Abstract

This study aims to analyze the influence of civil servant qualifications, competence, and performance on the organizational performance of local governments in 27 regencies/cities of West Java Province during the 2019–2023 period. A quantitative method using binary logistic regression to examine the relationships among variables. The results reveal that, simultaneously, the three independent variables have a significant effect on organizational performance. Partially, civil servant competence has a positive and significant influence, while civil servant qualifications show a negative in significant effect. In contrast, individual civil servant performance does not significantly affect organizational performance. These findings highlight the urgent need to reform civil service human resource management, particularly in aligning competencies, qualifications, and performance evaluation systems with key performance indicators and the evolving demands of public service delivery. This study contributes to the development of performance-based civil servant management models at the local government level.

Abstract

Multinational financing facilities to improve environmental quality had been implemented by Indonesia at the fourth quarter of 2022, as Norway’s grant about USD 56 under the Forestry and Other Land Use (FOLU) Net Sink 2030 program. This study aims to assess the effectiveness and impact of the Norwegian grant on the development of Indonesia’s green economy using Indonesia’s 52-sector Input-Output analysis 2016 that already updated to 2025, interviews and documentation. This research finds that Norway’s grant was allocated under a Result-Based Contribution (RBC) scheme, achieved an effectiveness rate of 52% in 2023. It also boosted economic growth through increased output (Rp735,39 billion) and gross value added (Rp607,80 billion), enhanced by downstream forest product industries. Nonetheless, optimization gaps remain, particularly in governance quality, stakeholder synergy, and community-based downstream forestry initiatives.

Abstract

Artikel ini bertujuan untuk menganalisis efektivitas program pembiayaan Ultra Mikro (UMi) terhadap perkembangan UMKM ultra mikro di Kota Cirebon, yang memiliki kontribusi signifikan terhadap perekonomian daerah, tetapi menghadapi kendala seperti akses pembiayaan dan literasi digital.  Fokus masalah penelitian ini ialah mengevaluasi efektivitas program pembiayaan Ultra Mikro (UMi) dalam mengatasi kendala akses pembiayaan dan literasi digital yang dihadapi UMKM ultra mikro di Kota Cirebon. Penelitian ini menggunakan metode kualitatif dengan kombinasi data primer berupa wawancara semi-terstruktur dengan DKUKMPP Kota Cirebon, konsultan UMKM, dan KPPN Cirebon, serta data sekunder dari laporan monitoring KPPN dan statistik DKUKMPP. Hasil analisis menunjukkan bahwa indikator kinerja berbasis IKTUM lebih relevan dibandingkan dengan indikator DJPb dalam menilai keberhasilan program UMi, karena mencakup aspek digitalisasi usaha, kolaborasi eksternal, dan keberlanjutan. Hasil penelitian menunjukkan bahwa meskipun terdapat peningkatan produktivitas dan keberlanjutan usaha UMKM, tantangan seperti literasi keuangan yang rendah dan minimnya digitalisasi masih menjadi kendala. Penelitian ini merekomendasikan penyesuaian indikator evaluasi untuk mencakup keamanan digital dan diversifikasi pasar, serta perlunya peningkatan kolaborasi lintas lembaga untuk mendukung transformasi UMKM ultra mikro di Kota Cirebon.

Abstract

AbstractThe purpose of this study was to analyze the factors affecting the performance of the procurement of goods/services in the emergency of the Covid-19 plague with the addition of social distancing as a moderator variable. The study was conducted at the provincial government of DKI Jakarta. It was purposely selected due to the fact that the government has a sound procurement system. The general objective of the study was to analyze the factors that affect procurement performance in government organizations and the effect of social distancing on that relationship in the emergency situation during the Covid-19 plague. The specific objective of the study was; to determine the effect of government regulation for emergency procurement, e-procurement implementation employee competency, and management's commitment to the procurement performance during an emergency situation. This entailed the use of questionaries. The key finding of the study indicated that government regulation for an emergency situation, employee competency, and implementation of e-procurement positively affected procurement performance in the emergency situation of the Covid-19 plague. Furthermore, the study found that social distancing did not affect the relationship between the above-mentioned factors and procurement performance during an emergency situation.AbstrakPenelitian ini menganalisis faktor-faktor yang mempengaruhi kinerja pengadaan barang dan jasa dalam keadaan darurat wabah Covid-19 dengan menggunakan social distancing sebagai variabel moderator. Penelitian dilakukan di Pemprov DKI Jakarta sebagai organisasi yang telah memiliki sistem pengadaan yang baik melalui data kuesioner. Tujuan khusus dari penelitian ini adalah untuk mengetahui pengaruh peraturan pemerintah dalam pengadaan darurat, penerapan e-procurement, kompetensi pegawai, dan komitmen manajemen terhadap kinerja pengadaan pada saat keadaan darurat. Hasil penelitian menunjukkan bahwa regulasi pemerintah untuk situasi darurat, kompetensi pegawai, dan implementasi e-procurement berpengaruh positif terhadap kinerja pengadaan dalam situasi darurat wabah Covid-19. Sebagai tambahan, hasil penelitian juga menunjukkan bahwa variabel social distancing tidak memoderasi pengaruh empat faktor terhadap kinerja pengadaan barang dan jasa. Penggunaan teknologi informasi memungkinkan komunikasi dalam penyelesaian tugas tetap terjaga sehingga kinerja pengadaan barang dan jasa tidak terganggu selama pandemic Covid-19.

Abstract

Dalam pembangunan ekonomi syariah, prinsip kemanfaatan (falah) ditunjukkan dengan proyek pembangunan yang memberikan benefit bagi seluruh masyarakat, bukan hanya segelintir orang. Penelitian ini mengevaluasi pelaksanaan Kerja Sama Pemerintah dengan Badan Usaha (KPBU) Sistem Penyediaan Air Minum (SPAM) Semarang Barat pada fase operasi (2021–2024). Proyek ini bertujuan meningkatkan cakupan pelayanan air minum di Kota Semarang dengan target 70.000 sambungan rumah dan kapasitas produksi 1.000 liter per detik. Fokus penelitian adalah proses bisnis, pembagian risiko, tantangan, dan strategi operasi proyek. Data dikumpulkan melalui wawancara dengan Direktorat PDPPI, PDAM Tirta Moedal, dan PT Penjaminan Infrastruktur Indonesia (PII), serta studi literatur. Analisis tematik dilakukan untuk mengorganisasi dan memahami data secara sistematis. Hasil penelitian menunjukkan operasi proyek berjalan baik, dengan pembayaran tepat waktu dan kinerja keuangan PDAM yang positif. Tantangan yang dihadapi mencakup keterlambatan pembangunan jaringan distribusi, gangguan teknis pada intake, dan kesulitan mengalihkan masyarakat dari air tanah ke jaringan PDAM. Strategi yang diterapkan meliputi sosialisasi, pemasaran, penerapan Smart Water Management, dan kebijakan pembatasan air tanah. Penelitian ini memberikan rekomendasi untuk meningkatkan efisiensi dan keberlanjutan proyek KPBU di sektor air minum di masa depan.

Abstract

The Indonesian government has set a Net Zero Emissions (NZE) target by 2060, requiring a transformation in both the energy and transportation sectors. A key strategy to achieve this goal is the acceleration of the Battery Electric Vehicle (BEV) ecosystem. To support this acceleration, the government has introduced three central tax incentive schemes: PPnBM DPP 0%, PPnBM DTP, and PPN DTP. The coexistence of these incentives raises questions regarding their effectiveness and efficiency, especially amid budgetary constraints. This study aims to compare the three incentives to identify the most optimal scheme. A mixed-method approach is applied, combining qualitative interviews with quantitative analysis using the 2024 Input-Output Table updated through the RAS method. The findings show that PPnBM DTP yields the highest economic output impact, aligning with tax authority perspectives and indicating its potential as an effective fiscal policy tool in future budget allocations.

Abstract

Aggregate economic growth in West Java remains accompanied by regional disparities. This study evaluates economic growth convergence to accelerate development in lagging regions. Employing panel data from 27 cities and regencies over the 2018–2022 period, the research applies the Barro and Sala-i-Martin model encompassing sigma, absolute, and conditional convergence integrated with Sustainable Development Goals indicators. The empirical analysis confirms that sigma and beta economic convergence have occurred across West Java. The education index and poverty alleviation from the Social Pillar, creative MSME expansion within the Economic Pillar, and environmental quality under the Environmental Pillar significantly influence GRDP growth and accelerate the convergence rate. Conversely, unemployment within the Economic Pillar, water availability from the Environmental Pillar, and child abuse cases representing the Legal and Governance Pillar exhibit no significant short-term impact on regional economic performance. These findings emphasize aligning regional development policies with key sustainability priorities to address disparities and foster equitable growth. JEL: O47, R11, Q01.

Abstract

This study addresses a gap in FLPP scholarship by shifting evaluation from fiscal absorption and housing-unit realization toward the public management of subsidized housing investment. Using the CIPP framework as an analytical lens, the study examines policy coherence, resource adequacy, implementation control, and socio-economic outcomes. A qualitative case study was conducted through 28 in-depth interviews with officials from the Ministry of Housing and Settlement Areas, BP Tapera, KPPN Investasi, implementing banks, developers, and low-income beneficiaries across seven purposively selected provinces, supported by document analysis and secondary-data triangulation. The findings show that FLPP contributes to backlog reduction, regional economic multipliers, asset formation for low-income households, and social stability. Its effectiveness, however, is constrained by regulatory fragmentation, quota ambiguity, exclusionary screening mechanisms, and weak infrastructure coordination. The study contributes by positioning FLPP effectiveness as a question of administrative capacity, implementation governance, interagency coordination, accountability, and equitable service delivery.
