Abstract

The practice of public administration in the life of the nation, state and society faces various obstacles that cause the implementation of service and welfare functions to be stalled. Strengthening Village Administration and Governance, especially in Tanjung Baru Village, North Indralaya District, Ogan Ilir Regency, South Sumatra Province, requires the quality of public services, which can be interpreted by comparing the views between the services received and the expectations of the services expected by the village community. In this connection, the poor bureaucratic service is no stranger to seeing and listening, and many formulations have been submitted for the implementation of government in the village. The New Public Service-Based Village Administration and Governance Strengthening Service is aimed at mapping the main problems faced in relation to public services. The method of implementing the activity is through joint lectures, student field practice and research conducted by observation techniques, literature studies and interviews with village officials and the community. Success in terms of public services cannot be separated from the level of understanding of vision between village officers related to their field of duty. Because improving the quality of human resources (HR) always gets priority as part of increasing employee development commitments. In conclusion, by including employees in village priority scale programs and training on the basics of village administration, leadership and the implementation of adaptive organizations are expected to increase village officials' mastery of good public service concepts.

Abstract

This article explores the evolution of sports policy in South Sumatra, focusing on athlete development and the challenges faced in the implementation process. South Sumatra has emerged as a key player in national sports, hosting prestigious international and national events, yet the province struggles with consistently producing top-performing athletes. The study examines the complexities of sports policy, including the role of government and private sector collaboration, and the impact of infrastructure and resource availability on athlete performance. It also highlights the disconnected between the large-scale investments in sports facilities and the declining achievements of local athletes. Key challenges identified include the lack of a comprehensive and cohesive policy framework, minimal private sector involvement, and inadequate athlete development programs. Through a review of the existing sports policies, this article aims to provide insights into how South Sumatra can improve its athlete development strategies to address these challenges. The findings emphasize the need for coordinated efforts between government, private stakeholders, and local communities to create a sustainable model for sports development in the province. Abstract

Penelitian ini membahas model tata kelola kolaboratif dalam implementasi Proyek Strategis Nasional (PSN) di Kabupaten Musi Banyuasin, Indonesia. Fokus utama penelitian ini adalah mengidentifikasi tantangan yang dihadapi dalam pembangunan infrastruktur, seperti pembebasan lahan, dampak sosial-ekonomi, serta potensi penyalahgunaan wewenang dan korupsi. Melalui pendekatan tata kelola kolaboratif, yang melibatkan berbagai pemangku kepentingan, penelitian ini bertujuan untuk mengoptimalkan pengelolaan proyek strategis agar lebih efisien dan tepat waktu. Metode yang digunakan adalah analisis kualitatif dengan studi kasus di Kabupaten Musi Banyuasin, di mana data dikumpulkan melalui wawancara dan dokumentasi terkait implementasi proyek PSN. Hasil penelitian menunjukkan bahwa tata kelola kolaboratif dapat meningkatkan transparansi, akuntabilitas, serta mempercepat pencapaian tujuan pembangunan. Kesimpulannya, model kolaboratif ini merupakan solusi yang efektif untuk mengatasi masalah-masalah yang dihadapi dalam pengelolaan proyek strategis di Indonesia.

Abstract

Reformasi 1998 menjadi tonggak penting dalam memperkuat tata kelola pemerintahan di Indonesia, termasuk melalui pembentukan Ombudsman Republik Indonesia (ORI) sebagai lembaga independen pengawas pelayanan publik. Peraturan Ombudsman Nomor 26 Tahun 2017 mengatur tata cara penerimaan, pemeriksaan, dan penyelesaian laporan maladministrasi. Namun, implementasinya di tingkat daerah, khususnya di Perwakilan Ombudsman Provinsi Sumatera Selatan, menghadapi berbagai kendala. Penelitian ini bertujuan menganalisis implementasi peraturan tersebut dengan menyoroti tingkat kepatuhan administratif, kelancaran fungsi rutin, serta dampaknya terhadap pelayanan publik. Metode penelitian yang digunakan adalah kualitatif deskriptif, melalui wawancara dengan aparat Ombudsman dan pelapor masyarakat, serta analisis dokumen pendukung. Hasil penelitian menunjukkan bahwa meskipun prosedur penerimaan, pemeriksaan, dan penyelesaian laporan telah sesuai regulasi, pelaksanaannya sering melebihi batas waktu ideal akibat keterbatasan sumber daya manusia, anggaran, serta kurangnya respons dari instansi terlapor. Kondisi ini berdampak pada efektivitas penyelesaian laporan, meski masyarakat tetap menilai kehadiran Ombudsman positif sebagai saluran pengaduan publik. Penelitian ini merekomendasikan penguatan kelembagaan melalui penambahan personel, digitalisasi sistem kerja, serta penguatan regulasi yang memberikan sanksi lebih tegas bagi instansi yang tidak kooperatif.

Abstract

The presence of the digital era has indeed disrupted all aspects of life, including the policy sector. One of the uses of digital in current public policy is the existence of a national industrial information system (SIINas). SIINas is a mechanism to simplify and accelerate the process of delivering data from the business world to the government. The data is input which is then processed, analyzed, and used as a basis for the government in formulating a series of pro-industry policies, such as guaranteeing the availability of raw material and energy supplies, protection from the onslaught of imported goods, providing fiscal and non-fiscal facilities, and other policies. One of the agencies responsible for implementing SIINas is the Palembang City Industry Service which has a great responsibility for the presence of SIINas in the Palembang city area. Therefore, this study will analyze the implementation of SIINas at the Palembang City Industry Service, with the formulation of the problem which is related to what is the right form of implementation of the presence of SIINas and what are the factors that influence the success or obstacles in the Implementation of the National Industrial Information System SIINas at the Palembang City Industry Service. The results of this study indicate that the success of SIINas implementation is greatly influenced by a number of main factors, such as the suitability of policies to local needs, local government commitment, readiness of information technology infrastructure, quality of human resources, collaboration between stakeholders, and ongoing monitoring and evaluation. Then the second research result SIINas also faces a number of obstacles including limitations of IT infrastructure, lack of understanding and skills of human resources, resistance to change, budget constraints, lack of coordination between levels of government, and data security issues.

Abstract

Abstract: The skin is the largest external organ of the human body that covers all surfaces of the body. The low level of personal hygiene and lack of attention to the use of clean water for fish traders make it easy for fish traders to get diseases, namely water-borne diseases, one of which is skin disease and others. The purpose of this study was to determine the factors associated with complaints of contact dermatitis among fish traders at the Toss 3000 Traditional Market, Batam City in 2021. This type of research uses an analytic survey, with a cross-sectional study design, this study was conducted to determine the factors of contact dermatitis complaints in fish traders based on the availability of clean water by measuring water pH and personal hygiene. The sample in this study were fish traders in the traditional market toss 3000 Batam City with a total of 62 respondents. The sampling technique in this study was Total Sampling and statistical analysis using the Chi-Square test. The results of the Chi Square test analysis showed that there was a relationship between water pH, Clean Water Availability, and Personal Hygiene on fish traders at Toss 3000 Traditional Market Batam City (p-value <0.05). The description of the availability of clean water for fish traders at the Toss 3000 Traditional Market, Batam City in 2021, namely 13 samples (21%) available clean water and 49 samples (79%). There is a relationship between the availability of clean water and complaints of contact dermatitis among fish traders at the Toss 3000 Traditional Market, Batam City in 2021 with a P value of 0.050 <0.05. For traders, pay attention to the availability of clean water in their respective kiosks, by distinguishing between clean water for personal use and fish cleaning purposes. Abstract

The prevalence of slums remains a pressing global issue, with more than 1.1 billion people currently living in such conditions. This situation reflects persistent inequalities in access to adequate housing and basic services. To address this challenge, cross-country learning is essential to identify and adapt best practices for sustainable slum upgrading. This study employed qualitative methods to examine slum upgrading initiatives in South Korea, Colombia, India, and Indonesia. Data were collected through document analysis, literature review, and case study approaches. The findings indicate that the success of slum upgrading is determined not only by physical improvements but also by the quality of multi-stakeholder collaboration, community leadership, and consistent policy implementation. The cases of South Korea and Colombia highlight the importance of social mobilization and inclusive planning, whereas the cases of India and Indonesia underscore ongoing challenges related to coordination and funding constraints. This study underscores the need to strengthen local government capacity, enhance community participation, and develop multi-source financing schemes as key prerequisites for inclusive, empowered, and sustainable slum transformation. The cross-country insights presented here provide valuable policy lessons that can be adapted to improve slum upgrading practices in Indonesia.

Abstract

This study aims to examine the relationship between forest and land fire control policies, multi-actor coordination, and the level of forest and land fires in South Sumatra Province. Using a quantitative approach with Structural Equation Modeling-Partial Least Squares (SEM-PLS), the study analyzes how these variables interact and influence each other. The findings reveal that multi-actor coordination plays a more significant role in reducing forest and land fires than the forest and land fire control policies themselves. The policy's impact on fire reduction, while positive, is limited compared to the effects of effective coordination among various actors such as the government, private sector, and local communities. Additionally, coordination acts as a mediator, enhancing the effectiveness of fire control policies. The results emphasize the importance of strengthening multi-actor coordination, improving the implementation of fire control policies, and fostering greater community involvement in fire prevention efforts. The study concludes that although policies are important, the collaboration between all stakeholders is crucial for achieving better outcomes in fire management.

Abstract

This article aims to systematically map existing literature on the implementation of free school meals policy using a Systematic Literature Review (SLR) approach. A total of 140 articles were initially identified and screened through the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) method, resulting in 33 articles selected for in-depth analysis. The selected publications were further examined using VOSviewer to identify thematic patterns and keyword relationships. The analysis reveals three main clusters of research focus: (1) the impact of free school meals on health and nutrition policy; (2) technical implementation and governance of school meal provision; and (3) organizational dimensions, management structures, and the role of beneficiaries. The findings indicate that the success of free school meal programs depends on multiple factors, including policy stability, multi-level collaboration among actors, effective food management mechanisms, and regular program evaluation. This study recommends that Indonesia's Makan Bergizi Gratis (MBG) program integrate these dimensions holistically—ensuring quality assurance, food safety, and an inclusive social dining experience for all students as beneficiaries.

Abstract

The existence of agricultural land is indirectly related to the environment. The existence of agricultural land in terms of environmental aspects can provide five types of benefits, namely preventing flooding, controlling water balance, preventing erosion, and reducing environmental pollution from household waste. This research aims to analyze environmental changes in the conversion of agricultural land to non-agricultural activities in Palembang City. This research uses quantitative methods, analytical quantitative research is conducted to accept or reject hypotheses that are described by significance values. The research also used qualitative methods by conducting measured interviews with 250 respondents. The research was conducted in May 2023 in three sub-districts in Palembang City, namely Kalidoni, Kertapati, and Gandus sub-districts. The environmental indicators used as a reference include water quality, air quality, soil conditions, traffic conditions, runoff water conditions, plant conditions, and animal conditions. The results showed that the condition of plant environmental quality in the Gandus and Kalidoni sub-districts is classified as poor, while the Kertapati sub-district is in the good category. While the condition of the environmental quality of animal indicators in the Kertapati and Kalidoni sub-districts is in the good enough category, but in the Gandus sub-district it is in the bad category. Dragonfly populations will be high if the habitat conditions are very suitable. This means that there are still streams or puddles that are still clean and food is available. This clean water is the place for dragonfly eggs and images for further development. So if the dragonfly population at a location is still high, it means that the water conditions at that location are still not polluted.
