Abstract

The waste problem in Tanjung Baru Village is not a disaster if waste management is managed properly. Good waste management must of course have good environmental management wisdom as well. Environmental wisdom can be seen from how humans treat; objects, plants, animals, and anything around them. This is what is then called ecological intelligence, namely how a person's understanding and knowledge are in understanding their environmental ecosystem, so that they can care about the environment they live in. Therefore, the village asked the PKM team of the Faculty of Social and Political Sciences, Sriwijaya University to provide some kind of guidance to the people of Tanjung Baru Village in utilizing household waste. The low level of public understanding regarding the utilization of household waste causes household waste to be simply thrown away. Household waste processing that has not received the touch of processing technology. This can be seen from the absence of households that process household waste into useful processed products. Efforts to transfer information on household waste processing and utilization technology through this PkM activity have resulted in increasing the motivation and attraction of the community to carry out an environmental care movement by processing and utilizing the household waste produced. The people of Tanjung Baru Village have started to select organic and non-organic waste. Organic waste such as vegetables and leaves are processed into organic fertilizer, while leftover food is given to pets such as chickens and ducks. For non-organic waste, it is collected and sold to collectors of used goods and some are reused for home decorations, for example plastic bottles used as a medium for planting vegetables.

Abstract

This study aims to examine integration strategies between local taxes and public values to increase public participation in tax payments. Local taxes are an important source of revenue for local governments for regional development and public services. However, low public participation in tax payments remains a major challenge for many regions. This approach proposes the incorporation of public values, such as transparency, accountability, and social inclusion, in local tax management to build public trust. Through a mixed method involving surveys and interviews, this study explores how the application of public values in local tax policies can strengthen citizen engagement in fulfilling their tax obligations. The results show that the integration of public values is able to increase public tax awareness and compliance, as well as have a positive impact on regional development. Therefore, it is recommended for local governments to prioritize public value-based strategies as an effort to increase tax participation in order to realize shared prosperity.

Abstract

This research presents a bibliometric analysis of the development and collaboration in public service innovation research from 2014 to 2023. Data were obtained from the Scopus database using the keyword "Public Services Innovation." The results indicate a significant increase in the number of articles discussing public service innovation each year, with articles being the dominant document type. The study also identifies leading authors in the field, with Gallouj and Djellal leading in both the number of studies and citations received. Co-authorship network analysis reveals two clusters of authors showing close collaboration in public service innovation research. Furthermore, visualization of inter-country networks highlights patterns of cross-border collaboration, with some countries tending to collaborate more closely in this research. Keyword clustering provides insights into themes and trends in research, focusing on information technology, innovation management, service design, and public sector collaboration. Overlay and density visualization analyses deepen the understanding of the relationships between themes and the evolution of research over time. Recommendations include promoting cross-border collaboration, focusing on innovation management and leadership, and researching technology to enhance public services. Further research is expected to identify current research trends and areas for expansion.

Abstract

The practice of public administration in the life of the nation, state and society faces various obstacles that cause the implementation of service and welfare functions to be stalled. Strengthening Village Administration and Governance, especially in Tanjung Baru Village, North Indralaya District, Ogan Ilir Regency, South Sumatra Province, requires the quality of public services, which can be interpreted by comparing the views between the services received and the expectations of the services expected by the village community. In this connection, the poor bureaucratic service is no stranger to seeing and listening, and many formulations have been submitted for the implementation of government in the village. The New Public Service-Based Village Administration and Governance Strengthening Service is aimed at mapping the main problems faced in relation to public services. The method of implementing the activity is through joint lectures, student field practice and research conducted by observation techniques, literature studies and interviews with village officials and the community. Success in terms of public services cannot be separated from the level of understanding of vision between village officers related to their field of duty. Because improving the quality of human resources (HR) always gets priority as part of increasing employee development commitments. In conclusion, by including employees in village priority scale programs and training on the basics of village administration, leadership and the implementation of adaptive organizations are expected to increase village officials' mastery of good public service concepts.

Abstract

According to Republic of Indonesia Law No. 34 of 2004 addressing the INAF, the duties of the Indonesian Navy are outlined in Article 9 paragraph (e): to implement Dawilhanla. Dawilhanla is the empowerment of coastal communities through Binpotmar, which is implemented by Lantamal III/JKT in Banyuasin regency, South Sumatra, coastal areas represented by Bungakarang Village, Tanjung Lago regency, Marga Sungsang, Sungsang I-IV, Pili Village, Banyuasin II regency. The purpose of organizing the Empowerment of Maritime Defense areas is: in the perspective of Hanneg's interests is to prepare maritime defense areas and support forces as early as possible to win the conflict. From a community perspective, it aims to assist in overcoming community challenges and improving the welfare of maritime communities. The purpose of this research is to analyze Lantamal/JKT's strategy for empowering marine defense areas to improve the welfare of fishing communities in Banyuasin regency, South Sumatra, as well as to develop a model of this strategy. The research employed a qualitative research approach. Data was collected from designated informants and analyzed using qualitative techniques. The findings of research on coastal community empowerment are limited by only providing assistance to fishermen, which is not optimal considering the limited budget. Synergy between agencies is not implemented in a sustainable manner that meets the needs of the fishing community. The conclusion of the implementation of the coastal community empowerment strategy to increase the income of coastal communities/fishermen in Banyuasin Regency, South Sumatra Province, was not successful.

Abstract

The restorative justice approach has been applied in Indonesia, especially in the settlement of juvenile criminal cases and complaints, based on Law Number 11 of 2012 and the Criminal Code. This study analyzes the Actor Capability Model in the Implementation of Restorative Justice Policy at the Ogan Ilir District Attorney's Office, referring to the Attorney General's Regulation No. 15 of 2020. The theory used includes the concept of restorative justice, the capability model, and the relationship between the prosecutor's ability to apply the concept. The research method is qualitative descriptive, with data obtained through interviews, surveys, observations, and documentation. Data analysis is carried out through collection, reduction, presentation, and the drawing of conclusions. The results show that the ability of the Ogan Ilir District Prosecutor's Office to implement restorative justice is quite good, covering technical, social, and conceptual aspects. However, there are challenges in the dimension of idealized policy, especially in the pattern of interaction between policymakers and target groups. The importance of the role of law enforcement officials—the police, prosecutors, and courts—in the implementation of this policy emphasizes the need for a dedicated organizational unit to focus on the tasks and objectives of restorative justice.

Abstract

Transformasi digital dalam perpajakan daerah menjadi strategi utama dalam meningkatkan efisiensi administrasi dan Pendapatan Asli Daerah (PAD). Penelitian ini  bertujuan untuk menjawab pertanyaan terakit bagaimana transformasi digital pelayanan PBBKB dalam upaya peningkatan pendapatan daerah Sumatera Selatan. Penelitian ini menggunakan pendekatan deskriptif kualitatif, menyoroti faktor pendorong, hambatan, dan dampaknya terhadap penerimaan pajak. Hasil penelitian menunjukkan bahwa E-PBBKB mempercepat proses administrasi, meningkatkan kepatuhan wajib pajak, serta mengurangi risiko kebocoran pajak. Terdapat peningkatan PAD sebesar 2,05% dalam satu tahun setelah penerapan sistem ini. Faktor utama yang mendukung keberhasilannya adalah infrastruktur digital yang berkembang, regulasi yang mendukung, serta meningkatnya literasi digital masyarakat. Namun, hambatan seperti akses teknologi yang terbatas di daerah terpencil, rendahnya pemahaman wajib pajak, serta tantangan koordinasi antarinstansi masih menjadi kendala. Untuk mengoptimalkan sistem ini, direkomendasikan penguatan infrastruktur digital, peningkatan edukasi wajib pajak, integrasi data antarinstansi, serta pemanfaatan kecerdasan buatan dan big data. Dengan langkah ini, E-PBBKB diharapkan semakin efektif dalam meningkatkan PAD dan transparansi perpajakan daerah.

Abstract

Penelitian ini bertujuan untuk menganalisis peran Digital Leadership dalam pengelolaan aset di Biro Umum dan Perlengkapan Sekretariat Daerah Provinsi Sumatera Selatan. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa penerapan kepemimpinan digital telah meningkatkan efisiensi, transparansi, dan akuntabilitas dalam tata kelola aset daerah. Digitalisasi dalam proses inventarisasi, pelaporan, dan pengawasan aset telah mengurangi inefisiensi dan mempercepat proses birokrasi. Namun, beberapa tantangan masih dihadapi, seperti keterbatasan infrastruktur teknologi informasi, rendahnya literasi digital, dan kurangnya program pelatihan bagi pegawai. Rekomendasi yang diajukan meliputi peningkatan infrastruktur digital, pelatihan SDM, integrasi sistem informasi, serta penguatan transparansi dan partisipasi masyarakat. Dengan mengatasi tantangan ini, pemerintah daerah dapat mengoptimalkan transformasi digital dalam pengelolaan aset, mendorong peningkatan kualitas pelayanan publik, dan pertumbuhan ekonomi regional yang berkelanjutan.

Abstract

This study aims to analyze the digital transformation strategy in the management of motorcycle crime evidence at the Bandar Lampung District Attorney's Office. The method used is a qualitative approach with data collection techniques through interviews, observation, and documentation. The results showed that the management of evidence was still not optimal, marked by the large number of evidence that was damaged or lost due to a lack of professionalism in safeguarding. The findings identified several key issues, including an unbalanced number of units, limited storage facilities, and a lack of qualified human resources. The research emphasized the importance of digital transformation that not only speeds up processes, but also increases transparency and accountability in evidence management. The conclusion of this study is that the implementation of digital strategies is necessary to overcome the challenges, as well as to improve the efficiency and effectiveness of evidence management. It is hoped that future research can explore more deeply the implementation of specific technologies that can assist in the management of evidence in other law enforcement agencies.
