Abstract

This study examines the protection of abandoned children from one of the social institutions, namely SOS Children's Villages Meulaboh. This study aims to determine the success of the protection program for neglected children at SOS Children's Villages Meulaboh. This study uses a qualitative method with a case study approach. Data collection techniques using observation, interviews, documentation, and audio-visual materials. The results of this study indicate that child protection at the SOS Children's Villages Meulaboh orphanage has been running well and properly. Through programs designed for the protection of children to ensure the fulfillment of their rights so that they can live, grow and develop like children in general, and are protected from violence and discrimination. In addition, SOS also organizes/provides various activities that support children's growth and development. This is useful for developing religious moral abilities, academic abilities, ethics/politeness so that the realization of quality and noble children.

Abstract

This article examines the financial management of the government of Aceh, which is supported by special autonomy funds. It is a war compensation and recovery from the tsunami disaster following the signing of a peace accord between the Free Aceh Movement (GAM) and the Government of Indonesia for development to increase the Acehnese people's well-being, disbursed by the central government. But the governance of the special autonomy fund it runs has not been able to help Aceh get out of poverty according to national standards. The article employed a descriptive qualitative approach, then purposive sampling used by the authors as the technique to identify people to interview about Aceh's poverty and special autonomy fund issues. Open publications, whether they be official government documents such as rules or decisions, newspapers or magazines, or scientific references such as books or journals were secondary data used by authors. The findings revealed that the management of the special autonomy fund lacks a mature grand design, such that the management rules change annually and are also influenced by the tug-of-war between the Aceh government and the region/city governments. Then, the principle of accountability was not properly implemented, so these two findings were unable to affect the substance of the poverty sector in Aceh, causing Aceh's poverty to consistently fall below the national average.Artikel ini mengkaji masalah pengelolaan keuangan pemerintah Aceh yang ditopang oleh dana otonomi khusus. Dana Otonomi Khusus ini merupakan untuk pemulihan dari bencana tsunami dan kompensasi perang setelah penandatanganan kesepakatan damai antara Gerakan Aceh Merdeka (GAM) dan Pemerintah Indonesia yang bertujuan untuk pembangunan peningkatan kesejahteraan rakyat Aceh, yang dikucurkan oleh pemerintah pusat. Namun tata kelola dana otsus yang dijalankannya belum mampu membantu Aceh keluar dari zona kemiskinan sesuai standar nasional. Artikel ini menggunakan pendekatan kualitatif deskriptif, kemudian purposive sampling digunakan oleh penulis sebagai teknik untuk mengidentifikasi orang-orang yang akan diwawancarai tentang masalah kemiskinan dan dana otonomi khusus Aceh. Publikasi terbuka, baik berupa dokumen resmi pemerintah seperti peraturan atau keputusan, surat kabar atau majalah, atau referensi ilmiah seperti buku atau jurnal merupakan data sekunder yang digunakan oleh penulis. Temuan menunjukkan bahwa pengelolaan dana otsus tidak memiliki grand design yang matang, sehingga aturan pengelolaannya berubah setiap tahun dan juga dipengaruhi oleh tarik ulur antara pemerintah Aceh dengan pemerintah daerah/kota. Kemudian, prinsip akuntabilitas tidak diterapkan dengan baik, sehingga tidak mampu mempengaruhi permasalahan  substantif sektor kemiskinan di Aceh dan menyebabkan kemiskinan Aceh secara konsisten berada di bawah rata-rata nasional.

Abstract

Penelitian ini bertujuan untuk mengetahui implementasi pengembangan community based tourism dalam wisata Pulau Dua di Kabupaten Aceh Selatan. Wisata maritim menjadi bidang wisata unggulan dalam memperkuat perekonomian Aceh Selatan karena mampu meningkatkan pendapatan daerah, membuka banyak lapangan pekerjaan, meningkatkan taraf hidup masyarakat sekitar lokasi wisata, sekaligus menjadi sumber Pendapatan Asli Daerah (PAD). Persoalan yang dihadapi oleh daerah saat ini adalah terkait jumlah kunjungan dan keterserapan angkatan kerja, akibatnya terdapat 2.330 penduduk miskin Aceh Selatan di tengah banyaknya potensi wisata maritim yang seharusnya mampu menghadirkan diversifikasi pekerjaan. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus dengan masyarakat di sekitar objek wisata Pulau Dua Kabupaten Aceh Selatan sebagai sumber informan. Data penelitian dikumpulkan melalui observasi dan wawancara mendalam bersama narasumber. Hasil penelitian ini adalah terdapat peran sentral masyarakat dan Pemerintah Daerah dalam pengembangan wisata maritim dengan fokus utama keterlibatan masyarakat sesuai dengan arah kebijakan wisata maritim di Kabupaten Aceh Selatan. Kesimpulan yang dihasilkan adalah masih terdapat beberapa tantangan dalam pengembangan wisata maritim Pulau Dua yaitu: penambahan sarana dan prasarana, penambahan sumber daya manusia, dan peningkatan anggaran operasional melalui kerja sama.

Abstract

This research investigates the issue of underage motorbike riding in West Aceh Regency, a pressing concern with significant implications for road safety and child health. The study aims to assess the implementation of Law No. 22 of 2009 on Traffic and Road Transport, focusing on its impact on reducing underage riders. Using Richard Matland's policy implementation theory as a framework, the study employs a qualitative case study approach. Data collection methods include observations, in-depth interviews with key stakeholders such as police officers, judicial figures, parents, and underage riders, alongside document analysis from relevant sources. The findings reveal that the enforcement of Law No. 22 of 2009 in curbing underage motorbike use remains ineffective. Key factors include the lack of awareness among both parents and children regarding the law’s importance and the minimal socialization efforts to promote it. Additionally, inadequate law enforcement and weak penalties contribute to this policy's limited success. The analysis also highlights the need for stronger outreach programs to educate the public on the risks of underage driving. In conclusion, the study emphasizes the necessity of intensifying law enforcement efforts, enhancing public education, and imposing stricter sanctions to foster compliance. By prioritizing these measures, the number of underage motorbike riders can be reduced, leading to improved road safety in West Aceh Regency.

Abstract

Climate change and environmental degradation have led Indonesia to implement green economy policies to harmonise economic growth with ecological sustainability and social justice. However, gender mainstreaming remains peripheral within these policy frameworks, especially in regions like Aceh, where Islamic-patriarchal values strongly influence governance and public participation. This study explores how cultural values shape gender dimensions in green economy initiatives in Aceh Province. Using Mary Douglas’ Cultural Theory, extended by Michael Thompson and Steve Rayner, the research analyses how distinct cultural orientations—hierarchical, individualist, egalitarian, and fatalist—affect gender inclusion in environmental policy-making. A qualitative case study approach was employed, drawing on purposive interviews with women activists, government officials, civil society leaders, academics, customary figures, and women involved in agriculture and green entrepreneurship. Thematic analysis, supported by NVivo 12 Plus, was used to uncover dominant cultural narratives, structural barriers, and forms of resistance in gender and environmental governance. Findings indicate that hierarchical cultural norms, reinforced by religious and customary structures, limit women’s roles to supportive rather than strategic functions in policy processes. Nonetheless, egalitarian ideas and transnational feminist movements create space for women’s agency through environmental activism and entrepreneurship. The study underscores the need for gender-responsive and culturally rooted strategies to support a just green transition in Indonesia

Abstract

This comprehensive study examines the strategies employed by the Independent Election Commission (IEC) to boost the participation of novice voters in the pre-election phase leading up to the 2024 General Election in West Aceh District. Novice voters aged 17 to 21 play a significant role in measuring electoral efficacy and vitality. Recognized by political stakeholders, their engagement affects the electoral landscape due to their diverse characteristics and challenges compared to previous generations, such as lack of interest, awareness, knowledge, and apathy. So, this research was carried out to analyze the strategies used by the IEC towards novice voters. This study adopts David's (2004) strategy theory in strategic management, which includes formulation, implementation, and evaluation. Conducted in West Aceh Regency, this study examines the initiatives and challenges of the IEC in engaging novice voters. Through careful empirical data analysis, this study aims to improve the electoral process and consolidate democracy in Indonesia. The research findings reveal insights into the effectiveness of the IEC's strategies and highlight areas for improvement. This study provides valuable insights for future election planning, encouraging more equitable and inclusive practices. However, several problems in its implementation need to be resolved, mainly the need for more human resources and budget.

Abstract

This study evaluates the role of the Women's Empowerment, Child Protection, and Family Planning Service in implementing the Child-Friendly Areas concept in West Aceh Regency, as mandated by the West Aceh Regent Regulation Number 40 of 2018. Using a descriptive qualitative method, data were collected through observations, interviews, and documentation with six informants. Findings indicate that while the policy aspect has been implemented optimally, the strategy and communication roles have not been effective. Key obstacles include insufficient human resources, facilities, budget, and inter-organizational communication. Additionally, public awareness of the Child-Friendly District status remains low. Despite ongoing efforts, significant improvements are needed to achieve optimal implementation.
