Abstract

Digital transformation has changed the way local governments manage employees and deliver public services, requiring civil servants to adapt to digital systems and changing work practices. This study examines the implementation of transformational leadership in managing civil servants’ performance during digital transformation at Samarinda Ilir Subdistrict, Samarinda City. Using a qualitative descriptive approach, the study involved 12 informants selected through purposive sampling, consisting of the Subdistrict Head, managerial officials, civil servants, and community service users. Data were collected through in-depth interviews, non-participatory observation, and documentation, and analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings show that the four dimensions of transformational leadership were reflected in the Subdistrict Head’s managerial practices. Idealized influence was demonstrated through discipline, responsibility, and exemplary behavior, while inspirational motivation encouraged employees to remain committed and adapt to digital work requirements. Intellectual stimulation emerged as the most prominent dimension because it directly addressed differences in digital competency through continuous learning, technical guidance, peer assistance, and changes in work practices. Individualized consideration was reflected in support provided according to employees’ different levels of technological readiness and work difficulties. The implementation of transformational leadership was supported by employees’ willingness to learn, competency development initiatives, peer assistance, and available facilities, while unequal digital competence, unstable internet connectivity, technical problems, and varying levels of public digital literacy remained challenges. The study contributes to transformational leadership research by demonstrating how its four dimensions operate in the practical management of digital transformation at the subdistrict level of local government.

Abstract

Abstract

The emergence of young DPRD chairpersons in South Sulawesi reflects a new dynamic in the regeneration of local political elites, yet their rise does not necessarily indicate meritocratic political recruitment. This study aims to analyze how economic, social, and political capital influence the election of young DPRD chairpersons in Gowa, Maros, Soppeng, Bulukumba, Enrekang, and Bone Regencies. Using a qualitative approach with a library research design, the study examines political actors under the age of 35 who attained the position of DPRD chairperson at the regency level. Data were collected from academic literature, online media, party documents, and official government publications and analyzed descriptively and interpretively using Pierre Bourdieu’s theory of capital. The findings show that the emergence of young DPRD chairpersons is shaped by the accumulation and conversion of economic, social, and political capital. Economic capital provides resources that support political activities and electability, while social capital operates through family networks, organizational affiliations, and patronage relations. Political capital is strengthened by party support, strategic organizational positions, and institutional experience. The interaction and conversion of these forms of capital facilitate access to political positions and reinforce political legitimacy. The study concludes that the regeneration of young local political elites does not necessarily represent meritocratic democratization, but may simultaneously reproduce existing patterns of elite domination through unequal access to and conversion of capital.

Abstract

The 2024 East Kalimantan gubernatorial election provided a setting for examining candidate branding and political marketing within a multiparty coalition in a resource-rich province. This study examined how Golkar and Gerindra, within the broader coalition supporting Rudy Mas’ud–Seno Aji, organized political marketing and identified conditions that enabled or constrained its implementation. Using a descriptive qualitative approach, the study drew on retrospective interviews conducted in 2026 and campaign-related documentary materials. Eight informants were identified, comprising six campaign participants, one political observer, and one voter, although the findings relied predominantly on campaign-side accounts. The analysis employed the political marketing mix of product, promotion, price, and place. Findings showed that the coalition combined Gratispol and Jospol program branding and a youthful-leadership image with direct outreach, media communication, territorial mapping, and party networks. Campaign participants also reported uneven field implementation and coordination challenges, while the ticket lost in Samarinda despite its provincial victory. The study highlighted the distinction between extensive coalition resources and their consistent implementation, contributing an organizational perspective to political marketing research. Its retrospective evidence did not establish causal effects on individual voting decisions.

Abstract

Indonesia's 2025 fiscal austerity policy required subnational administrations to restrain expenditure while maintaining essential public services. This study examined how the Government Administration and Public Service Program in Gunung Tabur Subdistrict, Berau Regency, implemented spending-efficiency directives and identified enabling and constraining conditions. Using a descriptive qualitative design, the study analyzed retrospective interviews conducted in June 2026, observations, and administrative documents through Van Meter and Van Horn's six implementation variables, with SWOT used as a supplementary synthesis. The allocation for one public-service sub activity declined from IDR 29,995,759 to IDR 26,495,759 (11.67%). Officials reported prioritizing activities, consolidating village visits, coordinating units across, and using existing facilities. Aggregate Public Satisfaction Survey scores for January–June were 3.52 in both 2024 and 2025 and 3.53 in 2026. These figures provided limited context for reported service continuity but did not establish unchanged service quality or improved cost efficiency. The findings highlighted organizational adaptation as a reported mechanism through which a subdistrict translated fiscal directives into administrative routines without formal restructuring. Given the retrospective evidence and limited service-output and cost data, the study could not establish causal effects on service performance. It underscored the need to monitor realized expenditure, service outputs, and accessibility alongside budget adjustments.

Abstract

Purpose: This study wants to find out how influencers' political communication strategies are used to influence young voters' choices in the 2024 East Kalimantan Governor Election in the city of Samarinda. Design/methodology/approach: This research uses a qualitative approach with purposive sampling techniques in data collection. The focus of this study uses Dan Nimmo's political communication theory, which includes political communicators, political messages, political channels or media, political targets, and the effects of political communication. Findings: The research shows that local influencers in Samarinda use social media as a political communication channel to reach and attract young voters. Influencers deliver political messages through short videos that are engaging, interesting, and easy to understand, helping young voters grasp political information and issues in the governor election.  Practical Implication: This research aims to fill that gap through a more measured and contextual approach, with the goal of providing empirical and theoretical contributions to political campaigns in the digital era. This study is also important to understand the effects of influencer political communication in shaping young voters' preferences in Samarinda more concretely, not just opinions or perceptions.  Originality/value: Even though some previous studies by Sitorus et al. and Tajmika, have discussed the role of influencers in shaping public opinion and the effectiveness of social media in political campaigns, those studies are generally still quite general and haven't specifically focused directly on influencers' political communication strategies in shaping young voters' preferences.

Abstract

The recurrence of single candidate regional head elections in North Bengkulu and Ngawi Regencies in the 2020 and 2024 elections raises questions about the effectiveness of institutional reform in expanding local electoral competition. Although Constitutional Court Decision Number 60/PUU-XXII/2024 lowered the nomination threshold and theoretically opened wider opportunities for political parties to nominate alternative candidates, this study shows that such institutional change did not automatically alter the configuration of electoral contests in the two regions. This study uses a qualitative method with a descriptive approach, utilizing secondary data from official election documents, Constitutional Court decisions, laws and regulations, academic publications, and media reports related to regional head elections in North Bengkulu and Ngawi Regencies. The analysis employs the perspective of political party pragmatism and the office-seeking orientation in coalition formation. The results of the study show that the recurrence of single-candidate elections was shaped by the consolidation of political party support into large coalitions behind dominant candidates who possessed strong political capital, incumbency advantages, wider political networks, and higher electability. Under these conditions, political parties, including smaller parties, tended to prioritize electoral victory and access to power rather than promote alternative candidates. As a result, coalition building became increasingly pragmatic and contributed to the weakening of electoral competition across two consecutive electoral periods. This study shows that the recurrence of single-candidate elections is better understood not merely as an institutional issue, but as a reflection of pragmatic political party behavior in local electoral politics.
