Abstract

This study examines the implementation of village funds related to the development of cross-cultural activities in Badung and Buleleng. Whether the pattern is instructive translation of sloganitic deconcentration tasks or participatory institutionalization that sets out the need for cross-cultural issues in the village. The Tamatea Study (2006), Parker (2017), and Gottowick (2010) discuss multiculturalism as the nature of local wisdom which is described as responding to people's daily problems. Another study, Kwon (2018) and Selenica (2018) looked at multiculturalism in the perspective of intercultural conflict. This research takes a different position from previous research by criticizing the construction of state control over multiculturalism that runs at the grassroots. Control construction is seen from the management of village funds for cross-cultural activities that are operationalized through guaranteed equality of ethnic and religious groups. The research paradigm is non-positive with case studies. Data collection methods utilize observation, interviews and documentation. The perspective used is interpretive with the theory of discourse. Research results show that state control is firmly embedded in the development of multiculturalism in villages. The nature of control is meaningfully driven, administrative control of budgeting has the potential to have an inhibiting effect on the development of the potential of the village concerned, including the development of multiculturalism activities in the village. Such as overlapping regulations on financial accountability, lack of socialization of regulations and assume that village human resources have understood every multicultural development program (especially the deconcentration program), injustice attitude views the potential of the village and bias behavior rules that are biased. Various attitudes are often shown by vertical government officials, such as sub-districts, offices (OPD), and ministries, which are counterproductive to oversee the development of the attitude of the development of multiculturalism in the village. Villages are forced to translate multicultural development programs that are trapped in administrative accountability which in reality compartmentalize the potential of the resources within.

Abstract

Nepotism in Indonesia: the political footprint of Ratu Atut dynasty in Banten. Dynastic politics is an attempt to divide the office to relatives themselves, common among the elite who hold power, given to relatives in order to maintain power with a specific purpose. In a democratic country, of course dynastic politics is the enemy that must be staged. Dynastic politics emerged and existed due to the growth of neopatrimonialism in Indonesia. Julius Cesar Imperial Trajono, he said that the dynastic politics that occurred in the regions in Indonesia was due to the weak institutional system of the party. Ratu Atut's case in Banten. Abstract

Abstract

This study analyzes the strategic shift from patron client relations to modular parties in the election of I Made Suryananda Pramana to the Badung Regency DPRD in 2019 and 2024. Using a qualitative case study approach, the research revealsthat the candidate leveraged local actors such as customary leaders and banjar structures as semi autonomous political brokers to efficiently mobilize votes. Although the total vote count decreased in 2024, this strategy successfully consolidated the core support base through material incentives facilitated by party elites. The study concludes that this electoral success resulted from integrating elite political capital with modular strategies responsive to the local Balinese socio cultural context.

Abstract

This study examines the political economy of coastal governance in Bali, focusing on the tension between national Special Economic Zone (SEZ) policies and local community rights. Following the establishment of the Sanur and Kura-Kura SEZs, Bali’s southern coast has undergone rapid state-led transformation. Drawing on the frameworks of environmental politics and the coastal commons, this qualitative case study investigates how centralized development strategies affect local participation and spatial access. Primary data were collected between May and November 2024 through desk research and semi-structured interviews (N=10) with government officials, private-sector developers, and civil society organizations. The findings reveal that local participation is not merely suboptimal but structurally marginalized. In the Kura-Kura SEZ, governance takes the form of spatial enclosure, with corporate identity card systems restricting traditional fishermen's access to the coastal commons. In Sanur, the rapid displacement of coastal traders demonstrates institutional co-optation, using local village elites as intermediaries to enforce compliance and neutralize resistance. Ultimately, this article contributes to environmental political science by conceptualizing SEZs as exclusionary political arenas rather than purely administrative spaces. To prevent further marginalization, the study recommends legally embedding traditional (Adat) representation on SEZ supervisory boards and decentralizing environmental oversight to ensure inclusive and sustainable coastal governance.
