Abstract

North Sulawesi's Enforcement and Early Corruption Detection Score Index declined from 80,63  (on a 0-100 scale) in 2024 to 65,94 in 2025, nearly twice the national drop, despite a compliance score of 98,63 out of 100 in public services. This integrity paradox signals a decoupling between administrative performance and accountability. Prior studies have examined political capture, organizational silence, and digital governance failures separately; none has mapped their coupling within a local government context. This study investigates the tripartite interrelationship among silence culture, elite political intervention, and digital accountability instrument degradation as the primary explanation for declining early detection capacity within North Sulawesi’s local government oversight system. A qualitative case study was conducted across the Provincial Government of North Sulawesi and City Governments of Manado, Bitung, and Tomohon. Data was collected through interviews, document analysis, and ATLAS.ti thematic coding, analyzed through Principal-Agent Theory, Institutional Theory, and Organizational Silence Theory. Findings reveal a self-reinforcing cycle: elite political intervention hollows out digital instruments including I-Mut /Siladen and the Whistleblowing System; degradation deepens organizational silence; and entrenched silence shields elite intervention from oversight. Minahasan values of Si Tou Timou Tumou Tou and Mapalus, though co-opted to rationalize silence, carry latent normative resources for reform. This study recommends strengthening APIP independence, mandating fiscal allocation for oversight, consolidating whistleblowing platforms, enforcing merit-based sanctions, and reappropriating local wisdom.

Abstract

Administrative service delivery remains one of the most visible measures of government performance, yet local bureaucracies in Indonesia continue to struggle with translating formal procedures into consistent, citizen-centered practice. This study examines the quality of administrative services, particularly the handling of incoming and outgoing correspondence, at the Administrative Service Unit (Unit Layanan Administrasi/ULA) of the General Bureau, Regional Secretariat of North Sulawesi Province, and identifies the factors that constrain optimal service delivery. A descriptive qualitative approach was employed, guided by an interactive analytical model of data collection, reduction, display, and conclusion drawing. Data were gathered through in-depth interviews with key informants, direct observation, and documentation review, with credibility established through source and method triangulation. The findings show that consistent application of standard operating procedures, supported by electronic queuing systems and online document-tracking platforms, has meaningfully improved timeliness, accuracy, and transparency. However, service quality remains constrained by uneven staff understanding of procedural detail, ageing infrastructure, unstable internet connectivity, and workload imbalances relative to staff numbers. Courtesy, complaint responsiveness, and physical comfort were found to be strong contributors to public trust, even as budgetary and spatial limitations persist. The study concludes that sustainable improvement in administrative service quality requires an integrated strategy combining continuous staff training, infrastructure renewal, and adaptive procedural review. These findings offer practical implications for regional secretariats seeking to strengthen bureaucratic responsiveness and provide a contextual basis for future research on digital-era public service reform in Indonesia's subnational governments.

Abstract

This study aims to analyze the condition of accountable regional governance in North Sulawesi Province, focusing specifically on the dimension of engagement and oversight by all employees and the public, one of the six key issues measured in the Integrity Assessment Survey. The study employed a descriptive qualitative approach through semi-structured interviews with three key informants representing different levels of position, namely the Provincial Secretary, the Head of the Human Resources Development Agency, and a staff member of the North Sulawesi Provincial Social Affairs Office, supplemented by a review of secondary data on Integrity Assessment Survey scores for the 2023 to 2025 period. Data were analyzed thematically and interpreted through the lens of public accountability and good governance. Based on the three-zone categorization framework commonly used to interpret the Integrity Assessment Survey index scale, the engagement and oversight dimension score for North Sulawesi Province fell within the vulnerable-to-risk zone at 73.05 in 2023, remained in that zone with an increase to 76.10 in 2024, but declined to the at-risk zone at 72.61 in 2025. The findings show that formal complaint channels are available and reasonably actively used at the level of regional secretariat leadership, yet their dissemination has not evenly reached operational staff, while fear of retaliation and the absence of clear whistleblower protection mechanisms tend to make participation among lower-level employees passive. Public participation in overseeing public services also remains limited due to the perception that government responses to complaints are slow. This study recommends expanding the dissemination of complaint channels to all levels of the civil apparatus, strengthening whistleblower protection guarantees, and developing more responsive public feedback mechanisms as strategic steps to strengthen the accountability of regional governance in North Sulawesi Province.

Abstract

Civic Education plays a strategic role in shaping students’ awareness of their rights and responsibilities as citizens. However, its effectiveness in Indonesia remains a challenge, particularly in improving students’ civic knowledge. Teachers’ competence, particularly professional and pedagogical competence, is a crucial factor in supporting the quality of teaching and learning. This study aims to examine the influence of teachers’ professional competence (X1) and pedagogical competence (X2) on students’ civic knowledge (Y), both partially and simultaneously. The research employed a quantitative, survey-based approach. The sample consisted of all Grade 11 students taking the Civic Education course at St. Fransiskus Xaverius Seminary Senior High School in Tomohon, selected using a total sampling technique because the entire population that met the study criteria was included (n = 41). The results of the analysis revealed that teachers’ professional competence has a significant effect on improving students’ civic knowledge (the calculated t-value (3.763) > the critical t-value (2.02); sig. 0.001 < 0.05). Teachers’ pedagogical competence also partially shows a significant influence on students’ civic knowledge (the calculated t-value (7.004) > the critical t-value (2.02); sig. 0.000 < 0.05). Simultaneously, both independent variables significantly affect students’ civic knowledge (the calculated F-value (47.273) > the critical F-value (3.24); sig. 0.000 < 0.05). The coefficient of determination (R2) indicates that teachers’ professional and pedagogical competence jointly account for 71.3% of the enhancement of students’ civic knowledge. In comparison, the remaining 28.7% is influenced by other factors not examined in this study.

Abstract

Program Pengabdian kepada Masyarakat (PkM) ini dilaksanakan di Sekolah Menengah Atas Katolik Karitas Tomohon dengan tujuan untuk memperkuat civic disposition siswa sebagai bagian penting dari pendidikan karakter dan pembentukan watak kewarganegaraan. Kegiatan ini dilatarbelakangi oleh masih terbatasnya internalisasi nilai-nilai kewarganegaraan di kalangan siswa, yang selama ini cenderung dipahami secara konseptual dan belum sepenuhnya terwujud dalam sikap serta perilaku nyata di lingkungan sekolah. Program PkM ini dilaksanakan dengan pendekatan partisipatif melalui tahapan perencanaan, pelaksanaan, observasi, evaluasi, dan refleksi. Kegiatan inti meliputi sosialisasi, pelatihan berbasis diskusi kelompok dan role play, serta pendampingan penerapan nilai-nilai civic disposition dalam kehidupan sekolah sehari-hari. Hasil kegiatan menunjukkan adanya peningkatan kesadaran dan perubahan sikap positif siswa, seperti keberanian mengemukakan pendapat, meningkatnya kepedulian terhadap sesama, serta sikap toleransi dalam perbedaan. Guru menilai kegiatan ini efektif dalam melengkapi pembelajaran formal Pendidikan Kewarganegaraan. Dengan demikian, program PkM ini memberikan kontribusi nyata dalam penguatan pendidikan karakter siswa melalui internalisasi civic disposition berbasis sekolah.
