Abstract

Tanjung Perak Port is the initial gateway to Surabaya which handles more than 40% of international goods trade. In this case, the Kertosusilo Gate Area (GKS) has a very important position with its sea area having the busiest shipping lanes in Indonesia with 15,409 vessels operating at the end of 2021. The dense distribution of port activities in sea transportation creates complex problems which impact on delays in cargo delivery in Tanjung Perak Harbor. Problems that arise include sedimentation due to the construction of the Maspion Indonesia Port terminal, narrowing of sea water and changes in sea area which causes narrowing of the Madura Strait sea area, as well as complaints from port users regarding shipping lanes, anchoring areas in terms of depth, area, Vessel Traffic Services (VTS), services. ship guidance and security. Based on these problems, research was carried out on the utilization and needs of the anchorage area at Tanjung Perak Port. Starting with conducting research preparation, collecting data by compiling data related to the general picture of economic growth, especially in the East Java region as well as operational technicalities and conditions of the Tanjung Perak port. So that we can obtain the results of utilization research for a docking area capacity of 20,330 ships per year with a utility value of the docking area at Tanjung Perak Port of 73.5%.

Abstract

The port is one of the distribution centers for goods in which there are loading and unloading activities. Loading and unloading activities sometimes involve loading and unloading personnel and heavy equipment which raises the potential for hazards that can cause work accidents and damage to goods. The purpose of this research is to conduct a risk assessment using the HIRARC (Hazard Identification, Risk Assessment and Risk Control) method on bagged fertilizer unloading work in the TUKS PUSRI Banyuwangi Branch Port area. The stages of bagged fertilizer unloading work activities include the unloading activity process, which consists of five work stages: opening the ship's hatch, workers (stevedores) entering the hatch, stevedoring, cargodoring, and delivery. The results stated that from a total of 5 work stages, 26 sources of hazards were identified with 6 sources of low risk level hazards at 23%, 7 sources of moderate risk level hazards at 27%, 6 sources of high risk level hazards at 23%, and 7 sources of very high risk level hazards (extreme) at 27%. Control measures that can be implemented are conducting briefings on OHS (Occupational Health and Safety) before starting work activities, supervision of compliance with the use of complete personal protective equipment and also the need for sanctions for workers who do not comply with the rules for using personal protective equipment.

Abstract

Indonesia memiliki target pada tahun 2025, sampah plastik di laut berkurang hingga 70%, namun dari tahun 2019 hingga 2022 produksi sampah plastik di laut baru berhasil dikurangi sebesar 28,5%. Pelibatan banyak pihak dalam upaya penanganan sampah plastik di laut sudah berjalan namun masih lambat. Walau Indonesia telah memiliki aturan dengan meratifikasi MARPOL 73/78, namun permasalahan dalam pengelolaan sampah di atas kapal masih banyak terjadi. Dalam upaya memahami hal tersebut, peneliti tertarik untuk meneliti penerapan penanganan limbah sampah di atas kapal yang dapat berkontribusi dalam pencemaran air laut. Penelitian ini menggunakan metode penelitian pendekatan kualitatif dengan teknik analisis data Root Cause Analysis (RCA) dari hasil observasi, wawancara, sebagai data primer dan studi literatur, garbage management plan, dan garbage record book sebagai data sekunder. Penelitian ini bertujuan untuk mengetahui akar permasalahan dalam penerapan penerapan MARPOL 73/78 Annex V pada penanganan limbah sampah di Kapal MT. Bumi Indonesia. Hasil penelitian menunjukkan bahwa kapal MT. Bumi Indonesia telah menerapkan prosedur penanganan sampah sesuai prosedur dalam Marpol 73/78, namun dalam kondisi tertentu penanganan limbah menjadi kurang efektif disebabkan karena rute yang panjang dan waktu berlayar yang relatif lama sehingga tempat penyimpanan dan pembuangan sampah melebihi kapasitas dan ABK menjadi lalai dalam pemisahan dan pembuangan sampah.

Abstract

Salah satu bahaya serius yang dapat mengancam nyawa dan kerugian harta benda adalah kebakaran. Dalam konteks pelabuhan nelayan kesiapan dalam menghadapi kebakaran di kapal sangatlah krusial. Peralatan pemadam kebakaran di pelabuhan perikanan sangat penting untuk memastikan keselamatan personel, perlindungan properti, dan pengendalian kebakaran yang efektif. Tujuan dari kegiatan pengabidan pada Masyarakat ini adalah meningkatkan pengetahuan dasar peningkatan motivasi, wawasan dan kompetensi nelayan Pantai Popoh dalam menangani kebakaran. Pengabdian kepada masyarakat dilaksanakan melalui penyampaian materi berupa pelatihan keselamatan terkait pemadaman api dengan menggunakan Pompa Portable. Dimana yang menjadi sasaran kegiatan adalah nelayan di Pelabuhan Perikanan Pantai Popoh. Kegiatan pengabdian ini berjalan lancar sesuai dengan yang diagendakan. Hal ini karena antusiasme yang tinggi dari peserta dan dukungan penuh dari Pelabuhan Perikanan Pantai Popoh Tulungagung.

Abstract

Kapal Ro-Ro memiliki tingkat risiko keselamatan operasional yang relatif tinggi, khususnya terkait dengan pengikatan muatan kendaraan selama pelayaran. Pengikatan muatan yang tidak sesuai prosedur berpotensi menyebabkan pergeseran muatan, gangguan stabilitas kapal, hingga kecelakaan pelayaran. Penelitian ini bertujuan untuk mengevaluasi prosedur pengikatan muatan kendaraan terhadap keselamatan operasional kapal Ro-Ro pada KM. Mila Utama. Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif melalui observasi langsung di atas kapal, wawancara dengan Mualim I dan Kelasi, serta studi dokumentasi. Evaluasi dilakukan dengan membandingkan praktik pengikatan muatan di lapangan dengan standar keselamatan yang ditetapkan oleh International Maritime Organization (IMO) dan ketentuan International Convention for the Safety of Life at Sea (SOLAS). Hasil penelitian menunjukkan bahwa secara umum prosedur pengikatan muatan kendaraan telah diterapkan, namun masih ditemukan beberapa ketidaksesuaian, antara lain jarak penempatan kendaraan yang terlalu rapat, kondisi peralatan lashing yang aus, serta sudut dan ketegangan tali pengikat yang belum memenuhi ketentuan standar. Ketidaksesuaian tersebut berpotensi meningkatkan risiko pergeseran muatan dan menurunkan tingkat keselamatan operasional kapal, terutama pada kondisi cuaca buruk. Penelitian ini menegaskan pentingnya evaluasi berkala terhadap prosedur pengikatan muatan, peningkatan kompetensi awak kapal, serta pemeliharaan peralatan lashing guna mendukung keselamatan pelayaran kapal Ro-Ro secara berkelanjutan. Ro-Ro ships are associated with relatively high operational safety risks, particularly related to vehicle cargo securing during voyages. Improper cargo securing procedures may lead to cargo shifting, reduced ship stability, and serious maritime accidents. This study aims to evaluate vehicle cargo securing procedures in relation to operational safety on board the Ro-Ro vessel KM. Mila Utama. A descriptive qualitative approach was employed, utilizing direct onboard observations, interviews with the First Officer and deck crew, and documentation analysis. The evaluation was conducted by comparing actual cargo securing practices with safety standards established by the International Maritime Organization (IMO) and the International Convention for the Safety of Life at Sea (SOLAS). The results indicate that although cargo securing procedures have generally been implemented, several non-compliances remain, including insufficient spacing between vehicles, worn lashing equipment, and improper lashing angles and tension that do not fully meet prescribed standards. These deficiencies may increase the risk of cargo movement and compromise operational safety, particularly under adverse weather conditions. The study highlights the necessity of regular evaluation of cargo securing procedures, continuous crew training, and proper maintenance of lashing equipment to enhance the operational safety of Ro-Ro vessels.
