Penelitian ini bertujuan untuk mengetahui perang seorang Camat dalam memimpin para pegawai di Kantor Camat Kecamatan Bongomeme, adapun metode penelitian menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa camat telah menunjukkan peran dalam meningkatkan kinerja pegawai melalui peran interpersonal, peran informasional, peran pengambil keputusan dan peran pengawasan. Peran tersebut dapat diuraikan sebagai berikut: 1) peran interpersonal ditunjukkan dengan kemampuan camat menjadi figur teladan menjadi penghubung antar pegawai, serta kemampuan camat dalam membina pegawai untuk memiliki kinerja yang baik, 2) tupoksi yang harus dilaksanakan serta kemampuan camat dalam melibatkan semua pegawai dalam proses analisis inforamasi untuk perbaikan kinerja pegawai, 3) peran pengambil keputusanditunjukkan dengan kemampuan camat melibatkan pegawai dalam pengambilan keputusan terkait perbaikan kinerja pegawai, konsistensi camat dalam melaksanakan hasil pengambilan keputusan untuk memperbaiki kinerja pegawai, serta adanya proses analisis untuk meningkatkan kinerja pegawai, dan 4) peran pengawasan ditunjukkan camat dalam menyelesaikan mekanime pengawasan, melakukan pengawasan selama berlangsung proses pekerjaan serta melakukan umpan balik terhadap hasil pengawasan untuk perbaikan kinerja pegawai.

This research was conducted at the office of Dulohupa Village ofBoliyohuto District. The village government role in community development in the village Dulohupa Boliyohuto District of Gorontalo district, very important to support the conditions of this village because most of the people in this village have subsistence corn farmers so as to enable the empowerment of corn plants.The aims of this research were to determine and analyze the extent of countryside government and factors that encourage and inhibit the role of countryside government in supporting the income of corn farmer at Dulohupa village, Boliyohuto sub district of Gorontalo district. The results showed that the village government Doluhupa plays an important role to determine the appropriate steps to increase incomes of farmersâ corn or empower the people in the village of the District Dulohupa Boliyohuto.

This research aims to obtain an overview of the Remuneration Factor in Supporting the Effectiveness of Police Performance Gorontalo Police District Office. The researcher applied qualitative approach while data collection techniques were conducted through interviews to a number of informants, observations and secondary data documentation. By the three indicators of effectiveness of police performance (target achievement, integrity and adaptation) there are some problems encountered. In target achievement indicator, there are some obstacles that obstruct the police performance effectiveness. Whereas the integration indicator showed that the ability of organizations to provide information on Remuneration to members of the National Police has not been effective, as seen from the human resources, there are still those who do not understand about Remuneration and the availability of inadequate infrastructure in the process of conducting socialization. The adaptation indicators showed that the procurement and labor process measurement benchmarks in supporting the performance of Police members have not been effective. It can be seen from the lack of personnel needed in serving the community to support the effectiveness of the police members in Gorontalo Police district office.

ABSTRACT This study aims to obtain information about the Implementation of Financial Administration at the Marisa Sub-District Office in Pohuwato Regency. The research method uses a qualitative type. Data collection techniques are done through interviews with a number of informants and observations and recording of secondary data related to research problems. The results of the study concluded that the implementation of financial administration in the planning, organizing, movement and supervision phases has not been effectively seen from human sources not professional in planning activities and budgeting, incompatibility of main tasks/function and preparation of LPJ and internet network systems which are obstacles in the reporting process. So it is expected that the government optimizes the implementation of financial administration by conducting education and training on financial administration management and increasing supervision and control. Keywords : Implementation; Financial Administration ABSTRAKPenelitian ini bertujuan memperoleh informasi tentang Pelaksanaan Administrasi Keuangan di Kantor Camat Marisa Kabupaten Pohuwato. Metode penelitian menggunakan jenis kualitatif. Teknik pengumpulan data dilakukan melalui wawancara dengan sejumlah informan dan observasi serta pencatatan data sekunder yang berkaitan dengan permasalahan penelitian. Hasil penelitian menyimpulkan bahwa pelaksanaan administrasi keuangan dalam tahap perencanaan, pengorganisasian, pergerakan dan pengawasan belum efektif dilihat dari sumber manusia belum profesional dalam merencanakan kegiatan dan penganggaran, ketidak sesuaian tupoksi dan penyusunan LPJ serta sistem jaringan internet yang menjadi kendala dalam proses pelaporan. Maka diharapkan kepada pemerintah mengoptimalkan pelaksanaan administrasi keuangan dengan mengadakan pendidikan dan pelatihan tentang pengelolaan administrasi keuangan serta meningkatkan pengawasan dan pengontrolan. The East Seram Regency is a disadvantaged region in Indonesia with many sub-districts that do not have access to internet and electricity. The remaining options for sub-districts was hindered because it is limited by wilderness and free oceans and the APBD (Regional Revenue and Expenditure Budget) in this regency is also limited. Although, the implementation of e-Government by the Regent are willing to follow the mandate of Presidential Regulation No. 95 of 2018 concerning Electronic-Based Government Systems (SPBE). The purpose of this study was to analyze and determine the readiness of the East Seram Regency in implementing the e-government system in Indonesia. This study used a mixture of qualitative and quantitative methods and data collection technique was also carried out by using a questionnaire for 76 respondents, in-depth interviews for 7 informants, and documentation. The result showed the quality of public human resources and civil servants in the field of communication and the informatics are low. Also, the ICT infrastructure such as internet, servers, networks, and computer equipment are inadequate. The East Seram Regency is a disadvantaged region that prioritizes physical development infrastructure rather than allocating a high budget for the information technology tools. Therefore, it is concluded that the East Seram Regency as one of the disadvantaged region in Indonesia whose Local Government is 'Not Ready' to implement an e-government system as mandated by Presidential Regulation No. 95 of 2018.

The development of tourism object of Pentadio resort in Gorontalo is required in order to increase the benefit to tourism object especially economic value. In fact, these expectations have not been supported by the Local Government. This research aims to obtain information on government policy evaluation in the development of tourism object of Pentadio Resort in Gorontalo, by using a theory of policy evaluation. The research method used a qualitative approach with case study research, while the data were collected from in-depth interviews with informants. Data were also collected from participant observations and recording of secondary data related to the research problem. The results of this study evaluate the policy undertaken in the development of Pentadio Resort. It has not been maximally shown by five indicators of policy evaluation by William N. Dunn. There are still obstacles encountered in the implementation of a policy. So the recommendations in this article are expected to optimize the implementation of policy evaluations that have been made, in order to take a policy that serves as a benchmark of success in the development of a tourism development. In flood-prone areas, coordination between parties in disaster risk reduction (DRR) activities is very important. This is because the consequences of disasters will directly affect the disruption of people's lives and livelihoods, and also hinder the process of sustainable development. The study aims to develop a public coordinating scheme for disaster risk reduction (DRR) activities based on public resources in Gorontalo Regency. Public resources from government agencies and society are available in Gorontalo Regency with their respective tasks at the stages before, during and after the disaster. Public coordination is expected to support the implementation of DRR-based sustainable development in Gorontalo Regency. The preparation of public coordination scheme begins with geospatial flood hazard assessment based on the characteristics of the Limboto Watershed using a Geographic Information System (GIS) tool. The result provides a basis for the implementation of public coordination arrangements for DRR. Gorontalo Regency is dominated by a coastal land parcel adjacent to Tomini Bay, stretching from lowland plains to hilly mountains. High rainfall, critical land use and settlements in the lowlands have caused the study area categorized into high- to very high-risk zones of flooding. To ensure sustainable development runs effectively, its implementation must be based on DRR policy with public coordination. Public coordination is carried out between government agencies and society, who cooperate in compliance with their respective roles and tasks at the stage before, during and after the disaster. The results show that the involvement of more sectoral parties is needed at the stage before and during the disaster. This indicates that public coordination before the disaster performs risk prevention and reduction activity that should be prioritized in the implementation of development before inhibiting its sustainability.

Berbagai kendala dalam program pemberian dana BOS di Kabupaten Mamuju Utara. Penelitian ini bertujuanuntuk mengumpulkan informasi yang terkait dengan hasil evaluasi pelaksanaan dari program pemberiandana bantuan operasional sekolah (BOS ) pada Sekolah Dasar di Kabupaten Mamuju Utara, denganmelihat atau mengukur evaluasinya menggunakan Kriteria evaluasi seperti efektifitas, kecukupan, perataan,responsivitas dan ketepatan. Penelitian ini menggunakan Metode atau pendekatan kualitatif dengan desainpenelitian studi kasus, adapun yang menjadi kasus dalam penelitian ini yaitu kasus yang menjadi rumusanmasalah peneliti. Teknik pengumpulan data dilakukan dengan observasi (pengamatan) langsung dilapangan,wawancara mendalam, dan dokumentasi. Penentuan informan dilakukan secara Purposive, denganmelihat kesesuaian antara calon informan dengan informasi yang dibutuhkan. Data dianalisis dengan reduksidata, penyajian data, dan menarik kesimpulan. Penelitian ini menujukkan bahwa dari hasil evaluasiprogram pemberian dana bantuan operasional sekolah pada sekolah dasar di Kabupaten Mamuju menunjukkanbahwa program ini sudah dijalankan dengan cukup baik dan dapat dilanjutkan, namun begitu masihada catatan yang menjadi kekurangan dan kelemahan dalam program ini sehingga diperlukan kajian ulanguntuk keberhasilan dan kemaksimalan dari tujuan program dana BOS itu sendiri. AbstractVarious problems in the school operational funds program in North Mamuju regency .This study aims toevaluate of the implementation of a program of school operational funds (known as BOS) at the elementarySchools in North Mamuju. The variables of this study are effectiveness, adequacy, alignment, responsivenessand accuracy. This study use qualitative method or approach to the design of case study research,as for that being the cases in this study is the case that the formulation of the research problem. Data wascollected by observation in the field, in-depth interviews, and documentation. The determination of conductedpurposive informant, the informant saw the fit between a candidate with the required information.Data were analyzed with data reduction, data display, and draw conclusions. This study was shows thatthe evaluation of the results of operational assistance grant program at the school in elementary schoolMamuju shows that this program is executed quite well and can continue, but there is still a record to beflaws and weaknesses in the program so it is necessary to review it maximize of success and goals of theprogram itself BOS.
