Abstract

Purpose: There is little research on women's leadership in Open and Distance Higher Education especially during the COVID-19 pandemic and times of uncertainty (VUCA) that explores women's experiences of leading a distance learning institution from home. This study describes how women managers of learning and materials services and heads of administration lead Universitas Terbuka from home in the implementation of the first phase of lockdown in Indonesia in 2020. Data collected in a narrative manner with in-depth interviews with four women about conscious experiences women lead the Jakarta and Serang regional offices of Universitas Terbuka. Leading from home requires extra energy for women at the beginning of the covid-19 pandemic, family support, technology and internet networks greatly affect the process of women's leadership in Universitas Terbuka. Work from home starting from office hours until late at night with commitment, proactive, trust and able to make decisions quickly with leadership and other staff through Microsoft Teams and Zoom. In addition, women leaders continue to communicate and coordinate via Whats-app group, personal communication and work email. Conclusions: The experience of working from home for women who lead open and distance higher education can be a positive picture behind the worrisome condition of the Covid-19 pandemic in the world.

Abstract

This study aims to evaluate the quality of services provided by the Family Planning and Population Control Office in Kepulauan Sula Regency in implementing the Family Planning Program. The program is designed to control population growth rates and to establish healthy, happy, and prosperous families. The research employs a qualitative descriptive method to explore and understand field phenomena through in-depth qualitative data collection. The findings indicate that the targets of the Family Planning Program in Kepulauan Sula Regency are categorized into two groups: direct and indirect targets. Direct targets include Couples of Childbearing Age (CBA) spread across 12 sub-districts, with the objective of reducing birth rates through effective and sustainable contraceptive use. Indirect targets involve program implementers and managers, aiming to lower birth rates through an integrated population policy approach. These findings have theoretical implications for understanding how population policies and family planning programs can be optimized to achieve the goal of quality family development, particularly in remote areas like Kepulauan Sula Regency.

Abstract

A hospital is a public facility owned by the government or private sector which has a very strategic role in efforts to improve public health services. The new paradigm of health services requires hospitals to provide quality services according to patients' needs and desires while still referring to professional and medical codes of ethics. Quality is the core of the survival of an institution. Therefore, hospitals are required to always maintain consumer trust by improving service quality so that consumer satisfaction increases. This study aims to analyze the influence of service quality on patient satisfaction at Bhayangkara Hospital, Pontianak City. The research method used in this research is a quantitative method to determine the quality of service that has the greatest impact on community satisfaction. Samples were taken from 95 patients. Data collection techniques use observation and questionnaires. The results of the research show that the influence of service quality on BPJS patient satisfaction in internal medicine poly health services at Bhayangkara Hospital, Pontianak, most of the respondents are in the satisfactory category and a small number of respondents are in the unsatisfactory category. The results of this research show that service quality, which consists of the variables reliability (X1), responsiveness (X2), assurance (X3) and empathy (X5), has a significant effect on patient satisfaction, while the tangibles variable (X4) has no significant effect. Then the variable with the most dominant influence on patient satisfaction is the empathy variable (X5). And to improve service quality, researchers hope that Bhayangkara Hospital will test these variables, especially those that have a negative influence (tangibles X4) so that they can comply with the rules and mechanisms for improving service quality on patient satisfaction. The researcher's advice to Bhayangkara Pontianak Hospital is that nurses at Bhayangkara Pontianak Hospital should be able to maximize services according to the promised time, increase trust and responsiveness to patient complaints, and pay attention to the physical facilities of the Bhayangkara Pontianak Hospital Internal Medicine Clinic.

Abstract

Permasalahan utama yang dihadapi oleh pelaku usaha mikro di wilayah perbatasan Indonesia–Filipina adalah rendahnya produktivitas dan terbatasnya volume penjualan produk olahan, terutama pada sektor perikanan. Menjawab tantangan ini, Universitas Terbuka (UT) bekerja sama dengan Sekolah Tinggi Ilmu Komputer (STIK) Rajawali Talaud dan Pemerintah Kabupaten Kepulauan Talaud melaksanakan program Pengabdian kepada Masyarakat (PkM) yang berfokus pada peningkatan kapasitas produksi dan strategi pemasaran produk lokal. Permasalahan teknis seperti metode kerja yang belum efisien menyebabkan volume produksi masyarakat stagnan pada kisaran 3–5 kg per batch. Melalui program ini, dilakukan perbaikan metode produksi, pelatihan, serta optimalisasi proses kerja, yang mampu mendorong peningkatan kapasitas produksi menjadi 10–15 kg per batch sesuai permintaan pasar. Selain itu, dilakukan intervensi pada aspek pengemasan produk agar lebih menarik dan memenuhi standar distribusi yang lebih luas. Dampak signifikan dari kegiatan ini adalah meningkatnya daya saing produk lokal di pasar luar daerah, bahkan hingga menembus pasar ekspor ke Filipina dan Korea Selatan. Program ini menunjukkan bahwa kolaborasi lintas sektor yang terstruktur mampu mendorong pemberdayaan ekonomi masyarakat secara berkelanjutan di wilayah 3T (terdepan, terluar, tertinggal).

Abstract

The output of this study is to develop a TQM implementation strategy to improve the inclusive performance of employees within the Universitas Terbuka (UT) environment. This research design leads to a mixed method in combining quantitative and descriptive data in analyzing the conditions of field findings. Quantitative descriptive research comprises problem formulation, model preparation, data collection, analysis, and application. Interpretative Structural Modeling (ISM) is the analytical technique employed in this study. Bhattacharya and Momaya’s application of ISM (2009), is a design that involves many relationships and interactions using tools and methods that allow a team of individuals to create a structure that outlines the connections between components in a single unit. The outcomes of classifying strategic components to enhance staff proficiency and knowledge in assisting UT’s as a PTN-BH consist of 15 criteria, which produce eight policy levels. Elements of stricter selection policies in recruiting. At the first level are the educational personnel (A1) and the components of mentoring in enhancing competence (A3). Four (four) sectors can be used to categorize the policy components that UT workers need to develop their skills and competences. Sector III (Linkages) is the most frequently utilized sector. This sector’s components are heavily reliant on one another, yet they also have a strong driving force.
