara menghambat kemunduran mutu ikan, prinsip penanganan dari kapal hingga konsumen, serta pentingnya pengawetan. Antusiasme peserta yang tinggi selama sesi diskusi mengindikasikan keberhasilan transfer pengetahuan. Sebagai tindak lanjut, dilakukan pula pembagian alat penunjang keselamatan dan operasional seperti lifejacket, cooler box, dan jaring untuk mendukung penerapan praktik yang baik. Secara keseluruhan, kegiatan ini berhasil memberdayakan nelayan melalui edukasi dan fasilitasi sarana, yang berpotensi meningkatkan kualitas produk, pendapatan, dan keberlanjutan ekonomi komunitas nelayan di Papua Mina Sejahtera.

Abstract

The waters of Raja Ampat in Papua are one of the world's top maritime tourism destinations, attracting over 30,000 tourists annually since 2020. However, the challenging geographical conditions, such as shallow coral reefs, strong sea currents, and busy speedboat traffic, significantly increase the risk of maritime accidents. According to the National Disaster Management Agency (BNPB), from 2012 to 2024, six incidents in the area caused serious accidents, including vessel damage and injuries. This study aims to analyze the risks of tourist speedboat accidents in Raja Ampat using three complementary risk assessment methods: the Swiss Cheese Model (SCM), interviews, and questionnaires. The Swiss Cheese Model identifies gaps in several layers, such as Environment and Weather, Vessel and Safety Equipment, Skills and Competence of Operators, and Tourism Safety Management and Regulations. The analysis shows that the skills and competence of boat operators are significant weaknesses in accident cases, and it recommends that boat operators in Raja Ampat participate in SCRB (Survival Craft and Rescue Boat) training and certification programs

Abstract

Penelitian ini bertujuan menganalisis efektivitas pengawasan bongkar muat di KM Lintas Bahari 18 serta mengidentifikasi kendala operasional yang memengaruhi keselamatan dan kelancaran proses bongkar muat. Metode yang digunakan yaitu kualitatif deskriptif melalui wawancara, observasi langsung, dan dokumentasi terhadap perwira jaga, kru deck, dan tenaga bongkar muat pelabuhan. Hasil penelitian menunjukkan bahwa pengawasan telah mengikuti prosedur dasar, namun efektivitasnya masih dipengaruhi keterbatasan alat bantu, kerusakan peralatan, ketidaksesuaian muatan, serta kurangnya ketelitian dalam pemeriksaan dokumen. Faktor manusia, termasuk pengalaman kru, beban kerja, dan konsistensi penerapan SOP juga berpengaruh signifikan. Optimalisasi pengawasan dapat dilakukan melalui peningkatan koordinasi, pemeriksaan dokumen yang lebih teliti, pemeliharaan alat secara berkala, serta pelatihan rutin bagi kru. Upaya tersebut diharapkan mampu meningkatkan efisiensi operasional dan mengurangi risiko kerusakan muatan maupun kecelakaan kerja.

Abstract

This study aims to analyze passenger safety and security risks of pioneer ships operating at Sorong Port using a systemic perspective based on the Systemic Accident Model. A qualitative descriptive approach was employed. The findings indicate that maritime safety risks are shaped by the interaction of three main factors: technical factors, including limited vessel seaworthiness and predominantly reactive maintenance practices; human factors, characterized by high workload, crew fatigue, and weak safety culture; and environmental factors, such as dynamic sea conditions and insufficient navigational aids at the port. These results demonstrate that the safety management of pioneer vessels at Sorong Port has not yet been optimally implemented. Therefore, enhancing maritime safety requires an integrated safety management system that encompasses fleet modernization, improvement of crew competence and safety awareness, and strengthening port infrastructure and safety oversight.

Abstract

Maritime transportation plays a vital role in supporting economic activities and regional connectivity in archipelagic countries such as Indonesia yet ship accidents remain a persistent safety concern particularly when they result in loss of life. This study aims to develop a severity oriented risk assessment model for ship accidents by integrating accident categories and fatality factors using Fault Tree Analysis. The study focuses on identifying dominant causal pathways and critical contributing factors that lead to fatal ship accidents rather than merely examining accident frequency. The research adopts a quantitative analytical design using secondary data obtained from 50 officially documented ship accident cases involving fatalities in Indonesian waters between 2017 and 2022. The dataset includes detailed information on accident categories vessel characteristics and causes of death with a total of 295 recorded fatalities. Fault Tree Analysis is applied to structure the causal relationships between basic events intermediate accident categories and the top event defined as a fatal ship accident. Qualitative analysis is conducted to identify dominant failure pathways and minimal cut sets while quantitative analysis estimates the probability contribution of each basic event based on historical fatality data. The results indicate that sinking and fire accidents are the most critical intermediate events accounting for more than three quarters of total fatalities. At the basic event level human related factors dominate fatal outcomes particularly insufficient access to life saving appliances and ineffective emergency response which together contribute more than half of all fatalities. Technical factors such as fire system failure and toxic gas exposure represent the second most significant contributors while environmental and external factors mainly act as amplifiers that reduce survivability after an accident occurs. The integrated qualitative and quantitative analysis reveals that fatal ship accidents are largely driven by dominant high impact basic events rather than complex combinations of multiple low probability failures. This study contributes to maritime safety research by providing an empirically grounded Fault Tree Analysis model that explicitly links accident categories with fatality mechanisms. The findings offer practical implications for risk based maritime safety management by prioritizing human centered interventions emergency preparedness and fire safety systems. The proposed model provides a robust analytical foundation for policy formulation targeted risk mitigation and future development of life safety oriented maritime risk assessment frameworks.
