Abstract

National food security is the nation's main capital in realizing prosperity and increasing competitiveness and facing global challenges. In response to these conditions, the Government has taken a number of steps to improve national food management, one of which is through Law No. 18 of 2012 regarding Food and its derivative regulations which mandate the formation of a National Food Agency. Nearly three years after its formation, the performance of the National Food Agency still has a number of obstacles in terms of limited infrastructure, limited budget, limited human resources, and performance indicators that are not in accordance with the authority of the Agency. The article entitled Analysis of Organizational Capacity Development of the National Food Agency aims to analyze the development of the organizational capacity of the National Food Agency so that it is able to carry out its duties and functions optimally through the concept of organizational capacity development theory. Data collection in this research used a qualitative approach through analysis of literature studies from journals, books and statutory regulations documents as well as making observations, then comparing the results of the literature study collection and observations. Based on the analysis that has been carried out, the organizational capacity of the National Food Agency needs to be increased through development in the dimensions of staffing, human resources , resource development, financial health, and financial systems, and strategic planning, mission, and vision.

Abstract

Government has to pay attention to the fulfillment of children's rights because later they will determine the fate of the nation and state in the future. One of the things that can be done by the Government is by organizing a Child-Friendly City. One significant cluster related to the implementation of a Child-Friendly City is a cluster of essential health and well- being. The Depok City Government through the Health Office has made various efforts to support the realization of a Child-Friendly City in the health sector. The research method used in this study is qualitative with a post-positivist approach. Based on the results of the study, through the target approach in measuring organizational effectiveness by S. B Lubis and Martani Huseini, the Health Office has exceeded the goals set out in the Medium Term Development Plan. The achievement of these targets is inseparable from the factors that influence the organization in carrying out its performance. Based on McKinsey's theory, seven factors influence the Health Office to support Child-Friendly Cities, two of which have gone well, namely, the leader who motivate their subordinates and the budget and technology that supports the implementation of Child-Friendly Cities. But the other five factors have not gone well, namely the Health Office does not yet have a specific strategy related to Child-Friendly Cities, coordination that has not run optimally, lack of Human Resources both in terms of numbers and competencies and the absence of organizational culture specifically for the Office of Health in carrying out its functions. Therefore, the Health Office needs to make improvements from the factors that have not gone well so that Depok City can be a Child- Friendly City. Abstract

This study aims to evaluate the internal processes and development of public services in the One-Stop Integrated Service Implementation Unit (UP PMPTSP) of Semper Timur and Kalibaru Villages, North Jakarta, during the 2021-2022 period. The evaluation was conducted to identify strengths and weaknesses in service delivery, as well as to develop strategies for improving the quality of public services. The research method used was descriptive qualitative with data collection techniques through interviews, observation, and document analysis. The results showed an increase in efficiency in the service processes in both villages, with several innovations in service procedures. However, the study also identified constraints, such as the lack of trained human resources and limited information technology infrastructure. These findings indicate that despite efforts to improve, significant challenges in public service delivery remain. Based on these findings, several improvement measures are recommended, including enhancing human resource capacity through structured training programs, strengthening information technology infrastructure, and improving coordination between relevant agencies to optimize the service process. The limitations of this study include limited time and resources for data collection and the scope of the study, which only covers two urban villages in North Jakarta, so the results may not be fully representative of other areas. It is hoped that this research can serve as a basis for developing better policies in public service delivery in the future.

Abstract

Background: The Solok district regional disaster management agency (BPBD) has an obligation in handling natural disasters which is directly responsible to the community by holding activities in the form of education and outreach to natural disasters in the form of training programs held directly by the Solok district BPBD, in carrying out this activity the Solok district BPBD conducts strategic management to assist in running the program so that the program can run well according to the target by making the vision and mission a benchmark in program implementation. Aim: This study aims to determine the strategies and strategic management processes carried out by BPBD Solok district so that early prevention programs and relief for victims of natural disasters can be realized. Methods: This study used a qualitative approach with in-depth interview research methods to BPBD Solok district employees and direct observation at the BPBD Solok district. Findings: The results of this study explain the positive impact given in program implementation by conducting strategic management of activities by conducting a SWOT analysis. With strategic management, it is necessary to socialize the Solok district BPBD to the public regarding the Solok district BPBD programs.

Abstract

To achieve its vision and mission, the University of Indonesia (UI) has undertaken a series of improvements across various domains, encompassing governance. However, despite these endeavours, the enhancements in UI's governance do not seem to correlate with its performance achievements as documented in the annual reports. This study aims to analyse the application of the principles of good university governance at UI, a state university, from 2014 to 2019. The findings reveal that the execution of good university governance at UI, operating as a State University with a Legal Entity from 2014 to 2019, has not been optimised. The study delineated obstacles to good university governance at UI, encompassing the lack of involvement in decision-making processes beyond the rectorate, particularly in academic management; absence of transparent selection criteria for critical leadership roles such as UI Rectors and Deans; disparities in workload distribution across UI units; and outdated information on the ui.ac.id website. Recommendations stemming from the study advocate for enhancements in regulatory frameworks, refinement of staff performance assessment mechanisms, dissemination of financial regulations, and exploration of avenues to augment non-tuition revenue streams. These proposed measures aim to mitigate the identified challenges and to implement sound university governance principles more effectively at UI

Abstract

Non-communicable diseases (NCDs) account for nearly two-thirds of deaths in Southeast Asia, demanding the strengthening of primary service-based health screening as a key prevention strategy. This study aims to analyze the strategies, patterns, and challenges of national screening programs in ASEAN countries through a comparative policy approach  to strengthen the Free Birthday Health Checkup (PKG) in Indonesia. The research method used a structured narrative review of policy documents, government reports, and academic publications from 11 ASEAN countries, focusing on the dimensions of implementation maturity: geographic scale, universality of age targets, and funding sources. These three dimensions were assessed through a scoring index of 0–3, resulting in a total score out of 9 for mapping the maturity index of national health screening implementation. The results showed significant variations: Indonesia (score 9), Thailand (8), Malaysia, Singapore, and Brunei (7) were in the high index with high coverage and universality; the Philippines (6), Myanmar (5), Cambodia, and Timor-Leste (4) were in the medium index; while Vietnam and Laos (2) remained low, depending on project pilots. In addition, the findings underscore the role of financing stability and digital integration in successful implementation. The implications for Indonesia are that PKG has the potential to serve as a robust health screening model and pilot, but it requires strengthening human resources, standardizing services, and integrating data to overcome regional heterogeneity. Further recommendations include more in-depth research on ASEAN countries for knowledge transfer and capacity building in developing countries.

Abstract

The Provincial Government of DKI Jakarta is transitioning from Car-Oriented Development (COD) to Transit-Oriented Development (TOD), requiring effective public management in network governance to ensure transportation integration. However, challenges such as spatial flexibility, building regulations, incentives, and institutional coordination persist. This study analyzes public management within network governance in TOD areas, focusing on the Blok M-Sisingamangaraja corridor using Mu & de Jong’s (2016) framework. Employing a post-positivist qualitative approach, data collection includes in-depth interviews with ten informants and literature reviews. Findings indicate that network governanceimplementation in TOD management is not entirely optimal, with three key gaps: (1) Awareness of the plurality of perceptions, interests, and objectives, (2) Metagovernance, process management, and network structuring, and (3) Searching for common ground. These challenges hinder effective collaboration between stakeholders, including the government, private sector, and local communities. The study concludes that enhanced public management strategies are needed to strengthen TOD governance in Jakarta, with recommendations including increasing stakeholder awareness, improving public participation, and establishing clear regulatory frameworks to enhance institutional coordination

Abstract

This study aims to analyze the implementation of collaborative governance and identify key factors influencing its effectiveness in accelerating the stunting reduction program in South Tangerang City. Using a post-positivist approach, this research combines theoretical perspectives on collaborative governance with empirical field observations. Data were collected through in-depth interviews, document analysis, and observation involving government agencies, health institutions, and related stakeholders engaged in stunting prevention initiatives. The findings indicate that South Tangerang City has initiated collaborative efforts across sectors; however, the collaboration has not yet operated optimally due to weak institutional design, unclear coordination mechanisms, and limited facilitative leadership. These shortcomings hinder stakeholder engagement, shared decision-making, and sustained commitment in program implementation. The study concludes that strengthening institutional arrangements, enhancing facilitative leadership, and improving stakeholder integration are essential to optimizing collaborative governance in stunting reduction programs. By addressing these critical factors, local governments can improve policy coherence, program effectiveness, and collective action in tackling stunting. This research contributes to the development of collaborative governance practices and provides a conceptual and practical reference for municipal administrations seeking to accelerate stunting reduction through effective multi-stakeholder collaboration.

Abstract

In the modern era, governance can no longer operate effectively through a purely hierarchical and top-down approach. The complexity of social, economic, and environmental challenges faced by society demands a more inclusive and responsive framework. In line with contemporary public service demands, it is imperative to examine collaborative governance in public services to understand how diverse stakeholders can synergize effectively to address intricate public issues, optimize service delivery, and enhance governmental legitimacy and responsiveness. The purpose of this paper is to provide an overview of numerous research projects concerning collaborative governance in public services. Using VOSViewer as an analytical tool, we present the findings of our bibliometric analysis. Based on data from the Scopus database, covering the period from 2004 to 2025, a total of 76 English-language articles were identified. The highest number of publications—11 papers—was recorded in 2025 (up to July). The most cited document received 145 citations, and the country producing the highest number of articles on collaborative governance in public services is the United States, with 22 publications and 708 citations.
