Abstract

Non-communicable diseases (NCDs) account for nearly two-thirds of deaths in Southeast Asia, demanding the strengthening of primary service-based health screening as a key prevention strategy. This study aims to analyze the strategies, patterns, and challenges of national screening programs in ASEAN countries through a comparative policy approach  to strengthen the Free Birthday Health Checkup (PKG) in Indonesia. The research method used a structured narrative review of policy documents, government reports, and academic publications from 11 ASEAN countries, focusing on the dimensions of implementation maturity: geographic scale, universality of age targets, and funding sources. These three dimensions were assessed through a scoring index of 0–3, resulting in a total score out of 9 for mapping the maturity index of national health screening implementation. The results showed significant variations: Indonesia (score 9), Thailand (8), Malaysia, Singapore, and Brunei (7) were in the high index with high coverage and universality; the Philippines (6), Myanmar (5), Cambodia, and Timor-Leste (4) were in the medium index; while Vietnam and Laos (2) remained low, depending on project pilots. In addition, the findings underscore the role of financing stability and digital integration in successful implementation. The implications for Indonesia are that PKG has the potential to serve as a robust health screening model and pilot, but it requires strengthening human resources, standardizing services, and integrating data to overcome regional heterogeneity. Further recommendations include more in-depth research on ASEAN countries for knowledge transfer and capacity building in developing countries.

Abstract

The Provincial Government of DKI Jakarta is transitioning from Car-Oriented Development (COD) to Transit-Oriented Development (TOD), requiring effective public management in network governance to ensure transportation integration. However, challenges such as spatial flexibility, building regulations, incentives, and institutional coordination persist. This study analyzes public management within network governance in TOD areas, focusing on the Blok M-Sisingamangaraja corridor using Mu & de Jong’s (2016) framework. Employing a post-positivist qualitative approach, data collection includes in-depth interviews with ten informants and literature reviews. Findings indicate that network governanceimplementation in TOD management is not entirely optimal, with three key gaps: (1) Awareness of the plurality of perceptions, interests, and objectives, (2) Metagovernance, process management, and network structuring, and (3) Searching for common ground. These challenges hinder effective collaboration between stakeholders, including the government, private sector, and local communities. The study concludes that enhanced public management strategies are needed to strengthen TOD governance in Jakarta, with recommendations including increasing stakeholder awareness, improving public participation, and establishing clear regulatory frameworks to enhance institutional coordination

Abstract

This study aims to analyze the implementation of collaborative governance and identify key factors influencing its effectiveness in accelerating the stunting reduction program in South Tangerang City. Using a post-positivist approach, this research combines theoretical perspectives on collaborative governance with empirical field observations. Data were collected through in-depth interviews, document analysis, and observation involving government agencies, health institutions, and related stakeholders engaged in stunting prevention initiatives. The findings indicate that South Tangerang City has initiated collaborative efforts across sectors; however, the collaboration has not yet operated optimally due to weak institutional design, unclear coordination mechanisms, and limited facilitative leadership. These shortcomings hinder stakeholder engagement, shared decision-making, and sustained commitment in program implementation. The study concludes that strengthening institutional arrangements, enhancing facilitative leadership, and improving stakeholder integration are essential to optimizing collaborative governance in stunting reduction programs. By addressing these critical factors, local governments can improve policy coherence, program effectiveness, and collective action in tackling stunting. This research contributes to the development of collaborative governance practices and provides a conceptual and practical reference for municipal administrations seeking to accelerate stunting reduction through effective multi-stakeholder collaboration.

Abstract

In the modern era, governance can no longer operate effectively through a purely hierarchical and top-down approach. The complexity of social, economic, and environmental challenges faced by society demands a more inclusive and responsive framework. In line with contemporary public service demands, it is imperative to examine collaborative governance in public services to understand how diverse stakeholders can synergize effectively to address intricate public issues, optimize service delivery, and enhance governmental legitimacy and responsiveness. The purpose of this paper is to provide an overview of numerous research projects concerning collaborative governance in public services. Using VOSViewer as an analytical tool, we present the findings of our bibliometric analysis. Based on data from the Scopus database, covering the period from 2004 to 2025, a total of 76 English-language articles were identified. The highest number of publications—11 papers—was recorded in 2025 (up to July). The most cited document received 145 citations, and the country producing the highest number of articles on collaborative governance in public services is the United States, with 22 publications and 708 citations.

Abstract

This study examines the typology of public sector innovations for the Maritime On The Spot (MOTS) program to lessen the interference to aviation radio frequencies that fishing communities cause by using unauthorized radio communication equipment. 35 Technical Implementation Units of the Directorate General of Postal and Informatics Resources of the Ministry of Communication and Information Technology provide ball pick-up public services to fishing communities at fishing ports. This program aims to address the 95% of the fishing sector that still lacks radio communication permits for fishing and awareness of radio communication procedures at sea. Socialization and technical assistance are necessary to get Fisheries Radio Communication Permits (IKRAN). Using a qualitative methodology to collect data through interviews, documentation, and literature studies, this research finds that MOTS innovation can help the fishing sector and fishermen overcome interference related to fishermen's radio communications with the aviation service. It was carried out in 2023.

Abstract

Tanjung Kelayang, as a tourism SEZ (Special Economic Zone), has some difficulties with land disputes and unfulfilled investment targets. This paper attempts to study the implementation with streams/critical juncture approach and rational implementation model. This study was conducted with a post-positivist approach and data collection by conducting in-depth interviews and literature studies as secondary data. The study showed that the SEZ was BUPP innovation to develop bussiness with incentives from the government. The government sees this as an opportunity to increase community development. The implementation of the policy was carried out with lots of actors from the government and BUPP. The problem with investment in SEZ is that the investors choose to wait and see. In terms of the important factor that influenced the implementation are unclear vision and mission, unfulfilled investment target, and monitoring without the ability to intervene.. Keywords: Special Economic Zone; Tourism; Implementation; Policy Abstrak KEK Tanjung Kelayang yang merupakan KEK pariwisata memiliki beberapa kendala, seperti konflik sengketa tanah dan tidak tercapainya target investasi. Tulisan ini mencoba menganalisis implementasi dari Kebijkan KEK Tanjung Kelayang tersebut dengan menggunakan multiple streams/critical juncture approach dan model implementasi rasional. Penelitian menggunakan pendekatan post-positivist dan dilakukan pengumpulan data dengan melakukan wawancara mendalam serta data sekunder dari literatur. Hasil penelitian ini menunjukan bahwa KEK merupakan inisiatif BUPP untuk mengembangkan kawasan dengan insentif dari pemerintah. Pemerintah ikut serta melihat potensi dari pengembangan kawasannya dapat meningkatkan perekonomian masyarakat. Dalam implementasi kebijakan dilakukan oleh banyak aktor-aktor yang terdiri dari pemerintah dan BUPP. Masalah yang menjadi hambatan KEK adalah lambatnya realisasi investasi karena banyak investor yang wait and see. Karena faktor-faktor penting implementasi yang menghambat ada pada indikator visi, misi yang kurang jelas, perencanaan target investasi yang kurang dan pengawasan tanpa kemampuan intervensi. Abstract

The Directorate General of Taxation has the authority to collect data and information related to taxation from agencies, institutions, associations, and other parties (ILAP) through Government Regulation No. 31 of 2012. Data and information collected from the ILAP, including transaction, identity, licensing, and non-transactional data, are used to build tax databases and explore potential taxation. This study aims to analyze the implementation of data and information collected in the context of taxation and investigate the factors that support and inhibit the implementation by using the variable implementation of the hybrid policy model. This work is qualitative research with a post-positivist approach. Data collection was done by conducting in-depth interviews and literature reviews. Data analysis was carried out through data reduction, presentation, conclusions, and verification. The study showed that the implementation of data collection and information related to taxation has helped the Directorate General of Taxation build a tax database and taxpayer profile. However, there are still obstacles, such as the unavailability of an information system to monitor data use and barriers in incomplete data received. The inhibiting factors affecting implementation are the non-target setting of policy objectives and standards, lack of resources, and inadequate communication and coordination. The factors that support the implementation of this policy are the high motivation of policy implementers, the active role of policy implementers, and the adaptability of implementers.

Abstract

A tax audit policy is intended to increase taxpayer compliance and trust towards tax authority. In Indonesia, the low level of trust carried out by tax audits observed from the taxpayer compliance level shows the shortcoming of implementing the tax audit system. Based on this phenomenon, this study is conducted to describe problems regarding the implementation of tax audit policy in Indonesia and provide recommendations for the Indonesian tax authority to transform tax audit policy practised by the tax audit system in the Netherlands. The Netherlands was selected as the research site, for this country is one of the OECD pioneers and has been part of AEoI. This study applied a qualitative approach. An in-depth interview was used to collect the data from competent parties in tax audits, both in Indonesia and the Netherlands. The findings showed that two factors caused the shortcoming of the tax audit system in Indonesia. First, the database was not maximal due to nonoptimal digitalisation and data integration. Second, the selection system for taxpayers to be audited was closed. Therefore, this study recommends that tax authorities in Indonesia develop an accountable and reliable tax audit system as implemented by tax authorities in the Netherlands. Tax audit optimisation can be done by increasing the database through digitalisation and data integration to facilitate information exchange. After implementing policy transformation, it is expected that taxpayer compliance and tax legitimacy will also increase

Abstract

Perubahan kelembagaan, tuntutan akuntabilitas, dan pemakaian teknologi dalam pengawasan membuat kapasitas organisasi pengawasan intern perlu dibaca secara lebih dekat. Kajian ini bertujuan menjelaskan peran learning organization dan knowledge transfer dalam mendukung capaian kinerja Inspektorat Jenderal Kementerian X. Pendekatan yang digunakan adalah kualitatif melalui studi dokumen terhadap Renstra Inspektorat Jenderal 2025-2029 dan Laporan Kinerja Inspektorat Jenderal 2025. Hasil kajian menunjukkan bahwa kapasitas organisasi tampak melalui dukungan sumber daya manusia, pengawasan berbasis risiko, pemanfaatan dokumen bersama, monitoring daring, pendampingan teknis, serta pengelolaan tindak lanjut hasil pengawasan. Seluruh indikator 2025 tercapai, yaitu maturitas SPIP terintegrasi 3,351, penyelesaian tindak lanjut 73%, satker berpredikat ZI-WBK/WBBM 46,85%, Nilai Kinerja Anggaran kategori Sangat Baik, dan SAKIP berpredikat AA. Temuan ini memperlihatkan bahwa pembelajaran organisasi dan alih pengetahuan berperan sebagai jembatan antara target formal dan kerja nyata pengawasan. Kebaruan kajian terletak pada pembacaan capaian pengawasan 2025 sebagai proses belajar organisasi, bukan sekadar laporan administratif yang selesai setelah angka dicatat. Implikasinya, Itjen perlu memperkuat repositori pengetahuan, forum belajar auditor, dan dokumentasi pengalaman agar capaian tersebut tidak bergantung pada individu tertentu di tingkat kelembagaan.

Abstract

Data leakage is one of the high potentials for criminal acts in cyberspace. The Indonesian government passed the Personal Data Protection Act (UU PDP) to ensure the security of every citizen's personal data. This study aims to compare the policies of the Personal Data Protection Act with the European Union General Data Protection Regulations (EU-GDPR). This study uses a qualitative descriptive analysis method with data from previous studies and official releases from the Indonesian government and the European Union. The results of this study illustrate that the PDP Law and the EU-GDPR have the same arrangements regarding the rights of personal data subjects. In the data processing aspect, the principle of processing personal data in the PDP Law is not mandatory. In contrast, in the EU-GDPR, the principle of processing personal data is mandatory. In the aspect of controlling and processing personal data, both rights and responsibilities are almost the same, both for the PDP Law and the EU-GDPR. In the aspect of imposing sanctions, EU-GDPR is more apparent in the mechanism of imposing sanctions in the form of fines. While in the PDP Law, sanctions consist of administrative sanctions, criminal sanctions, and criminal fines, the mechanism of imposing sanctions is not yet clear.
