Abstract

The development of educational technology has driven the need for multimedia teaching materials that are more interactive, adaptive, and relevant to the characteristics of 21st-century students, especially in the subject of Pancasila and Citizenship Education ( PPKn ). In the field, teaching materials are still found to be static and have not been fully able to increase student learning engagement and critical thinking skills. This study aims to develop multimedia teaching materials for PPKn learning through a Design-Based Research (DBR) approach that focuses on the development, validation, and refinement of products iteratively based on user feedback. The research was conducted in four DBR stages needs analysis, design, development, and evaluation involving PPKn teachers , media experts, material experts, and high school students. The results of the study show that the developed multimedia teaching materials meet the feasibility indicators with very valid and very practical categories based on expert validation and limited field trials. In addition , the use of this teaching material has been proven to significantly increase learning motivation, student interaction, and understanding of citizenship concepts. The implications of the research emphasize the importance of integrating interactive technology in PPKn learning and the need for teacher training to optimize its implementation

Abstract

Education has a strategic role in shaping the legal awareness and character of students as the foundation of the life of the nation and state. However, the current educational reality still shows a gap between the mastery of legal knowledge and the internalization of legal values in the real behavior of learners. This study aims to analyze conceptually how education can function as a space for internalization of legal values through a pedagogical approach in character formation. This research uses the design of literature studies with a systematic literature review (SLR) approach to scientific articles, academic books, and reputable publications relevant to education, legal values, pedagogy, and character education, especially the last five years. The analysis was carried out thematically and conceptually to identify patterns, pedagogical approaches, as well as the implications of the internalization of legal values in educational practice. The results showed that the internalization of legal values in education is effective when done through reflective, contextual, and participatory pedagogical approaches, such as character education, critical pedagogy, and experiential learning. Legal values such as Justice, responsibility, honesty, and respect for the rights of others are proven to contribute significantly to the formation of the character of learners when consistently integrated in the curriculum, learning practices, and school culture. This study confirms that education not only serves as a means of transmitting knowledge, but also as a space for moral and social transformation in building the legal character of the younger generation

Abstract

Penelitian ini bertujuan menganalisis relevansi Pendidikan Kewarganegaraan terhadap reformasi administrasi publik di Kota Malang, dengan fokus pada dimensi nilai, etika, dan kesadaran kewarganegaraan aparatur negara. Penelitian menggunakan pendekatan kualitatif dengan metode normatif-empiris melalui studi kepustakaan, analisis dokumen kebijakan, serta wawancara mendalam dengan aparatur sipil negara dan akademisi. Hasil penelitian menunjukkan bahwa reformasi administrasi publik di Kota Malang masih didominasi oleh pendekatan struktural dan teknokratis sementara integrasi nilai-nilai kewarganegaraan dalam pembinaan aparatur belum dilakukan secara sistematis. Pendidikan Kewarganegaraan terbukti memiliki peran penting sebagai fondasi normatif dalam membentuk etika pelayanan, tanggung jawab publik, dan orientasi aparatur terhadap kepentingan masyarakat. Penelitian ini menegaskan bahwa penguatan reformasi administrasi publik memerlukan integrasi Pendidikan Kewarganegaraan sebagai bagian dari strategi pembangunan sumber daya manusia aparatur guna mewujudkan birokrasi yang demokratis, berintegritas, dan berkelanjutan.
