Electric Vehicles in Indonesia: Public Policy, Impact, and Challenges Ilham Pambudi; Vishnu Juwono

Abstract

Indonesia's population is still growing, and the demand for energy for transport to sustain community mobility grows yearly. On the other hand, environmental challenges and green energy policies have become critical issues in today's countries, including Indonesia, and are the key subjects in sustainable development. So far, Indonesian transportation has relied on fossil-fuel vehicles. Fossil fuel vehicles negatively influence the environment due to exhaust gas emission pollution and an economic burden on the State Budget due to the substantial energy subsidies that the government must pay each year. Electric vehicles can suit people's mobility demands while remaining environmentally beneficial due to their lack of pollutants and exhaust emissions. The Indonesian government has devised different regulations to stimulate the usage of electric vehicles to support the three key programs in the National Medium-Term Development Plan For 2020-2024. This study will go through electric car policy issues, including the consequences of the policy's implementation in Indonesia. The literature review strategy is used in this study. The author thoroughly evaluated prior studies on electric vehicles in the literature. The research findings reveal that the electric car policy impacts direct and indirect expenses, but the government will have difficulty assessing the program's indirect advantages. As a result, the author suggests that the government take immediate steps to anticipate various negative impacts that may arise so that they do not become problems in the future and do not become barriers to achieving the goals of Indonesia's battery-based electric vehicle program

Abstract

Education is an important element in the development of human civilization from time to time to be able to make adjustments to all needs both situational and dispositional. The rapid development in aspects of science and technology requires all of us to go towards changes that also run rapidly in various aspects of life. The demands for these changes include the way of mindset, outlook on something new, social, economic and cultural changes that simultaneously occur significantly, related to these dynamics, universities must provide a quick response in responding to all challenges which of course must be done appropriately, and based on Based on Evidence. The Minister of Education and Culture of the Republic of Indonesia under the leadership of Nadiem Makarim issued a new policy, namely the Independent Learning Program – Independent Campus (MBKM), in this policy there are four core policies that will be targeted from this program, namely, granting autonomous authority to universities related to the addition of new study programs, automatic reaccreditation process, facilitating procedures for changing the status of universities from universities The Public Service Agency (PTNBLU) became a Legal Entity State University (PTNBH), and the latter gave freedom to its students to study outside their study program and even outside their campus. The four programs are basically intended to provide universities with ease to be more independent, autonomous, less bureaucratic, and innovative.

Abstract

National food security is the nation's main capital in realizing prosperity and increasing competitiveness and facing global challenges. In response to these conditions, the Government has taken a number of steps to improve national food management, one of which is through Law No. 18 of 2012 regarding Food and its derivative regulations which mandate the formation of a National Food Agency. Nearly three years after its formation, the performance of the National Food Agency still has a number of obstacles in terms of limited infrastructure, limited budget, limited human resources, and performance indicators that are not in accordance with the authority of the Agency. The article entitled Analysis of Organizational Capacity Development of the National Food Agency aims to analyze the development of the organizational capacity of the National Food Agency so that it is able to carry out its duties and functions optimally through the concept of organizational capacity development theory. Data collection in this research used a qualitative approach through analysis of literature studies from journals, books and statutory regulations documents as well as making observations, then comparing the results of the literature study collection and observations. Based on the analysis that has been carried out, the organizational capacity of the National Food Agency needs to be increased through development in the dimensions of staffing, human resources , resource development, financial health, and financial systems, and strategic planning, mission, and vision.

Abstract

Covid-19 has become a non-natural disaster that has hit the whole world. The Covid-19 pandemic not only has an impact on health but also has an impact on the socio-economic conditions of the community. Persons with disabilities are a group of people who are vulnerable to the dangers of covid and its socio-economic impacts. Policies that favor groups with disabilities are needed to help fulfill and equal rights as citizens. This research specifically discusses the implementation of social assistance policies for persons with disabilities in DKI Jakarta Province. This issue is considered important because DKI Jakarta is the epicenter of the spread of Covid-19 and has become a reference for controlling the spread and economic recovery for other regions. This study uses a policy implementation model that is seen from the dimensions of the level of ease or difficulty of problems to be overcome, the capacity of the structure of the implementation process, and the identification of external variables that affect the implementation process. The research method in this study uses qualitative by exploring secondary data as a data base for analysis carried out by reducing data, presenting data and drawing conclusions. The results of this study are that social assistance policies for persons with disabilities are quite effective for short-term policies in the context of economic protection during a pandemic, but not effective enough as long-term policies for economic recovery. Welfare policy for disabilities is a systemic policy, so it requires the involvement of many actors and aspects to produce policies that are substance and based on outcomes.

Abstract

Based on data (ESDM, 2022), the realization of the construction of a natural gas network for households means that in 2021 there will only be 799,000 house connections (sambungan rumah/SR). This shows that the target of the National Energy General Plan (RUEN) cannot be fulfilled even by half by 2021. RUEN's target for the construction of natural gas networks in 2025 is 4.7 million house connections. Departing from these problems, researchers conducted an analysis of the natural gas network development policy for households. This research was conducted using the literature review method. The results of the study found that there were several obstacles to the implementation of natural gas development policies for households. These constraints are resources, communication, disposition, and bureaucratic structure. However, the most significant impediment is a lack of budgetary resources to complete the construction of natural gas networks for households.

Abstract

The universal defense system positions defense affairs as the joint task of all components of the nation. A good defense system will form a regional or global regional balance. Appropriate governance in empowering defense areas in the framework of forming a defense system as a form of state responsibility towards the people in guaranteeing sovereignty. This study uses the theory of polycentric governance which is conceptualized on empowering defense areas to create a universal defense system. The research method in this study used qualitative by digging up secondary data as a database for analysis carried out by reducing data, presenting data and drawing conclusions. The results of this study are that the governance of the empowerment of defense areas can be carried out in a polycentric manner involving many actors formed by the existence of overall polycentric governance rules, problem characteristics and heterogeneity. Furthermore, in the stages of polycentric governance, the empowerment of defense areas starts with the formation of a structure that creates collaboration between actors and in the end, a pattern of regular interaction that is polycentric is formed.

Abstract

 The regulation and enforcement of business competition law by Business Competition Supervisory Commission Commission (KPPU) aim to prohibit anti-competitive practices in the procurement of goods and services. The implementation of this policy is carried out by providing services to the public who suspect collusion. This study employs a qualitative method with a descriptive approach. The findings indicate that KPPU's policy in e-procurement oversight has effectively deterred perpetrators of collusive practices. KPPU has successfully applied the principle of New Public Management (NPM), which has increased public trust in the institution, as reflected in KPPU's annual reports. The number of public reports received by KPPU has increased each year, while the occurrence of tender collusion has consistently declined. However, KPPU still faces a challenge in terms of time efficiency. This issue has led to an accumulation of cases that should have already entered the investigation stage.
