Abstract

Penelitian ini bertujuan untuk mengetahui Peran Dinas Sosial Terhadap Penanggulangan Anak Pengemis Di Kota Baubau. Jenis metode penelitian yang digunakan adalah kualitatif. Hasil penelitian menunjukkan bahwa dinas sosial Kota Baubau dalam pelaksanaan penanggulangan anak pengemis di Kota Baubau yaitu melakukan pendataan, pembinaan, pembimbingan dan sosialisasi. Untuk pendataan kepada anak pengemis belum mencapai hasil yang di harapkan, pendataan hanya dilakukan saat terjadi kegiatan patroli saja. Pemantauan dilakukan dengan kegiatan patroli. Adapun pembimbingan yang dilakukan Dinas Sosial Kota belum mencapai hasil yang di harapkan biarpun secara pelaksanaan telah dilakukan dengan sebagaimana mestinya tetapi hasil dari pembinaan khususnya bimbingan belum tercapai sebagaimana mestinya hal ini diketahui bahwa masih banyaknya anak pengemis yang memilih kembali ke jalanan untuk mengemis. Penanganan anak pengemis yang diberlakukan yaitu dengan cara mensosialisasikan atau larangan-larangan belum terdapat sanksi-sanksi yang dapat membuat jerah anak pengemis.

Abstract

Kegiatan pengabdian kepada masyarakat (PKM) ini diselenggarakan di Desa Bahari Kecamatan Sampolawa Kabupaten Buton Selatan. Metode yang digunakan adalah pendekatan  Participatory Learning And Action (PLA) atau Proses Belajar dan Praktek secara Partisipatif. Tujuan dari pengabadian masyarakat dilaksanakan yaitu 1) Untuk memberikan pendampingan pembinaan tata administrasi desa menggunakan teknologi (Computer) kepada aparatur desa. 2) Untuk memberikan pemahaman kepada para aparatur desa terkait administrasi pemerintahan desa yang baik dan benar sebagai basis data dan informasi terdepan dalam penyelenggaraan pemerintahan dan pembangunan desa di Desa Bahari. Hasil kegiatan pengabdian kepada masyarakat yaitu 1) Aparatur Desa Bahari telah memahami penataan Administrasi Pemerintahan Desa yang baik dan benar sesuai dengan pedoman yang tertuang dalam Peraturan Menteri Dalam Negeri Nomor 47 tahun 2016. 2) Aparatur Desa Bahari telah mengetahui tata cara pembuatan dan pengisian administrasi pemerintahan desa menggunakan Computer, dan dapat mempraktekkannya dalam penyelenggaraan pemerintahan. Kata Kunci: Tata Kelola Administrasi Desa, Sistem Aplikasi Computer

Abstract

The Baubau City Regional Drinking Water Company (PDAM) is a BUMD company that facilitates and serves the clean water needs of residents of Lamangga Village, Baubau City. This study uses a qualitative methodology with a descriptive approach. This study uses public service theory with public service indicators being tangibles, reliability, responsiveness, assurance, and emphaty. The results of this study show that the services of the Baubau City Regional Drinking Water Company (PDAM) still need to be improved in terms of responding to and handling service problems, that the available facilities and infrastructure are still inadequate, the services felt by customers are still not served wholeheartedly. According to the findings of this study, the Baubau City Regional Drinking Water Company (PDAM) does not provide proper clean water services in Lamagga Village. The researcher suggested that when carrying out the services of the Baubau City Regional Drinking Water Company (PDAM), efforts should be maximized in terms of service to make it easier for customers to submit complaints or ask questions about services and infrastructure, this must be reconsidered for the convenience of customers.

Abstract

Inadequate human resources are one of the factors that hinder the maximum development program based on this problem, this study aims to find out how the Management of Village Funds in the context of improving facilities and infrastructure and community empowerment in Kadolomoko Village, Kokalukan District, Baubau City. This research is designed as a qualitative research with the intention of excavating or building a procession or explaining the meaning behind reality. The results of the study showed that the evaluation of the Village fund program in Kadolomoko Village from the indicators of effectiveness, efficiency, adequacy, responsiveness, and accuracy of the results stated that they were quite good while from the leveling indicators the results stated that they were not good, this was due to the lack of transparency in the allocation and management of village funds so that the development of facilities and infrastructure and community empowerment were uneven.

Abstract

Micro, small and medium-sized enterprises (MSMEs) in Kamali Beach, Baubau City, have several limitations, including the low work productivity of MSME actors, namely the low quality of MSME human resources, especially in the areas of management, organization, mastery of technology, and marketing and have limited access to cooperation. The purpose of this research is to find out and analyze the strategy for increasing the work productivity of Micro, Small and Medium Enterprises (MSMEs) at Kamali Beach in Baubau City in order to formulate solutions for its development. The method used is a qualitative and quantitative analysis method because this research was carried out in two stages, namely SWOT analysis is used to determine the strategy and AHP (Analitycal Hierarchy Process) will function as a tool to determine which strategy should be prioritized. Based on the findings of the analysis that quality human resources are one of the strengths of MSMEs in Kamali Beach, Baubau City, according to the AHP decision-making technique. Because the product manufacturing process is still traditional, using simple technology and human labor, the approach that can be taken is to develop human resource expertise through the use of technology coupled with the use of more contemporary equipment in the product manufacturing process, as well as by expanding product distribution. networks built through government-run training programs.

Abstract

This study aims to describe the implementation of the community complaint system as a social control mechanism for service ethics in the Population and Civil Registration Office of North Buton Regency. The method used is descriptive qualitative research with data collection techniques through interviews, observations, and documentation, which is analyzed using an interactive data analysis model from Miles and Huberman. Interviews were conducted with four informants consisting of the Head of the Service  and three residents who were directly involved in service complaints. The results of the study show that the community complaint system has been running quite well, functioning as an effective social control in improving service ethics, although there are still challenges such as high volume of complaints and limited access to technology. Periodic evaluations and increased socialization to the community are essential to increase the effectiveness of the complaint system and strengthen public services in the future.

Abstract

Overfishing is a pressing issue in coastal communities, threatening marine ecosystems and livelihoods. This community service program aimed to enhance the capacity of Joint Business Groups (KUBE) in processing excess fish catches into value-added products like fish floss. The activities were implemented using extension and mentoring methods for the “Melai” Joint Business Group. The results indicate that KUBE members gained skills in managing and processing surplus fish catches. The excess fish was transformed into various products, such as salted fish, fish floss, or other ready-to-eat items. Furthermore, the KUBE's income also increased after the program, opening up opportunities for product and market diversification.

Abstract

The purpose of this research is to assess the level of public service provided by the One-Stop Integrated Service (PTSP) system of the Baubau City Government.The methodology used is a qualitative descriptive approach, while the independent variable is the improvement of PTSP services assessed from community satisfaction and the quality of public services evaluated based on five indicators: tangible, reliability, responsiveness, assurance, and empathy.Six informants participated in the study through documentation, in-depth interviews, and direct observation to collect data, which was then evaluated using the Miles and Huberman model.The study findings indicate that, despite facing several challenges, including inadequate infrastructure and a lack of public awareness regarding procedures, the implementation of PTSP at the Baruga City Baubau Public Service Mall successfully improved service quality through process simplification and service time acceleration.

Abstract

Pelatihan untuk penguatan kelembagaan Badan Usaha Milik Desa (BUMDes) di Desa Benteng, Kabupaten Buton, bertujuan untuk meningkatkan kapasitas pengelola BUMDes dan memperkuat kemandirian ekonomi desa. Mengingat pentingnya BUMDes sebagai instrumen pemberdayaan ekonomi desa, pelatihan ini dirancang untuk mengatasi kendala yang dihadapi dalam pengelolaan BUMDes, seperti kurangnya pengetahuan dalam manajemen organisasi, pengelolaan keuangan, pemasaran produk, dan pengembangan kewirausahaan. Pelatihan dilaksanakan dengan pendekatan partisipatif yang melibatkan pengelola BUMDes dan masyarakat desa, serta dilengkapi dengan sesi teori dan praktik langsung. Hasil pelatihan menunjukkan peningkatan signifikan dalam pengetahuan pengelola mengenai manajemen keuangan yang transparan, strategi pemasaran berbasis teknologi, serta kewirausahaan yang berfokus pada pengelolaan sumber daya alam secara berkelanjutan. Selain itu, pelatihan ini juga berhasil memperkuat struktur organisasi BUMDes dan meningkatkan partisipasi aktif masyarakat desa dalam pengelolaan BUMDes. Dengan demikian, diharapkan BUMDes di Desa Benteng dapat menjadi lembaga yang lebih mandiri, berkelanjutan, dan efektif dalam mendorong perekonomian desa melalui pengelolaan usaha yang lebih profesional.

Abstract

Modal sosial merupakan seperangkat nilai atau norma, saling percaya, antar anggota kelompok untuk koordinasi dan kerjasama dalam mencapai tujuan bersama. Modal sosial terdiri dari tiga tipe, yaitu: Bonding berupa norma, empati, toleransi dan kepercayaan, sedangkan bridging, penyuluh perikanan lapangan yang berperan membantu masyarakat nelayan memperoleh informasi dari luar. Sementara, linking berupa pihak luar yang membantu pengelolaan ikan asap. Permasalahan yang dihadapi oleh mitra yaitu Jaringan sosial antara masyarakat nelayan dan pelaku usaha, belum terbentuk dengan baik atau tidak optimal; Kurangnya akses perempuan terhadap pendidikan dan pelatihan keterampilan (kesetaraan gender). Metode yang digunakan adalah metode deskriptif kualitatif dan informan ditentukan secara sengaja atau Purposive Sampling melalui Observasi, wawancara dan dokumentasi. Tujuan pelaksanaan pengabdian ini untuk: 1) Terbentuknya Jaringan Sosial Kelompok Nelayan; 2) Mengadakan FGD atau lokakarya untuk meningkatkan produksi ikan asap 3) Mengadakan program pelatihan keterampilan khusus untuk perempuan. Hasil dari pelaksanaan pengabdian ini adalah: (1) produk ikan asap yang dihasilkan memiliki kualitas yang lebih baik; (2) adanya peralatan pengasapan ikan mampu meningkatkan kapasitas produksi dan kualitas ikan asap; dan (3) pendampingan masyarakat mitra melalui PkM ini sedikit demi sedikit telah merubah pola pikir masyarakat untuk melakukan proses bisnis yang didalamnya mempertimbangkan berbagai faktor, seperti efisiensi dan efektivitas kerja, kreatifitas, inovasi, sanitasi, dan juga higienitas produk dalam rangka meningkatkan kualitas dan harga jual produk ikan asap, serta kerjasama partisipasi dosen dan mahasiswa UM Buton dalam kegiatan pemberdayaan berbasis masayarakat.
