Abstract

Village digitalization is urgent in achieving sustainable development, especially in realizing the concept of smart village. Smart village is designed as an effort to develop the village’s potential and resources through the application of digital technology in various aspects of governance. This study discusses the implementation of the smart village concept in Kepatihan Village, Menganti District, Gresik Regency, with a focus on the dimensions of smart government, smart economy, smart society, and smart infrastructure. The research used a qualitative approach method with interviews, observations, and documentation studies to obtain comprehensive data related to the information and communication technology used in the governance of Kepatihan Village. The results of the study show that Kepatihan Village has adopted various digital innovations, such as the use of the Premium Village Information System (SID) and collaboration with the Gresik Regency Communication and Informatics Agency in managing the village website. In addition, digital technology is also utilized to support local economic growth through a digital-based micro, small, and medium enterprises marketing platform. However, obstacles in the continuity of technological features training and optimization are still challenges in realizing a more effective and sustainable smart village. The conclusion of this study confirms that although digitalization steps have been implemented, it is necessary to increase human resource capacity through continuous training and strengthening the synergy between the government, community, and private sector to accelerate digital transformation of the village. With the right strategy, Kepatihan Village can continue to develop as an independent, innovative, and highly competitive village in the context of sustainable development.

Abstract

Poverty remains a complex social problem in urban areas, especially for families with children with special needs (ABK). This condition not only causes economic limitations, but also limited social and educational access. The Surabaya City Government, through the Social Services Agency, launched the Rumah Anak Prestasi Berkebutuhan Khusus (Special Needs Children's Home) Program as a form of social empowerment for families with children with special needs, with a focus on skills development, economic improvement, and social inclusion. This study aims to analyze the effectiveness of the program as a poverty reduction strategy in Surabaya using the theory of program effectiveness according to Budiani (2007), which includes four indicators: program targeting accuracy, program socialization, program goal achievement, and program monitoring. This study uses a descriptive qualitative approach, with the location at the Rumah Anak Prestasi Berkebutuhan Khusus (Special Needs Children's Home) operating under the Surabaya City Social Services Agency in 2025. The results of the study indicate that this program is substantively effective in increasing family economic capacity through skills training such as painting, sewing, screen printing, and batik. Sales of crafts made by children with special needs contribute to increased family income and strengthen children's self-confidence. However, the program's effectiveness still needs to be improved in terms of monitoring and economic sustainability after participants graduate from the training. This study concludes that the Home for Achieving Children with Special Needs Program is an innovative strategy by the Surabaya city government to reduce poverty based on social inclusion and empowerment of families with special needs.

Abstract

Program pengabdian kepada masyarakat ini dilaksanakan untuk memberdayakan UMKM Hajar Alfiya Attire, sebuah usaha di bidang ekonomi kreatif yang bergerak pada jasa jahit dan penyewaan busana di Kabupaten Tuban. Mitra menghadapi sejumlah permasalahan, antara lain keterbatasan alat produksi karena hanya memiliki dua unit mesin jahit, manajemen keuangan yang belum tertata dengan baik, serta keterbatasan media promosi untuk mendukung pemasaran. Tujuan kegiatan ini adalah meningkatkan kapasitas produksi, manajerial, dan pemasaran mitra agar lebih efisien, profesional, dan berdaya saing. Metode pelaksanaan dilakukan melalui lima tahap, yaitu sosialisasi, pelatihan teknis produksi, manajemen keuangan digital, dan pemasaran, penerapan teknologi berupa pengadaan mesin jahit dan aplikasi pencatatan keuangan, pendampingan intensif dengan evaluasi berkala, serta perencanaan keberlanjutan melalui pembentukan kelompok kerja dan penguatan jejaring usaha. Hasil kegiatan menunjukkan adanya peningkatan kapasitas produksi dengan bertambahnya peralatan, terciptanya sistem pencatatan keuangan digital yang sederhana namun efektif, serta tersusunnya company profile dan katalog produk yang mendukung strategi pemasaran. Program ini berkontribusi dalam memperkuat pemberdayaan perempuan, meningkatkan daya saing UMKM lokal, serta menciptakan model pendampingan yang dapat direplikasi pada UMKM sektor ekonomi kreatif lainnya.

Abstract

This study aims to analyze the impact of the Java Integrated Industrial and Ports Estate (JIIPE) Special Economic Zone (SEZ) development policy in Gresik on community welfare, with a focus on investment, industrial downstreaming, and employment. By using a descriptive qualitative approach with secondary data analysis methods, data were obtained from policy documents, official government reports, scientific publications, and other reliable sources. The research results show that in 2023, the JIIPE Special Economic Zone (SEZ) succeeded in attracting strategic investment and encouraging industrial downstreaming, especially in the manufacturing and mineral processing sectors, with a total investment reaching IDR 31.4 trillion, making it the SEZ with the largest investment value in Indonesia. This positive impact is reflected in the increase in the Purchasing Power Index of the Gresik community and the decline in poverty rates. However, local labor absorption still shows a significant gap, reaching only 45% compared to the regional target of 60%. This condition reflects various challenges, such as competency mismatches, shifts in local economic structures, limited vocational education, and a lack of integrated labor market information. Furthermore, economic benefits have not been distributed evenly, marked by changes in traditional livelihoods and potential environmental impacts. Therefore, regional policy integration is needed, accompanied by increased human resource capacity, MSME empowerment, participatory governance, socioeconomic impact mitigation, and strict environmental monitoring so that the benefits of SEZs can be felt in an inclusive and sustainable manner. Abstract

This study aims to analyze the policy trial process of the Free Nutritious Meals Program (MBG) in Malang City and to evaluate its effectiveness, implementation challenges, and policy learning outcomes at the regional level. The study employs a descriptive qualitative approach using document analysis, with data collected from government regulations, official reports, scientific articles, and credible mass media sources. Data were analyzed using thematic qualitative analysis based on the policy experiment framework of Voß and Simons (2018). The findings indicate that the MBG pilot program in Malang City reflects an adaptive and evidence-based policy approach, where policies are tested on a limited scale prior to wider implementation. The program, implemented in 35 schools, demonstrates potential benefits in improving students’ nutritional intake and increasing school participation. However, several challenges persist, including delays in distribution, inconsistent nutritional quality, limited involvement of nutritionists, weak quality control, and insufficient coordination among stakeholders. Furthermore, the pilot phase serves as a policy laboratory, providing valuable insights for improving policy design, governance, and monitoring systems. This study concludes that the MBG policy trial has strategic importance in strengthening regional capacity for managing social policy innovation, although improvements in implementation and institutional coordination are required to ensure its effectiveness and sustainability.

Abstract

This study examines public sentiment, communication governance, and policy implementation of Indonesia’s Free Nutritious Meal (MBG) program, focusing on Surabaya as a national pilot area. Using a mixed-method approach, the research combines social media sentiment analysis and qualitative interviews. A total of 476,859 social media conversations collected between February and March 2025 were analyzed using the BERT model. The findings show that 52.4% of responses were negative, 32.3% neutral, and 15.2% positive. Negative sentiments mainly relate to delayed wage payments, food safety concerns, and transparency issues, indicating communication gaps and declining public trust. Meanwhile, positive sentiments emphasize support for improving children’s nutrition, family welfare, and social equity. The implementation of MBG in Surabaya reflects a centralized yet participatory governance model. Coordination between the National Nutrition Agency (BGN) and local governments is essential but constrained by limited resources and uneven kitchen readiness. Schools and parents demonstrate strong support for the program. Additionally, the Simanis Application supports monitoring and evaluation, reflecting the adoption of digital governance principles that enhance transparency and accountability. Overall, effective communication, coordination, and community participation are crucial for strengthening public trust and ensuring the sustainability of the MBG program.
