Abstract

This study aims to evaluate the implementation of Probolinggo Regent Regulation No. 07 of 2020 related to the rehabilitation program for uninhabitable houses (RTLH) in Kuripan District. The background of this research arises from the urgency to improve housing conditions that are suitable for the community, considering that many houses still do not meet health and safety standards. The method applied in this research is a qualitative approach, involving 15 informants consisting of government officials, beneficiaries, and local community leaders. The data analysis technique used is thematic analysis, which allows the researcher to identify and categorize the main themes from the data obtained through interviews and observations. The research findings indicate that the success of the RTLH rehabilitation program is influenced by several factors, including community participation, availability of resources, and the existing bureaucratic structure. Although there have been some achievements in the RTLH rehabilitation, challenges related to inter-agency coordination and budget limitations remain significant obstacles. The conclusion of this study recommends that local governments enhance communication and collaboration among agencies, as well as encourage more active community participation at every stage of the program. Additionally, the importance of periodic evaluations to adjust the program to the evolving needs of the community is also emphasized.Keywords: Implementation, Regent Regulation, rehabilitation

Abstract

Budaya kerja adalah model kebiasaan dalam komunitas yang diwujudkan sebagai bentuk kinerja. Budaya kerja berhubungan dengan nilai yang dipahami dalam organisasi sebagai media antar pegawai yang mempengaruhi kinerja pegawai. Salah satu budaya kerja adalah budaya kerja 5R yakni ringkas, rapi, resik, rawat, dan rajin. Budaya kerja 5R juga tepat diterapkan di lingkungan sekolah, termasuk di SMK Negeri 4 Kota Probolinggo. Sekolah ini dikenal dengan kedisiplinan yang cukup tinggi. Hal ini menarik untuk diteliti, terkait pengaruh budaya kerja 5R pada kinerja pegawai pada lingkungan SMK Negeri 4 Kota Probolinggo. Riset ini bagian dari riset kuantitatif dengan deskriptif. Data dalam riset merupakan data primer dihimpun dari kuesioner yang dijawab oleh responden, yaitu pegawai SMKN 4 Kota Probolinggo sebanyak 88 orang. Hasil riset dan pembahasan menunjukkan variabel budaya kerja 5R memberikan pengaruh positif yang signifikan pada kinerja pegawai di SMKN 4 Kota Probolinggo.Kata kunci: budaya kerja; 5R; Kinerja Pegawai

Abstract

Women's empowerment and environmental management are two important issues in sustainable development. Dharma Wanita Association (DWA) Probolinggo City responded to these two issues through creative training in making decorative flowers from used spunbond bags. This training aims to teach DWA members how to utilize spunbond bags, which often accumulate in households due to the policy to reduce the use of plastic bags, into economically valuable craft products. Apart from supporting policies to reduce plastic waste, this training also functions as a means of empowering women by increasing their skills and creativity in the field of handicrafts. The results of this activity are not only environmentally friendly decorative flower products, but also the potential for further development in the field of recycling-based crafts. This training opens up opportunities for participants to develop small businesses based on recycled products, as well as expand networks with other communities that support the waste management movement. In addition, the potential for this activity can be integrated with environmental education and adopted as a sustainable program to increase environmental awareness in society. With increasing awareness of the importance of protecting the environment, recycling-based training like this has bright prospects and can become a model for similar activities in the future. This activity not only provides economic and social benefits for DWA members, but also contributes to global efforts to reduce the negative impact of plastic waste on the environment.

Abstract

Abstraction This paper description about withdrawal of childs labor to school or training center. One of the important stages in the cycle of public policy is policy implementation. Implementation is often considered just an implementation of what has been decided by decision makers, as if the stage is less influential. But in reality, the implementation stage is so important because a policy will not mean anything if it can not be implemented properly. Exploitation of child labor is not just about wages, but about long working hours, the risk of accidents, health problems, and become the object of harassment and abuse adults. In some studies, the majority of child laborers work more than 7 hours per day. Though based on Law Number 13 Year 2003 concerning Manpower, age less than 12 years should not be working, 13-14 years of age may only work 3 hours/day, and 15-17 years of age may work 8 hours/day but in a condition that does not endanger physically and mentally. Reality on the ground, most of the working children aged 13-14 years who work an average of 6-7 hours/day. In fact, many children are working in hazardous sectors and inhuman to be done by the children. Indeed, the government has made ​​several attempts to save the poor children through the PPA program - PKH. But this is not enough because the main problem is structural poverty. That is, as long as the wheel rotates, the structural poverty child labor will continue to mushroom. Scholarships for poor children just like putting out fires. Therefore, in addition to providing assistance subsidy, the government should seriously empower the poor by implementing the principles of social economy. Abstract

AbstrakPenelitian ini mengkaji Kinerja Dinas Pariwisata Kabupaten Probolinggo dalam mengembangkan objek wisata Gunung Bromo sebagai upaya meningkatkan Pendapatan Asli Daerah (PAD). Studi ini bertujuan untuk menganalisis strategi, implementasi program, dan efektivitas kebijakan yang dilaksanakan oleh Dinas Pariwisata dalam mengelola potensi wisata Gunung Bromo sebagai destinasi unggulan. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa Dinas Pariwisata Kabupaten Probolinggo telah melakukan berbagai upaya pengembangan destinasi wisata Gunung Bromo melalui peningkatan infrastruktur, promosi wisata, pemberdayaan masyarakat lokal, dan penguatan kolaborasi dengan pemangku kepentingan terkait. Meskipun terdapat peningkatan signifikan dalam jumlah kunjungan wisatawan dan kontribusi terhadap PAD, penelitian ini juga mengidentifikasi beberapa tantangan seperti keterbatasan anggaran, koordinasi lintas sektor yang belum optimal, dan permasalahan pengelolaan lingkungan.Penelitian ini merekomendasikan penguatan strategi pemasaran digital, diversifikasi atraksi wisata, pengembangan paket wisata terintegrasi, peningkatan kapasitas SDM pariwisata, dan implementasi prinsip pariwisata berkelanjutan. Pengembangan Gunung Bromo sebagai destinasi wisata unggulan berpotensi signifikan dalam meningkatkan PAD Kabupaten Probolinggo, menciptakan lapangan kerja bagi masyarakat lokal, dan mendorong pertumbuhan ekonomi daerah secara berkelanjutan.

Abstract

This study aims to evaluate the implementation of the Decree of the Musyawarah No. 05 of 2019 related to the Work Program of the Wirakarya Camp in 2020 at the Probolinggo Branch of the Scout Movement. In this research, the methods applied include interviews with the management, program implementers, and Scout members, as well as analysis of relevant documents. The findings of this study indicate that the program has been implemented effectively, although there are several challenges related to coordination and communication among the management. The two main factors influencing the implementation of the program are the content of the policy and the context of implementation. This research also provides recommendations to enhance the program's effectiveness, including the need for training for the management and improvements in communication, as well as the provision of more adequate resources. It is hoped that the results of this study can have a positive impact on the development of the Scout Movement in Probolinggo.Keywords: Policy implementation, Scout Movement, Wirakarya Camp

Abstract

Penelitian ini bertujuan untuk menganalisis peran kepala desa dalam meningkatkan kesadaran masyarakat terhadap program pembangunan di Desa Jorongan, Kecamatan Leces, Kabupaten Probolinggo. Rendahnya tingkat partisipasi masyarakat dalam mendukung program pembangunan menjadi isu sentral yang perlu ditangani secara strategis oleh kepemimpinan desa. Dengan menggunakan pendekatan kualitatif studi kasus, penelitian ini menggali secara mendalam proses, strategi, dan tantangan yang dihadapi kepala desa dalam membangun kesadaran kolektif masyarakat. Data diperoleh melalui wawancara mendalam, observasi partisipatif, dan dokumentasi, dengan analisis data model Miles dan Huberman. Hasil penelitian menunjukkan bahwa kepala desa berperan sebagai komunikator, motivator, fasilitator, dan pelopor pembangunan. Pendekatan kepemimpinan transformasional dan partisipatif menjadi kunci keberhasilan dalam membangun pemahaman masyarakat terhadap pentingnya pembangunan. Namun, masih terdapat kendala dalam hal komunikasi dua arah, keterbatasan sumber daya manusia, dan budaya pasif sebagian warga. Penelitian ini menyimpulkan bahwa sinergi antara kepemimpinan yang visioner dan strategi partisipatif mampu meningkatkan kesadaran dan partisipasi masyarakat terhadap pembangunan desa secara berkelanjutan.

Abstract

The development of information technology and the demands of the majority of society for services have encouraged the government to carry out digital transformation by creating innovation and improvements in public services to improve the quality of the services themselves. The Gresik Regency Population and Civil Registration Department is currently developing services through the poedak website which is used in managing population administration documents. This research is a qualitative descriptive method that describes the implementation of Poedak innovation and analysis of the quality of administrative services through the Poedak website which is based on the service quality theory according to Tcipto. The results of this research show that the implementation of the Poedak website is a form of the Gresik Regency Dispendukcapil office in encouraging e-Government in services. With this Poedak website, it is hoped that the public will be able to submit documents online without having to come to the Dispendukcapil office directly so that it is time and cost effective. If it is based on service quality with theoretical indicators of responsiveness, assurance, empathy, it has worked well and in accordance with service criteria. However, in terms of reliability indicators in the service process, it was found that employees still tend to rush in explaining services, so this is what causes input errors because people still don't fully understand what is meant. In terms of Tangibles indicators, waiting room facilities are still considered to be poor because they do not prioritize the comfort of the community as service recipients. Abstract

The use of information technology transforms government activities with the aim of increasing the effectiveness and efficiency of government administration which has an impact on the quality of service. One of the innovations from the Ministry of Communication is SiCantik Cloud, a smart application for integrated public cloud-based licensing services that can be used by government agencies independently. The Gresik Regency Investment and Integrated One-Stop Service Office (DPMPTSP) is currently implementing the SiCantik Cloud application in licensing services. This study aims to evaluate the implementation of the SiCantik Cloud application based on the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform Number 15 of 2014. The determination of informants using the purposive sampling method totaling 6 informants consisting of DPMPTSP employees) Gresik Regency and the community as users of the SiCantik application. Based on data from findings in the field, the implementation of the SiCantik Cloud application in Gresik Regency has been able to provide a positive impact on services that can increase the issuance of business permit documents every year. The features in the Sicantik application are considered simple and easy enough for the public to understand, although there are still people who do not fully understand how to operate the Sicantik application. The results of the evaluation by researchers based on the indicators of Requirements, Systems, mechanisms and procedures, Service period, Costs, Service products, and Complaint handling are considered to be in accordance with the SOP stated in the Gresik Regent Regulation Number 94 of 2021 concerning the Implementation of Business Licensing and Non-Licensing Services in Gresik Regency and are very helpful in terms of services that are easy and fast. Abstract

Penelitian ini mendeskripsikan mengenai implementasi peraturan walikota probolinggo no.117 tahun 2021 tentang pelestarian jaran bodhag melalui K3S (kelompok kerja kepala sekolah) se Kecamatan Wonoasih. Latar belakang penelitian ini yaitu kesenian tradisional merupakan bagian penting dari identitas budaya suatu daerah. Kesenian jaran bodhag merupakan Ikon Kota Probolinggo yang saat ini terancam punah akibat adanya pengaruh globalisasi dan rendahnya minat generasi muda. Pemerintah Kota Probolinggo berupaya untuk menjaga dan mengembangkan budaya lokal dengan melibatkan sektor pendidikan salah satunya melalui integrasi seni budaya kedalam program DISDIKBUD dan ekstrakulilkuler. Fokus penelitian ini meliputi pelaksanaan kegiatan dan peran K3S. Metode yang digunakan dalam penelitian ini yakni metode kualitatif dengan jenis penelitian study kasus, yang mana pada penelitian ini mendeskripsikan bagaimana proses kegiatan Implementasi Peraturan Walikota Probolinggo No.117 Tahun 2021 Tentang Pelestarian Jaran Bodhag Melalui K3S (Kelompok Kerja Kepala Sekolah) Se Kecamatan Wonoasih., mulai dari perencanaan, pelaksanaan, hingga evaluasi. Tehnik pengumpulan data melalui observasi, wawancara, dan dokumentasi.
