Abstract

This study investigates the implementation of the "PAK CEPAT YANLING" (On-the-Spot Printing Mobile Service) innovation for civil documentation at the Department of Population and Civil Registration in Serdang Bedagai Regency. It aims to assess the effectiveness of this initiative and identify the factors hindering its implementation. Using George C. Edward III's implementation theory, this research employs a qualitative descriptive method with data collected through observation, interviews, documentation, and literature review. The findings reveal that the implementation of "PAK CEPAT YANLING" has been successful based on four indicators: communication, resources, disposition, and bureaucratic structure. However, challenges persist, including low public awareness of the importance of civil documentation, insufficient socialization of requirements, and limited community interest in managing civil documents. The study concludes that while the initiative demonstrates notable progress, addressing these barriers is essential for maximizing its impact and ensuring sustainable success.

Abstract

This study aims to identify key factors in the implementation of Geographic Information System (GIS) in public administration in Sibolangit Sub-district Office, Deli Serdang Regency. GIS plays an important role in improving efficiency, transparency, and accuracy in the management of geographic data. The method used in this study is a qualitative approach with data collection techniques through interviews, observations, and document analysis. The results show that GIS has improved time efficiency and data accuracy in public administration, but its effectiveness is still affected by several factors. The main obstacles found include unstable technological infrastructure, limited technical training for staff, and lack of policies that support the use of GIS in a structured manner. Technical, organizational, and human resource factors are the keys to the successful implementation of GIS. This study concludes that to maximize the effectiveness of GIS, it is necessary to make improvements to technological infrastructure, increase human resource capacity, and develop policies that support the implementation of GIS in public administration.

Abstract

This study aims to analyze the performance of the supervision performance of the Regional Inspectorate of Mandailing Natal Regency on the financial management of Lumban Pasir Village in the 2022 and 2023 fiscal years. Supervision carried out by the Regional Inspectorate involves regular audits, monitoring, and evaluation of the planning, implementation, and reporting of the use of village funds. The research method used is qualitative with a descriptive approach, which includes in-depth interviews, observations, and document analysis. The results of the study show that although the Regional Inspectorate has carried out its supervisory function well, there are several obstacles that affect the effectiveness of supervision, such as limited human resources, lack of understanding of village officials about financial regulations, and lack of supporting facilities such as information technology. On the other hand, this supervision has succeeded in improving the quality of village financial planning and reporting, although there are still some weaknesses such as delays in financial reports and data inconsistencies. The impact of supervision on village financial management includes increasing awareness of the importance of transparency and accountability in the management of village funds. This study suggests the need to increase the capacity of village officials and Inspectorate auditors, as well as the use of information technology in the supervision process to improve the efficiency and effectiveness of village financial management.

Abstract

This study aims to analyze the effectiveness of public services based on the PATENT application in Galang District, Deli Serdang Regency. This technology-based public service is expected to increase efficiency, transparency, and accountability in the management of administrative documents. The research method used is a qualitative approach with in-depth interview, observation, and documentation techniques. The study found that PATENT applications have accelerated the process of document management, reduced transportation costs, and increased transparency of service information. However, there are still several inhibiting factors, such as limited technological infrastructure, low digital literacy among the public, technical obstacles to applications, and lack of socialization and training. People who have technological knowledge find it easier to access and use this application, while some people, especially the elderly, are experiencing difficulties. Therefore, efforts are needed to improve digital infrastructure, training for the community, and better system maintenance to increase the effectiveness of these application-based public services. The results of this study provide an overview of the challenges and opportunities in the implementation of technology in public services in the region, as well as provide recommendations to improve service quality.
