Abstract

This research aims to understand the role of the Ciamis Regency Community and Village Empowerment Service (DPMD) in increasing the Village Development Index (IDM). IDM is an indicator that reflects village progress in social, economic and ecological aspects. Using a qualitative approach, this research explores various programs and policies implemented by DPMD, as well as the factors that influence their success. The research results show that the Ciamis Regency DPMD has succeeded in increasing village status to "Independent" in 2024, with the number of independent villages reaching 210, a significant increase compared to previous years. This success is supported by the commitment of the local government, adequate budget allocation, strong capacity of village officials, and the availability of quality village data. Community empowerment programs, development of village officials, and facilitating access to village resources and funding are the keys to this achievement. However, this research also found several challenges that still need to be faced, such as limited infrastructure, limited access to capital, and coordination between agencies that needs to be strengthened. To overcome these obstacles, the Ciamis Regency DPMD has implemented various strategies, including strengthening the capacity of village officials, improving the quality of village data, developing the village economy, and increasing access to public services. In conclusion, with strong commitment and continuous efforts, the Ciamis Regency DPMD is optimistic that it can continue to improve the welfare of village communities and achieve independent village status throughout its region, making a significant contribution to sustainable development in Indonesia.

Abstract

This research aims to examine the winning strategy implemented by Nur Muttaqin as a legislative candidate from the Democratic Party in the 2024 election in Ciamis Regency. Using a qualitative approach and data collection techniques in the form of in-depth interviews, documentation, and digital observation, this study found that the winning strategy is built through two main approaches: internal strategies in the form of party structure consolidation and political education; and external strategies through community aspiration services and locality-based symbolic communication. The findings are reinforced by political mobilization theory (Verba et al., 2020) and contextual political communication (Canel & Voltmer, 2020). The results show that figurative and relational approaches are the main keys to gaining the most votes within the party, with Nur Muttaqin receiving 7,054 valid votes. This research contributes significantly to the understanding of campaign strategies in the context of local politics and open proportional systems.  Keywords: Political Strategy, 2024 Elections, Party Mobilization, Political Communication, Nur Muttaqin, Ciamis.

Abstract

This research was motivated by the suboptimal youth empowerment efforts of the Karang Taruna organization in Kertasari Village, Ciamis District, Ciamis Regency. During fieldwork, the researcher identified a lack of organized activities by the Karang Taruna and low youth participation in Kertasari Village. This study used a qualitative descriptive method. Data was collected through observation, interviews, and documentation. Data processing and analysis involved three steps: data reduction, data presentation, and conclusion drawing. A total of six informants were included in the study. The research aimed to determine the level of youth participation in the Karang Taruna organization in Kertasari Village, Ciamis District, Ciamis Regency. Based on the findings, the youth empowerment efforts of the Karang Taruna organization have shown some progress but are not yet optimal when measured against the stages of empowerment theory by Ambar T. (2017). This is supported by indicators like a growing sense of awareness, increased community consciousness, and creativity all of which show development. However, several obstacles were identified, including low interest and participation from youth, as well as limited facilities and resources like training equipment and funding. The Karang Taruna's efforts to overcome these challenges include personal outreach to youth, using social media to share information and improve communication, and adjusting activity schedules to be more flexible and not conflict with young people's daily routines.

Abstract

This research is motivated by the suboptimal role of the Padaherang Village government in providing equitable access to education and training for the community. Skills training such as culinary arts, sewing, or organic farming is still rare and limited to specific groups such as the Family Welfare Movement (PKK) or the Youth Organization (Karang Taruna). Non-formal learning programs that can reach all ages are also underdeveloped, for example, there are no evening classes for illiterate adults or group learning activities at the village hall. Furthermore, the community's use of technology has not been directed towards productive activities. Although many residents own Android phones, their use is limited to basic communication and entertainment. Training to improve digital literacy, such as promoting MSME products or accessing online services, has never been conducted. The purpose of this study is to analyze the role of the village government in human resource development. Using a qualitative descriptive method, the results show that of the five government roles according to P. Siagian's theory, the roles as stabilizer and innovator have not been optimally implemented. The main obstacles include limited funds, training personnel, internet infrastructure, and low community literacy. However, the role as a modernizer is beginning to be seen through the active involvement of residents. Efforts include collaborating with training institutions, submitting programs through village meetings, involving volunteers, and planning basic technology training for youth. The village government has also begun promoting the benefits of technology through community forums as part of its official work program.

Abstract

Abstract This research is motivated by an analysis of the post-expansion impact of Pangandaran Regency on improving community welfare in Pangandaran Regency. However, current problems persist. The purpose of this study is to determine the post-expansion impact of Pangandaran Regency on improving community welfare in Pangandaran Regency. The method used in this study is descriptive analysis. Seven informants were interviewed. Data collection techniques included literature review, fieldwork (observation and interviews), and documentation. The author used qualitative data analysis techniques through processing interview and observation data to draw conclusions that can answer the research questions. Based on the research results, it is known that: the expansion of Pangandaran Regency has provided broader institutional space for local governments to formulate development policies and programs focused on local needs. However, in its implementation, disparities persist between regions, both in terms of access to education, health, social facilities, and economic opportunities. The education aspect has not shown significant improvement. Access to schools, affordability, and the quality of teaching staff remain issues, particularly in villages far from service centers. Similarly, in the health sector, the availability of community health centers and medical personnel has increased, but is not yet fully equitable and accessible to all levels of society. Similarly, in the social sector, community involvement in social activities is still limited by a lack of facilities and infrastructure supporting social interaction. Meanwhile, in the economic sector, the development of leading sectors such as tourism and MSMEs has shown potential, but has not been accompanied by equitable distribution of benefits and expanded access to economic resources for communities across the region. Unemployment and poverty rates continue to indicate that improvements in welfare are not evenly distributed. Abstract

This research was motivated by the lack of optimal implementation of Community Empowerment in Karangkamiri Village, Langkaplancar District, Pangandaran Regency, as well as the leadership of the village head in implementing community empowerment in Karangkamiri Village, Langkaplancar District, Pangandaran Regency. The role of a leader is very necessary in setting goals, allocating scarce resources, focusing training on organizational goals, coordinating changes that occur, building interpersonal contact with followers, and determining the right or best direction if failure occurs. The research method used in this research is qualitative. The qualitative method is a research method based on the philosophy of postpotivism, used to research the conditions of natural objects, as opposed to experiments where the researcher is the key instrument, data collection techniques are carried out in a triangulated/combined manner, data analysis is inductive/qualitative, and the research results are qualitative. emphasizes meaning rather than generalization. This research aims to determine the level of success of the village head's leadership as the leader of the village government in implementing community empowerment. Based on research results, the Village Head's Leadership in Implementing Community Empowerment in Karangkamiri Village, Langkaplancar District, Pangandaran Regency has generally not been implemented optimally because there are obstacles, such as: Lack of utilization of existing potential resulting in a lack of harmony and balance for community empowerment in Karangkamiri Village, Langkaplancar District, Pangandaran Regency. , Lack of adequate budget provision to carry out community empowerment, this is hampered by budget arrangements so that it influences the implementation of community empowerment, Lack of communicators to increase knowledge and skills in community empowerment activities so that people are not creative, for example there is a lack of socialization and counseling in all areas of empowerment on an ongoing basis. routinely to the community

Abstract

This research is motivated by the lack of optimal improvement in the service process which is thought to be due to the performance of the Wonoharjo Village Officials, Pangandaran District, Pangandaran Regency which is still not optimal, such as the low level of discipline of village officials, the village officials not being optimal in carrying out work quickly, precisely and deftly and the low level of knowledge possessed by village officials. in carrying out services, lack communication skills and are less open to suggestions and criticism of their work. The formulation of the problem is 1) How is the performance of village officials in Wonoharjo Village, Pangandaran District, Pangandaran Regency?, 2) What is the quality of public services in Wonoharjo Village, Pangandaran District, Pangandaran Regency? and 3) How much big influence performance village officials to quality services in Wonoharjo Village, Pangandaran District, Pangandaran Regency?. The research method used in this research is a descriptive analysis method with a quantitative approach. The number of samples in this study was 100 people. In this research, researchers used quantitative data analysis techniques such as determining ranges, determining assessment categories, percentages, coefficient analysis, determination correlation and t test. The research results show that: 1) Performance of Village Officials in Wonoharjo Village, Pangandaran District, Pangandaran Regency has been implemented quite well, 2) The quality of public services in villages in Wonoharjo Village, Pangandaran District, Pangandaran Regency has been implemented quite well, 3) There is an influence of the performance of village officials on improving the quality of public services in Wonoharjo Village, Pangandaran District, Pangandaran Regency by 34.59% . From the results of the hypothesis test, it was obtained that the t count was 7.1999 > from the t table of 1.66055 so that the hypothesis that the author put forward was that there was an influence on the performance of village officials on improving the quality of public services at the Wonoharjo Village office, Pangandaran District, Pangandaran Regency, which could be accepted and had its validity tested.
