Abstract

This study seeks to find out how the implementation of policies for handling the Covid-19 pandemic in Sanur Kaja Village. This study uses the Theory of Dynamic Governance issued by Neo & Chen. The author found the findings, namely the normative and proactive pattern of village apparatus performance, so this has implications for actors involved in pandemic handling policies that are oriented to Able People and Agile Process-oriented implementation. Second, indicators of adaptive policies and policy implementation can be seen with the issuance of the Minister of Village Decree No. 8 of 2020 concerning changes to Village Funds as a quick step for handling and preventing pandemics, as well as the "green zone" vaccination policy as an effort to reopen tourism in the Sanur area. This research has answered about the implementation of Dynamic Governance in handling the pandemic in Sanur Kaja Village

Abstract

The state has the meaning of a social group that has a certain area in the organization and under an effective political and governmental institution, has political ties, is sovereign, so that it is entitled to its national goals. Politics and bureaucracy are two different institutions but have a close correlation. Legal protection is a right for all citizens in Indonesia contained in Law of the Republic of Indonesia Number 6 of 2011 concerning Immigration. On the other side for foreigners working in Indonesia regulated in Law No. 13 of 2003 concerning Manpower. Immigration policy mentioned above relating to Rights and Obligations to families due to mixed marriages, both of these laws are capable of causing legal uncertainty for foreign nationals, especially foreigners who are intermarried who want to work in Indonesia.

Abstract

The New Normal Tourism policy made by the local government of Badung Regency has become a policy in the midst of the Covid-19 pandemic. Agenda Setting Theory by John W. Kingdon which is used to dissect research and examine agenda setting that occurs in the local government of Badung Regency. In this study using qualitative research methods through interviews with several sources and archives obtained from the DPRD Badung Regency. The results of this study the authors get as follows: First, the New Normal Tourism policy only becomes a government discourse in society. Second, there is no pressure from the government or non-government in following up on the New Normal Tourism policy. Third, the highest power is held by the central government in dealing with the New Normal Tourism policy in the local government of Badung Regency.

Abstract

This study examines the controversy over the application of emergency residence permit imposed by the Government of Indonesia through Immigration Class 1 Ngurah Rai, during the Covid-19 Pandemic in Badung Regency. The aims of this study are to explain how this implementation was originally set up but caused controversy in Badung, to know about immigration authorities and embassies who are then represented by consulates in dealing with foreign tourists who are affected and cause problems. The findings in this study indicate that government regulations that provide free emergency stay permits for foreign tourists can actually cause problems. Meanwhile, with this issue, the role of immigration with the embassy represented by the consulate is very much needed. There is also a role for local communities in helping them.

Abstract

This research aims to find out the capital and power network as the new power base of Puri Agung Karangasem. Social Capital Theory by Pierre Bourdieu is used as analytical tool to find out capital as a power base utilized by the big puri family. Using qualitative methods through interviews, the conclusion of the research results, namely Puri Agung Karangasem naturally has a base of economic capital, cultural capital, symbolic capital, and social capital as part of the rest of the past glory. Of the four capitals, Puri Agung Karangasem utilizes culture in the form of identity and past history and knowledge made by puri Agung Karangasem figures through books on the figures and history of Puri Karangasem which also gives legitimacy to knowledge about culture, as their symbolic power. The symbolic and cultural forces incorporated in their economic and social capital also eventually gave rise to Puri Agung Karangasem.

Abstract

The "Battle" of Legislative Election in Indonesia is mostly dominated by elder and mature participants. Nevertheless does not rule out the possibility of younger and millennial participants. The participation of millennial participants in the arena of practical politics brings out an obstacle such as lack of experience and some of them took a mistaken strategy in their political career. Owning in network resources or relationships could affect the final result of their election. This research uses Rational Choice theory. Data found that millennial politician (Dodok Samdana Sukaja & I Gede Wega Prastama) has not succeeded 2019 Indonesian Legislative Election. It occurs because one of them took a mistaken strategy . Consequently, both two millennial politicians achieve the suboptimal outcome. Based on these findings, the suboptimal outcome achieved by both millennial politicians provides a benefit in building a wider political relationship, developing branding in their society, and comprehending the political arena.

Abstract

This study examines the implementation of village funds related to the development of cross-cultural activities in Badung and Buleleng. Whether the pattern is instructive translation of sloganitic deconcentration tasks or participatory institutionalization that sets out the need for cross-cultural issues in the village. The Tamatea Study (2006), Parker (2017), and Gottowick (2010) discuss multiculturalism as the nature of local wisdom which is described as responding to people's daily problems. Another study, Kwon (2018) and Selenica (2018) looked at multiculturalism in the perspective of intercultural conflict. This research takes a different position from previous research by criticizing the construction of state control over multiculturalism that runs at the grassroots. Control construction is seen from the management of village funds for cross-cultural activities that are operationalized through guaranteed equality of ethnic and religious groups. The research paradigm is non-positive with case studies. Data collection methods utilize observation, interviews and documentation. The perspective used is interpretive with the theory of discourse. Research results show that state control is firmly embedded in the development of multiculturalism in villages. The nature of control is meaningfully driven, administrative control of budgeting has the potential to have an inhibiting effect on the development of the potential of the village concerned, including the development of multiculturalism activities in the village. Such as overlapping regulations on financial accountability, lack of socialization of regulations and assume that village human resources have understood every multicultural development program (especially the deconcentration program), injustice attitude views the potential of the village and bias behavior rules that are biased. Various attitudes are often shown by vertical government officials, such as sub-districts, offices (OPD), and ministries, which are counterproductive to oversee the development of the attitude of the development of multiculturalism in the village. Villages are forced to translate multicultural development programs that are trapped in administrative accountability which in reality compartmentalize the potential of the resources within.

Abstract

Penelitian ini difokuskan pada studi dan perbandingan sistem manajemen PNS di Indonesia dan Korea. Penelitian ini bertujuan untuk memahami sistem manajemen PNS di Indonesia dan Korea melalui perbandingan sistem manajemen PNS di kedua negara tersebut. Selain itu, tujuan dari penelitian ini adalah untuk memperoleh implikasi yang dapat memberikan kontribusi bagi pengelolaan pegawai negeri sipil di Indonesia dan untuk mendorong kerjasama di bidang sistem manajemen PNS antara kedua negara.

Abstract

Since 2004, Indonesians have been granted the opportunity to directly elect their president and vice president, leading to two rounds of elections to select legislative members, as well as the president. In 2019, the Indonesian government made a significant decision to conduct concurrent general elections for both legislative and presidential. This research adopts qualitative research methods and utilizes literature review as its data collection approach. The findings of this study reveal that the simultaneous holding of the 2019 General Election has yielded diverse impacts, primarily stemming from logistical challenges, duplicated data on the voters list, excessive information overload among the public leading to irrational voting decisions, and unfortunate casualties, including the loss of hundreds of election committee officers' lives. Consequently, it highlights the pressing need for the General Election Commission (KPU) to thoroughly evaluate and address these issues while organizing the 2024 elections simultaneously.

Abstract

This research aims to describe how Balinese Arak Branding is used as a political communication tool by the Governor of Bali among the Balinese people. This research is a qualitative study with primary data obtained from interviews and secondary data consisting of published documents, scientific articles, as well as print and electronic media. This research used a purposive sampling technique to determine informants, and the data was analyzed using qualitative descriptive methods.The research results show that the Governor of Bali uses Bali Arak as the main symbol in his branding strategy, making it an effective political communication tool. Although the use of arak as a political communication tool is considered controversial, especially considering the ban on the sale of alcoholic arak in Bali in 2015, the Governor of Bali has succeeded in promoting Bali Arak as a strong cultural symbol. With pride, the Governor expressed Balinese cultural identity through Arak Bali, which reflects respect for local heritage and strengthens the community's sense of pride in their culture. This strategy also helps the Governor portray himself as a leader who is committed to maintaining and preserving Balinese traditions, thereby increasing political support among the local community.
