Abstract

Pendidikan dasar memainkan peran krusial dalam pembentukan fondasi pendidikan nasional, khususnya untuk anak-anak berumur 7 hingga 15 tahun, sesuai dengan Undang-Undang No. 20 Tahun 2003 Tentang Sistem Pendidikan Nasional di Indonesia. Orang tua, sebagai wali murid, memiliki peran penting dalam mengarahkan perkembangan anak-anak, baik dari segi kognitif, afektif, maupun psikomotorik. Mereka tidak hanya bertanggung jawab atas nilai-nilai moral dan agama, tetapi juga harus mendampingi pendidikan akademik anak-anak mereka. WHO telah mengeluarkan panduan bagi orang tua pada tahun 2020, terutama dalam menghadapi tantangan pandemi, untuk membantu anak-anak mereka dalam proses belajar di rumah. Penelitian ini mengidentifikasi bahwa peran orang tua, khususnya wali murid, memiliki dampak signifikan pada pembelajaran siswa. Selain itu, hubungan yang baik antara sekolah dan wali murid menjadi krusial, dan informasi harus tersampaikan secara efektif. Kasus konkretnya adalah MIN 1 Kota Malang, di mana informasi dan pengumuman disampaikan melalui grup pesan WhatsApp. Namun, masalah muncul karena pesan yang menumpuk dan sulit terbaca oleh wali murid. Untuk mengatasi masalah ini, penulis merancang sebuah sistem informasi pengumuman madrasah. Sistem ini diharapkan akan membantu MIN 1 Kota Malang dalam mengelola penyampaian informasi dan pengumuman sekolah secara lebih efisien kepada wali murid, memperkuat keterlibatan orang tua dalam pendidikan anak-anak, dan memberikan kontribusi positif pada proses pendidikan dasar.

Abstract

The adoption of digital technology in government sectors has become a critical aspect of improving public services and governance in Indonesia. However, its implementation faces several challenges, including infrastructure limitations, human resource capabilities, and regulatory issues. This study aims to explore the challenges and opportunities in adopting digital technology within the context of Indonesian governance. Using qualitative research methods, data were gathered through interviews with government officials, policy makers, and technology experts, as well as document analysis. The findings reveal significant barriers, such as uneven technological infrastructure across regions, limited digital literacy among civil servants, and unclear regulatory frameworks. On the other hand, the study also identifies opportunities, including the potential for enhancing citizen engagement, improving service delivery, and promoting transparency in governance. The research concludes that overcoming these challenges requires strategic policy interventions, capacity building, and stronger collaboration between government entities and technology providers.

Abstract

In today's digital era, technological innovation has become a key pillar in enhancing the effectiveness and resilience of public organizations. This study aims to analyze how technological innovation contributes to building resilient public organizations in Indonesia, particularly in the realm of public service delivery. A descriptive qualitative approach was employed, utilizing in-depth interviews and document analysis in government institutions implementing the Electronic-Based Government System (SPBE). The findings reveal that technological innovation improves service efficiency, accelerates administrative processes, and strengthens organizational capacity in responding to change and crisis. However, infrastructure disparities, low digital literacy, and resistance to change remain significant challenges that must be addressed to achieve sustainable organizational resilience.

Abstract

The Lawang District Government holds the responsibility to establish an Information Technology (IT) Governance protocol to fulfill governmental duties and maximize the value of public services, considering the crucial role of information technology. The governance framework must align with the mission of Lawang District as a public service institution. This study aims to design an IT governance framework that supports public service delivery in Lawang District, Malang Regency, by utilizing the COBIT 5 framework, focusing on the subdomains EDM01 (Ensure Governance Framework Setting and Maintenance), EDM04 (Ensure Resource Optimization), DSS01 (Manage Operations), and DSS03 (Manage Problems). The study measures the capability level of IT governance in Lawang District and formulates recommendations to improve public services through better IT governance practices. The findings are expected to enhance the quality, transparency, and accountability of public services in the district. The research methodology includes data collection through questionnaires, observations, interviews, and literature reviews, followed by data analysis using the COBIT 5 framework. Based on the analysis results, the capability levels for subdomains EDM01, EDM04, DSS01, and DSS03 are at Level 3 (Established Process), while the target level for all subdomains is Level 4, indicating a gap of one level. This means that the Lawang District Office has established standardized processes that are implemented consistently across the organization but still requires improvement to reach an optimized and measurable governance state.
