Collaborative Governance in Palm Oil Permit Enforcement: Anti-Corruption Supervision, Indigenous Rights, and Sustainable Development in West Papua Linda Novi Trianita; Vishnu Juwono

Abstract

Background: Drawing on the integrative framework of collaborative governance developed by Emerson, Nabatchi, and Balogh, the article analyzes how provincial and district governments, the Corruption Eradication Commission (KPK, civil society organizations, technical experts, and Indigenous communities interacted in the review and revocation of problematic plantation licenses. Objective: This article examines how collaborative governance shaped palm oil permit enforcement in West Papua, Indonesia, during the implementation of the province’s palm oil governance moratorium. Methods: The study used a qualitative case study approach based on interviews with 12 key informants selected through purposive sampling, policy documents, legal-administrative materials, and field narratives from government, civil society, expert, anti-corruption, and community actors. Results: The findings show that collaboration emerged because palm oil licensing problems cut across administrative, legal, spatial, environmental, fiscal, and customary land dimensions. The KPK played a crucial role as a supervisory and accountability-inducing actor, while EcoNusa and technical experts strengthened legal, spatial, and social analysis. In Sorong Regency, collaboration resulted in concrete administrative actions, including company clarification, action plans, and permit revocation. However, the durability of collaborative outcomes was constrained by fragmented licensing data, limited institutionalization, litigation risks, and insufficient integration of Indigenous communities as rights-bearing subjects. Conclusion: The article contributes to collaborative governance literature by showing that, in resource frontier contexts, collaboration must be assessed not only through coordination and joint action but also through legal durability, Indigenous rights recognition, and post-revocation socio-ecological restoration. This study extends previous collaborative governance research by introducing legal durability as a novel evaluative dimension applicable to natural resource permit enforcement contexts.

Abstract

This study examines the digital transformation of Emergency Department services through the Hospital Management Information System at Bakti Pajajaran Regional General Hospital, Bogor Regency. Digital transformation has become a strategic necessity for improving public service quality, bureaucratic efficiency, and patient safety. The study aims to analyze the dynamics of digital transformation in emergency services from a public administration perspective and identify its contribution to service efficiency and patient safety. Using a qualitative post-positivist approach, data were collected through in-depth interviews, observation, document analysis, and literature review. The analysis applied a public sector digital transformation framework consisting of transformation reasons, objects, processes, and results. The findings show that digital transformation was driven by the need to improve service quality, advances in information technology, and national regulatory demands. The system improved service efficiency by accelerating access to patient data, reducing duplicate documentation, and strengthening inter-unit coordination. It also supported patient safety through more complete, accurate, and traceable clinical documentation. However, challenges remain in system interoperability, digital competency, health data governance, and information security.

Abstract

Internal audit plays an important role in ensuring the effectiveness of government assistance programs, particularly in achieving accountability and target accuracy. However, audit findings indicate several weaknesses in its implementation. This study aims to analyze the effectiveness of internal audit using the Management Control Systems framework. A descriptive qualitative approach with a case study method was employed, using in-depth interviews and document analysis. The analysis was based on the dimensions of result control, action control, personnel control, and cultural control. The findings show that the internal audit system has comprehensive control structures, but its implementation is not yet optimal. Performance measurement remains output-oriented, action control tends to be bureaucratic, auditor capacity is limited, and value internalization is uneven. Overall, internal audit effectiveness is moderately effective but requires improvement in outcome orientation, control flexibility, auditor competence, and organizational culture.
