Abstract

Student management is a word that combines "management" and "students". Management is a strategy consisting of actions in the form of planning, organizing, mobilizing and controlling which are carried out to set and achieve predetermined goals using human resources and other resources. This research examines the relationship between student management and the involvement of Muhammadiyah 1 Medan Middle School students in the motorbike gang community. The type of research used is descriptive qualitative using a literature study approach. The results of the research explain the connection between student management and the involvement of Muhammadiyah 1 Medan Middle School students in the motorbike gang community because the regulations made by the school were negligent, the school did not provide outreach regarding the vision and mission of character education and the dangers of the motorbike gang community, as well as the lack of communication between student management with other management fields to provide direction or guidance regarding anticipatory handling of criminal acts that are rife among students.

Abstract

Perkembangan teknologi informasi dalam penyelenggaraan pemerintahan berbasis elektronik meningkatkan risiko kebocoran data pribadi, termasuk dalam proses rekrutmen aparatur negara. Kasus kebocoran data pelamar kerja di Kementerian Komunikasi dan Digital (Komdigi) menunjukkan adanya dugaan pelanggaran kewajiban administrasi negara dalam pengelolaan data pribadi. Penelitian ini bertujuan untuk menganalisis bentuk-bentuk pelanggaran hukum administrasi negara, meninjau kasus-kasus berdasarkan Asas-Asas Umum Pemerintahan yang Baik (AUPB), serta mengkaji tanggung jawab administrasi negara yang timbul. Metode yang digunakan adalah pendekatan yuridis normatif dengan menelaah peraturan-undangan dan literatur terkait, khususnya Undang-Undang Nomor 30 Tahun 2014 dan Undang-Undang Nomor 27 Tahun 2022. Hasil penelitian menunjukkan bahwa kebocoran tersebut merupakan bentuk maladministrasi yang mencerminkan pelanggaran administratif sebagai kepastian hukum, kecermatan, akuntabilitas, serta keterbukaan. Negara bertanggung jawab melakukan pemulihan, perbaikan sistem, serta memberikan sanksi administratif guna menjamin perlindungan hak privasi warga negara.

Abstract

This study aims to analyze women's representation in village deliberations related to determining development directions in Laut Dendang Village, Deli Serdang Regency. The study used a descriptive qualitative method with a field research approach. Data were obtained through observation and in-depth interviews with the Village Secretary and female members of the Village Consultative Body (BPD). Data analysis was conducted using the Miles and Huberman model through the stages of data reduction, data presentation, and conclusion drawing. While data validity was tested through source and technique triangulation. The results show that women have been involved in the Village Development Planning Deliberation (Musrenbangdes) with an attendance rate of around 34%–36% of total meeting participants. However, strategic positions in the village government and BPD are still dominated by men. Factors influencing women's involvement include village government support, formal invitation systems, women's social groups, and obstacles such as work schedule conflicts and domestic responsibilities. Women also contribute to development proposals in the areas of public health and social empowerment. However, village budget allocations still focus more on physical development than on community empowerment. Thus, women's representation in village deliberations has been formally demonstrated, but their involvement in strategic decision-making remains limited.
