Abstract

Poverty is often a serious discussion in overcoming it. The government has not found a glimmer of hope in overcoming poverty, even though the government continues to look for various ways so that poverty can be conquered. The purpose of this study is none other than to analyze how the mechanism of distribution of the uninhabitable house assistance program discusses the priority scale, benefits and review of siyasah dusturiyah in fulfilling the rights of the community in Cileunyi Kulon Village. One of the countermeasures carried out in Cileunyi Kulon Village is by running several assistance programs related to uninhabitable houses. With this program, it is hoped that it can be of benefit in the realm of society, and realize the government's desire to reduce poverty. Cileunyi Kulon Village has realized the uninhabitable house assistance program as one of the government's achievement targets in making the community prosperous, with the aim of maintaining human life in accordance with maqashid sharia, namely promoting maslahat, and leaving mudharat. The principle of siyasah dusturiyah which includes trust and justice makes how a leader exercises his power in accordance with Islamic law that refers to the Qur'an and Hadith. Therefore, the review of siyasah dusturiyah is used as an analysis knife in this research in Cileunyi Kulon Village because this research is considered in line with what is based on the principles of jurisdiction.

Abstract

This research analyzes the implementation of the rule requiring motorcyclists to turn on their headlights during the day from the perspective of siyasah dusturiyah. The purpose of this research is to find out the stages of implementation of turning on the headlights of motorcycles during the day from year to year and the impact of the implementation of this regulation in Bogor Regency. The research method used in this research is a case study method with an empirical legal approach. The data analysis technique in this research uses a mixed method, in which the data in this research is taken qualitatively and quantitatively and then described descriptively to draw conclusions. The results showed that when this regulation was first socialized, many people in Bogor Regency rejected and ignored the existence of this regulation, but over time the community has been much more orderly and accepting, although some people are still indifferent. The socialization carried out by Satlantas Polres Bogor is also almost declared successful because most people know this rule even though there are a small number of people who think that this rule has not been socialized properly. The impact of this rule is also positive, which is a decrease in the number of accidents after the implementation of this rule. The siyasah dusturiyah analysis of this rule shows that this rule is in line with the objectives of maqashid sharia where the focus of this rule is to preserve lives and property. This is in line with the principle of siyasah dusturiyah which prioritizes the benefit of the people.

Abstract

This study discusses the implementation of voting rights for non-domiciled university students in the 2024 Simultaneous Elections in Bandung City. The research aims to examine the mechanisms and obstacles in the protection of political rights for non-domiciled students by the General Elections Commission (KPU) during the 2024 elections, based on Law Number 7 of 2017 concerning General Elections. In addition, the siyasah tanfidziyah perspective in this study highlights the government’s responsibility to ensure accessible political rights for student groups with high mobility. This research was conducted using a qualitative method with a juridical-empirical approach. The findings indicate that although technical regulations such as the mechanism for moving voting locations are available, administrative, socialization, and technical barriers still hinder the optimal participation of non-domiciled students. Government policies should reflect the principles of siyasah tanfidziyah, such as justice, trustworthiness, and responsibility, in guaranteeing the voting rights of all citizens.

Abstract

The extension of the village head's term of office from 6 years to 8 years based on Law Number 3 of 2024 raises various implications for the sustainability of village government, especially in the implementation of development. This study aims to analyze the impact of this policy on village development in Purwakarta Regency using the Maslahah Mursalah perspective. The research was conducted through a qualitative method with a juridical-empirical approach, using interview, observation, and documentation techniques. The research location focused on two villages with different statuses, namely Ciwareng Village (independent) and Malangnengah Village (developing). The results of the study show that a longer term of office can be beneficial if supported by visionary, participatory leadership, and a strong monitoring system, such as in Ciwareng Village. Conversely, without accountable leadership and good community participation, as in Malangnengah Village, this policy has the potential to cause harm in the form of development stagnation and weak village governance. Thus, the policy of extending the term of office of the village head will only be beneficial if accompanied by a sustainable evaluation and accountability mechanism.

Abstract

This study examines the implementation of Good Governance principles in improving public services at the Department of Population and Civil Registration (Disdukcapil) of Ciamis Regency from the perspective of Siyasah Dusturiyah. The purpose of this research is to analyze how principles such as transparency, accountability, participation, professionalism, and efficiency are applied in civil administrative services and how Islamic values in governance strengthen these efforts. A qualitative descriptive approach was used with juridical-empirical and normative methods, supported by primary data through field observation and interviews. The findings show that while Disdukcapil Ciamis has initiated service innovations such as the SILANCAR system and the “Jempol Si Manis” outreach program, challenges remain due to limited human resources, infrastructure, and shortages of e-ID card blanks. In the Siyasah Dusturiyah framework, public service is considered a trust (amanah) that must be carried out fairly, transparently, and responsibly. Therefore, institutional capacity building, digital technology adoption, and internalizing Islamic values are strategic steps to achieve good and competitive governance.
