Abstract

Food Security Policy is currently one of the government's focuses in anticipating future food crises. Food security, price stability, and supply chain channels are three things that cannot be separated in formulating a major policy on food security. This research aims to analyze supply chain connectivity through the existence of traditional markets in Central Kalimantan Province and analyze how traditional market development and management policies can encourage food security in Central Kalimantan Province. The research gap in this research is the phenomenon of relatively rapid fluctuations in food commodity prices when there is a national issue of increasing the price of one or several food commodities (sembako). This research is classified as qualitative research with an exploratory approach. Data was collected through several techniques, namely structured interviews, observation, and documentation, as well as the use of the Geographic Information System (GIS) application in mapping traditional markets in the Palangka Raya City Agglomeration area. The qualitative data analysis technique uses the Miles and Huberman interactive model. Findings in the field show that the coordinates of the locations of traditional markets in Palangka Raya City, Pulang Pisau Regency, Kapuas Regency, Katingan Regency, and East Kotawaringin Regency have been identified. However, there is no information on the commodities traded and the origin of the supply of these commodities. So it cannot be depicted through a map of the food supply chain in the Palangka Raya City agglomeration area. Regarding traditional market development and management policies in supporting food security, it turns out that this is the scope of duties of several agencies including the Development Planning and Research Development Agency (Bappedalitbang), the Agriculture and Food Crops Service, the Industry, Trade and Cooperatives Service (Disperindagkop). This research concludes that the Regional Government in the Palangka Raya City Agglomeration area has relatively the same policies regarding food security but has different strategies adapted to the potential of their respective regions.

Abstract

Covid-19 adalah pandemi global yang telah mengubah cara hidup manusia dan mempengaruhi semua aspek kehidupan, termasuk sosial, ekonomi, dan politik. Penanggulangan Covid-19 menjadi tantangan besar bagi pemerintah dan masyarakat, karena memerlukan kerja sama dan koordinasi yang baik di semua tingkatan. Oleh karena itu, model kolaboratif governance muncul sebagai pendekatan yang efektif untuk mengatasi pandemi ini. Tujuan penelitian ini adalah untuk menganalisis implementasi model collaborative governance dalam menanggulangi Covid-19, serta faktor-faktor apa saja yang mempengaruhi keberhasilan model tersebut. Penelitian ini menggunakan metode deskriptif kualitatif, sedangkan teknik pengumpulan data yaitu studi kepustakaan yang diperoleh dari Google Scholar. Data yang telah terkumpul kemudian dianalisis dengan analisis isi. Hasil penelitian ini menunjukkan bahwa model collaborative governance dapat menjadi solusi dalam menanggulangi pandemi Covid-19. Melalui kolaborasi antara pemerintah, sektor swasta, dan masyarakat, kebijakan-kebijakan yang diambil dapat lebih efektif dalam mengatasi masalah pandemi. Dalam implementasinya, diperlukan komunikasi dan koordinasi yang baik antara para pemangku kepentingan yang terlibat dalam model collaborative governance. Selain itu, diperlukan juga keterlibatan masyarakat dalam proses pengambilan keputusan dan pelaksanaan kebijakan. Model collaborative governance juga dapat meningkatkan kepercayaan masyarakat terhadap pemerintah dan sektor swasta dalam menanggulangi pandemic

Abstract

This study explores how policy advocacy campaigns delivered through TikTok shape the awareness and attitudes of Generation Z in Palangka Raya City. Although the platform has rapidly become a prominent channel for public information, academic research has not sufficiently examined how persuasive policy messages spread among young audiences within an environment driven by personalized digital algorithms. To address this gap, the study adopts the Diffusion of Innovation framework to understand how exposure to policy-oriented content influences the cognitive and attitudinal responses of TikTok users from Generation Z. Using a quantitative approach, the research engaged a group of respondents selected purposively from the local TikTok user population. Data were obtained through an online questionnaire that captured perceptions and behavioral tendencies, and the results were analyzed using a statistical model appropriate for measuring directional influence. The findings indicate that policy advocacy content on TikTok plays a meaningful role in enhancing both awareness and attitudes among young users in the city. These results demonstrate that the Diffusion of Innovation framework remains relevant for understanding message dissemination in contemporary digital media contexts. Moreover, the study shows that TikTok functions not only as an entertainment platform but also as an effective medium for government communication aimed at younger audiences. The research contributes to the field of digital policy communication by emphasizing the significance of platform-specific content dynamics and provides practical insights for policymakers seeking to improve engagement and understanding among Generation Z in an increasingly digital public sphere.

Abstract

Inclusive civil registration services for deaf persons are a critical prerequisite for equitable public service delivery and for advancing SDG 10 and SDG 16. At the Civil Registration Office (Disdukcapil) of Palangka Raya, physical accessibility has begun to receive attention, but staff capacity to communicate with deaf citizens remains limited and relies largely on written notes or family members as intermediaries. This community service programme aimed to strengthen the capacity of civil servants to provide more inclusive services through a short training on basic sign language and disability awareness. The intervention was implemented as a face-to-face workshop with three stages: preparation (needs mapping and development of a concise training module), implementation (presentation of disability-related regulations and inclusive service principles, introduction to SIBI and BISINDO manual alphabets, and role-plays simulating interactions at the service counter), and simple evaluation using written reflection sheets and group discussion. The findings indicate increased awareness among participants of deaf citizens’ communication rights, a more critical view of previous communication strategies, and greater confidence to initiate interaction using a combination of sign language, writing, and gestures. Participants also began to recognise the need for institutional support, such as Standard Operating Procedures and follow-up training, so that inclusive practice does not depend solely on individual goodwill. Although short in duration and limited to basic competencies, the programme illustrates how sign language training can serve as a practical entry point for strengthening disability-inclusive civil registration services for deaf citizens.

Abstract

Mutasi Aparatur Sipil Negara (ASN) merupakan instrumen strategis dalam manajemen sumber daya manusia yang berfungsi menjaga dinamika organisasi dan meningkatkan efisiensi birokrasi. Namun, dalam praktiknya, mutasi ASN di Indonesia kerap menimbulkan polemik karena tidak sepenuhnya dilaksanakan berdasarkan prinsip meritokrasi dan profesionalisme. Data Komisi Aparatur Sipil Negara (KASN) tahun 2024 menunjukkan bahwa sekitar 37% dari total pengaduan yang diterima berkaitan dengan pelanggaran sistem merit dalam proses mutasi dan promosi jabatan. Fakta ini menunjukkan masih lemahnya tata kelola mutasi yang berpotensi menurunkan kinerja, integritas, dan kepercayaan publik terhadap birokrasi. Penelitian ini bertujuan untuk menganalisis manajemen mutasi pegawai di Badan Kepegawaian Daerah (BKD) Provinsi Kalimantan Tengah serta mengevaluasi efektivitas pelaksanaannya dalam mendukung kinerja organisasi. Penelitian ini berbeda dari studi sebelumnya karena tidak hanya menelaah kepatuhan administratif terhadap peraturan mutasi, tetapi juga mengkaji secara mendalam keterkaitan antara penerapan prinsip meritokrasi, transparansi, dan kinerja kelembagaan melalui pendekatan manajemen berbasis kompetensi. Metode penelitian yang digunakan adalah kualitatif dengan desain deskriptif, melalui wawancara mendalam, observasi lapangan, dan analisis dokumen kebijakan. Hasil penelitian menunjukkan bahwa proses mutasi di BKD Provinsi Kalimantan Tengah secara umum telah berjalan sesuai prosedur, namun belum sepenuhnya objektif dan akuntabel. Hambatan yang muncul meliputi pemetaan kompetensi yang terbatas, intervensi kepentingan tertentu, serta kurangnya evaluasi sistematis terhadap dampak mutasi. Implikasinya, penguatan sistem manajemen ASN harus diarahkan pada transformasi kelembagaan yang menekankan akuntabilitas, kinerja, dan integritas agar mutasi benar-benar menjadi sarana pengembangan sumber daya manusia dan peningkatan kualitas pelayanan publik. Analysis of the Implementation and Challenges of Mutation Management at the Regional Civil Service Agency (BKD) of Central Kalimantan Province: Qualitative Findings and Policy Recommendations The mutation (transfer) of Civil Servants (ASN) is a strategic instrument in human resource management that functions to maintain organizational dynamics and enhance bureaucratic efficiency. However, in practice, ASN mutations in Indonesia often generate controversy because they are not fully implemented based on the principles of meritocracy and professionalism. Data from the State Civil Apparatus Commission (KASN) in 2024 indicate that approximately 37% of total complaints received were related to violations of the merit system in the processes of mutation and promotion. This fact reflects weaknesses in mutation governance that may undermine performance, integrity, and public trust in the bureaucracy. This study aims to analyze employee mutation management at the Regional Civil Service Agency (BKD) of Central Kalimantan Province and to evaluate its effectiveness in supporting organizational performance. This study differs from previous research in that it not only examines administrative compliance with mutation regulations, but also explores in depth the relationship between the application of meritocracy principles, transparency, and institutional performance through a competency-based management approach. The research employed a qualitative method with a descriptive design, utilizing in-depth interviews, field observations, and analysis of policy documents. The findings indicate that the mutation process at the BKD of Central Kalimantan Province has generally followed established procedures; however, it has not yet been fully objective and accountable. The main constraints include limited competency mapping, intervention from certain interests, and the lack of systematic evaluation of mutation impacts. These findings imply that strengthening the ASN management system should be directed toward institutional transformation that emphasizes accountability, performance, and integrity, so that mutations genuinely function as a means of human resource development and improvement in the quality of public services

Abstract

Instagram kini menjadi salah satu ruang utama bagi generasi muda untuk mengikuti perkembangan informasi politik, termasuk melalui akun @malakaproject.id yang aktif membagikan berbagai konten edukatif terkait isu sosial dan politik terkini. Penelitian ini bertujuan untuk mengetahui seberapa besar pengaruh paparan konten akun tersebut terhadap partisipasi politik digital mahasiswa FISIP Universitas Palangka Raya tahun 2025. Populasi penelitian terdiri atas sekitar 150 mahasiswa Jurusan Administrasi Publik angkatan 2023, dan diperoleh 108 responden sebagai sampel menggunakan tabel Krejcie dan Morgan melalui teknik purposive sampling. Pengumpulan data dilakukan melalui penyebaran kuesioner secara daring, kemudian dianalisis menggunakan regresi linier sederhana dengan bantuan SPSS versi 26. Hasil penelitian menunjukkan bahwa paparan konten @malakaproject.id memberikan pengaruh positif dan signifikan terhadap partisipasi politik digital mahasiswa, dengan kontribusi sebesar 68,9%, sedangkan 31,1% sisanya dipengaruhi oleh faktor lain yang tidak dibahas dalam penelitian ini. Temuan ini menegaskan bahwa semakin tinggi intensitas mahasiswa dalam mengakses konten politik yang informatif, menarik, dan interaktif, semakin meningkat pula literasi politik dan kecenderungan mereka untuk terlibat dalam aktivitas politik di media sosial, seperti berdiskusi, membagikan informasi, atau menyuarakan opini. Secara keseluruhan, penelitian ini menunjukkan bahwa media sosial, khususnya Instagram, memiliki peran strategis dalam membentuk pola partisipasi politik generasi muda. Konten politik yang dikemas secara edukatif dan mudah diakses terbukti mampu mendorong mahasiswa untuk lebih aktif terlibat dalam ruang-ruang diskusi digital, sehingga dapat menjadi sarana penting dalam meningkatkan kualitas demokrasi di era digital.

Abstract

This study aims to explore the use of the LinkedIn platform as an innovative strategy in attracting Generation Z to enter the workforce. The focus of the study is directed to how LinkedIn acts as a medium for forming an individual's professional image and as a strategic tool for organizations in strengthening employer branding. The research method used is descriptive qualitative approach through the study of literature (library research). Data were collected from various scientific sources, such as national and international journals indexed by SINTA and Google Scholar, in the period 2015-2025. The analysis process is carried out by content analysis which includes stages of data reduction, theme categorization, and interpretation of findings to build a comprehensive conceptual understanding. The results show that LinkedIn plays an important role in two main dimensions. First, for Generation Z individuals, LinkedIn is an effective medium for developing personal branding, increasing competence, and expanding professional networking. Second, for organizations, LinkedIn serves as a means of employer branding that allows companies to display values, work culture, as well as a positive reputation to attract potential young Labor candidates. The integration between these two roles results in a mutually beneficial relationship between the individual and the organization. This research confirms that utilizing LinkedIn can be a two-way strategy that strengthens Generation Z's career readiness while supporting an organization's reputation in the digital age.

Abstract

Penelitian ini bertujuan untuk menganalisis peran pelatihan PEKERTI-AA terhadap mutu akademik di perguruan tinggi dengan melihat peningkatan kompetensi pedagogik dan profesional dosen. Penelitian ini menggunakan metode kualitatif deskriptif yang disampaikaikan dalam bentuk deskriptif dengan cara menguraikan terkait peran pelatihan PEKERTI-AA terhadap mutu akademik di Universitas Palangka Raya. Hasil penelitian menunjukan bahwa pelatihan PEKERTI-AA memiliki peranan penting dalam memperkuat kompetensi dasar mengajar seorang dosen baru yang tidak memiliki latar belakang pendidikan. Pelatihan memberikan kontribusi terhadap kemampuan dosen untuk menyusun RPS (Rencana Pembelajaran Semseter), mengembangkan media dalam mengajar, menerapkan metode pembelajaran yang variatif, serta meningkatkan kemmapuan komunikasi dosen didalam kelas. Pelatihan ini juga berdampak kepada standarisasi proses pembelajaran sehingga lebih tertata, terstruktur, dan sesuai dengan kurikulum yang berlaku. Dampak terhadap mahasiswa terlihat dari peningkatan pemahaman terhadap materi yang disampaikan, keterlibatan, serta kedisiplinan. Secara keseluruhan, pelatihan PEKERTI-AA berkontribusi signifikan terhadap peningkatan mutu akademik di perguruan tinggi, terutama dalam pengutan perencanaan, pelaksanaan pembelajaran, dan evaluasi pengajar dalam pembelajaran.

Abstract

This study aims to explore the effect of WhatsApp group usage on the participation of students at the Faculty of Social and Political Sciences (FISIP) of Palangka Raya University (UPR) in filling out semester academic evaluation questionnaires. In the digital age, social media such as WhatsApp plays an important role in supporting academic communication and collaboration between lecturers and students. This study uses a quantitative descriptive approach with simple linear regression analysis. The population consists of 150 people with a sample size of 108 and a 95% confidence level determined using the Krejcie and Morgan formula with purposive sampling technique. The results show that WhatsApp groups have a positive and significant influence on student participation, contributing 33.2% to the increase in student participation, while 66.8% is influenced by other factors outside the scope of this study. These findings are in line with previous studies that state that WhatsApp can increase engagement and motivation to learn. This study is expected to enrich studies related to the use of digital media such as WhatsApp and serve as a basis for designing strategies to increase student participation in the academic evaluation questionnaire process in higher education.

Abstract

Program penguatan kapasitas masyarakat Desa Karuing, Kabupaten Katingan, Kalimantan Tengah melalui penerapan teknologi diversifikasi produk gaharu bertujuan untuk meningkatkan nilai tambah ekonomi dan mengurangi ketergantungan pada penjualan bahan mentah. Penelitian ini menggunakan metodologi Participatory Action Research dengan pendekatan andragogy yang meliputi tahap sosialisasi, pelatihan teknologi destilasi dan pembuatan lilin aromaterapi, serta pendampingan dan evaluasi. Evaluasi menggunakan Model Kirkpatrick menunjukkan hasil positif pada keempat level: (1) tingkat reaksi dengan partisipasi 100% dan antusiasme tinggi; (2) tingkat pembelajaran dengan peningkatan pengetahuan faktual 26,7% untuk destilasi gaharu dan 76,2% untuk pembuatan lilin aromaterapi; (3) tingkat perilaku dengan 85% peserta berkomitmen mentransfer pengetahuan dan mengimplementasikan teknologi; dan (4) tingkat hasil dengan proyeksi peningkatan nilai jual produk 10-15 kali lipat. Program berhasil mentransformasi mindset masyarakat dari pengumpul bahan baku menjadi produsen dengan orientasi kewirausahaan, sekaligus mendukung konservasi ekosistem gambut. Model pemberdayaan ini dapat direplikasi untuk pengembangan ekonomi kreatif berbasis sumber daya alam lokal di wilayah serupa.
