Abstract

Purpose: This study examines the effect of transformational leadership and work flexibility on government employee performance, with team cohesiveness as an intervening variable. Methodology: The research was conducted among 234 employees of the Directorate General of Surveillance for Marine and Fisheries Resources in Indonesia. A quantitative approach was employed using SEM-PLS, with data collected through questionnaires using a simple random sampling method. Results: The findings show that transformational leadership does not have a significant direct effect on employee performance, whereas work flexibility has a positive effect. However, both transformational leadership and work flexibility significantly influenced team cohesiveness. In addition, team cohesiveness positively affects employee performance and mediates the relationship between transformational leadership and performance and between work flexibility and performance. Conclusions: This study emphasizes the importance of team cohesiveness in enhancing employee performance in the public sector. Leadership practices and flexible work arrangements are more effective when supported by cohesive team environments. Limitations: This study is limited to the employees of Direktorat Jenderal Pengawasan Sumber Daya Kelautan dan Perikanan (Ditjen PSDKP), which may restrict the generalizability of the findings to other organizational contexts. Contributions: This study provides empirical evidence of the mediating role of team cohesiveness and offers practical implications for policymakers and leaders to enhance performance and employee well-being through transformational leadership and flexible work arrangements.

Abstract

Public sector organizations face significant challenges in enhancing performance during digital transformation. This study examines the effect of innovation capability and learning agility, comprising eight dimensions, including two novel dimensions: digital flexibility and cross-functional collaboration, in driving organizational performance at the Ministry of Religious Affairs. The research involved 307 civil servants across 14 regions of the Religious Education and Training Center, employing a quantitative approach with PLS-SEM analysis. Results demonstrate that innovation capability significantly influences both learning agility and organizational performance. Learning agility exhibits strong positive effects on organizational performance and serves as a significant partial mediator in the relationship between innovation capability and performance. The research model explains substantial variance in both learning agility and organizational performance, demonstrating substantive contribution. The novel learning agility dimensions, digital flexibility, and cross-functional collaboration, prove significantly contributory to the model, reflecting relevance to digital transformation and public sector challenges in Indonesia. This study provides the first empirical evidence of learning agility’s mediating role in Indonesia’s government training sector and recommends strategic human resource policies, including strengthening learning agility training programs, digital infrastructure investment, fostering cross-functional collaborative culture, implementing robust knowledge management systems, and organizational structure alignment to promote sustainable organizational learning.

Abstract

This study aims to analyze the influence of transformational leadership and the work environment on employee performance, with intrinsic motivation as an intervening variable. The study was conducted on employees of the Regional Development Planning, Research, and Development Agency of Bogor Regency, with 62 respondents. The research approach used a quantitative method through Structural Equation Modeling–Partial Least Squares (SEM-PLS). The sampling technique used was simple random sampling, with data collected through questionnaires. The results of the study indicate that transformational leadership influences performance, while the work environment does not. However, both factors influence intrinsic motivation. Furthermore, intrinsic motivation influences performance and mediates the relationship between transformational leadership and performance, as well as between the work environment and performance. Therefore, increasing intrinsic motivation can strengthen the influence of transformational leadership and the work environment on performance

Abstract

Background: Public organizations face increasing pressure to enhance organizational performance amid rapid technological change, accountability demands, and evolving citizen expectations. Internal transformation has consequently become a strategic mechanism for improving employee performance. However, limited empirical evidence explains how different dimensions of internal transformation influence civil servant performance and whether job satisfaction serves as an underlying mechanism, particularly in developing-country public sector organizations. Objective: This study examines the effects of Internal Transformation, operationalized through Effective Execution, New Ways of Working, and Service Excellence, on Civil Servant Performance, with Job Satisfaction as a mediating variable at the Secretariat General of the Indonesian Ministry of Health. Methods: A quantitative explanatory approach was employed using Partial Least Squares Structural Equation Modeling (PLS-SEM). Data were collected from civil servants at the Secretariat General of the Ministry of Health. The analysis assessed reliability, convergent and discriminant validity, collinearity, structural relationships, mediation effects, and predictive relevance. Results: Effective Execution significantly enhances Job Satisfaction, while Service Excellence demonstrates the strongest direct effect on Civil Servant Performance. New Ways of Working does not significantly affect performance directly. Furthermore, Job Satisfaction has no significant effect on Civil Servant Performance and does not mediate the relationships between internal transformation dimensions and performance. Conclusion: Internal transformation affects civil servant performance unevenly across dimensions. Service Excellence emerges as the most influential determinant, highlighting the importance of context-specific organizational mechanisms in public sector transformation.
