Abstract

This study examines Indonesia's digital electoral governance systems—SILON, SIPOL, and SIREKAP—designed to uphold the constitutional principles of direct and fair elections (LUBER-JURDIL). SILON demonstrated an efficiency of 80% in processing candidate lists, achieving 30% compliance with female representation. SIPOL reduced administrative errors by 40%; however, systemic challenges remain. SIREKAP encountered a 12% discrepancy in vote recapitulation in rural areas such as Ogan Komering Ilir, mainly due to offline data entry bottlenecks (KPUD Sumsel, 2024). These issues illustrate Heeks' (2001) concept of the "design-reality gap," where failures arise not from technical inadequacies but from misalignments between digital systems and decentralized institutional contexts. SIPOL's dependence on manual submissions from 18 political parties resulted in delays, highlighting the phenomenon of "automation theater" (Warburton & Aspinall, 2019)—a superficial digitalization that obscures underlying bureaucratic inefficiencies. The contrast between urban and rural areas is significant. While SIREKAP's blockchain protocols ensured 89% transparency in urban precincts, they faltered in 31% of rural locations due to analog errors (KPU Technical Guideline No. 15/2023). In conservative regions such as Lahat, only 24% of candidate placements were female, despite SILON's gender quotas, indicating the presence of sociocultural barriers. The findings suggest the need for hybrid models that blend digital precision with grassroots engagement, as evidenced by KPUD Sumsel's literacy campaigns, which reduced SIREKAP discrepancies from 18% to 12%. Ensuring sustainable electoral integrity necessitates addressing institutional misalignments alongside technological advancements

Abstract

This study aims to implement and evaluate the effectiveness of the Asset-Based Community Driven approach in empowering women economically within local communities. This approach positions community assets as the primary foundation for creating sustainable social and economic transformation. The project was implemented using a participatory, descriptive qualitative research design, divided into five main stages: community asset mapping, collective vision development, action planning, resource organization, and implementation and reflection. All stages actively involved women in the process of identifying strengths, developing business plans, and implementing economic activities based on local potential. Program results indicate a significant increase in women's awareness of their own and their community's potential, the emergence of new locally-based leadership, and increased economic capacity, including digital literacy and small business management skills. Furthermore, the program also resulted in the formation of a solidarity-based business network among women who support each other. These findings confirm that the ABCD approach is capable of promoting empowerment rooted in the internal strengths of the community, and not simply the transfer of knowledge or economic assistance. This approach is relevant for replication as an alternative model for more inclusive, sustainable, and gender-equitable development.

Abstract

Indonesia’s travel industry has undergone rapid digital transformation, with online travel agents  emerging as key platforms due to increasing internet penetration, improved digital infrastructure, and rising consumer demand for fast and convenient travel services. This shift has intensified competition, making service quality and effective recovery mechanisms critical for maintaining customer loyalty. This study aims to empirically analyze the effect of e-recovery service quality on e-loyalty, mediated by e-service recovery satisfaction and e-trust among online travel agent customers in Indonesia. Using a descriptive quantitative approach, the study employed SEM-PLS with SmartPLS 3.0 and SPSS 23, involving 150 purposively sampled respondents. The results reveal that e-recovery service quality positively affects e-loyalty, e-service recovery satisfaction, and e-trust. Additionally, e-service recovery satisfaction positively influences e-trust, and e-trust positively impacts e-loyalty. However, e-service recovery satisfaction does not directly affect e-loyalty. In terms of mediation, e-trust partially mediates the relationship between e-recovery service quality and e-loyalty, while e-service recovery satisfaction does not mediate this relationship. Managerially, the study suggests that online travel agent managers should improve compensation policies, such as providing vouchers or points, and enhance service recovery features to ensure quick, user-friendly, and informative problem resolution.
