Abstract

Social conflict is an inevitable aspect of community life, which, if not properly managed, can result in social, economic, and psychological losses. This study aims to analyze the implementation of the compromise approach as an intervention model for resolving social conflicts in Kumbe Village, Rasanae Timur District, Bima City. The research employed a qualitative descriptive approach with a case study method, involving informants from community leaders, village officials, police officers, mediators, conflict actors, and affected residents. Data were collected through observation, in-depth interviews, and documentation, and analyzed using the Miles and Huberman model, with validity ensured through triangulation and member checking. The findings indicate that the Head of Kumbe Village consistently applied two conflict resolution styles: accommodation and compromise. The accommodation style is characterized by cooperation, openness to input, providing space for other parties, and maintaining harmony, which fosters a peaceful atmosphere and reduces tension. The compromise style is implemented through a give-and-take principle, emphasis on common ground, temporary resolutions in urgent situations, and practical decision-making, allowing conflicts to be resolved quickly, fairly, and acceptably to all parties. This study confirms that the compromise approach serves as an effective intervention model for managing social conflicts at the village level.

Abstract

This study aims to analyze the empowerment processes and institutional strengthening of farmer groups (Gapoktan) in Lelamase Village, Rasanae Timur District, Bima City, through education, training, and farm management development programs. Using a qualitative case study approach, the research involved purposively and snowball-selected informants, including Gapoktan leaders, farmer group members, agricultural extension officers, and local government officials. Data were collected through in-depth interviews, direct observation, and document analysis, and were examined using the interactive Miles and Huberman model, with validity ensured through triangulation and member checking. The findings reveal that institutional strengthening through education and training is highly effective, particularly in improving managerial capacities, practical skills, and technical understanding of both group leaders and facilitators. Farm management development also operates optimally, reflected in improved economic scale, commercial orientation, cooperation with rural cooperatives (KUD), partnerships with relevant stakeholders, and enhanced analysis of local resource and market potential, as well as the diversification of supplementary economic activities. Overall, the synergy among extension services, government support, and farmer group initiatives has successfully enhanced institutional capacity, autonomy, professionalism, and the overall welfare of farmers. These results underscore that structured and continuous empowerment strategies significantly contribute to strengthening agricultural institutions at the local level.

Abstract

This Community Service Program (PPM) was carried out as an implementation of the Tri Dharma of Higher Education at Mbojo Bima University in response to the declining quality of character among the younger generation, particularly in Doridungga Village, Donggo District, Bima Regency. The growing phenomenon of moral degradation among adolescents necessitates strengthened character education through synergy between families, schools, and the community. This activity aims to enhance the knowledge, understanding, and awareness of parents and community members regarding the importance of character education as a foundation for shaping positive behavior in children. The method employed involved face-to-face counseling sessions through lectures, discussions, and question-and-answer activities, engaging 48 participants and three resource persons from Mbojo Bima University. The material presented covered the basic concepts of character education, character values, and strategies for developing character through intervention and habituation. The results indicated a high level of participant enthusiasm, as reflected by numerous questions related to the implementation of character education in daily life. Despite several challenges, such as limited time and varying levels of participant comprehension, the overall objectives of the activity were achieved. Participants demonstrated improved understanding and awareness of the importance of character education, providing a positive impact on strengthening the roles of families and communities in shaping the character of the younger generation.

Abstract

This community service program aims to enhance the skills and economic independence of the residents of Talabiu Village Woha District Bima Regency, through training in the production of soft-boned bandeng presto (pressure-cooked milkfish). Talabiu Village has significant potential in milkfish cultivation; however, the added value of its products remains low due to limited post-harvest processing. The training was organized by PKBM Arrahman in collaboration with the Directorate of Courses and Training, Directorate General of Vocational Education, Ministry of Education, Culture, Research, and Technology, from July 1 to 20, 2025. The implementation methods included socialization, participatory training, mentoring, monitoring, and evaluation. The training materials covered the potential of milkfish resources, the bandeng presto production process, sanitation and hygiene practices, packaging techniques, and basic marketing strategies. The results show that participants successfully completed all stages of the production process and produced bandeng presto with good organoleptic qualities (taste, aroma, and texture). This activity had a positive impact on improving participants’ technical skills, entrepreneurial mindset, and the economic value of local fishery products. It is expected that this program will continue through independent production and the development of small-scale milkfish processing enterprises within the community.

Abstract

The People's Salt Business Program (PUGAR) is a government initiative aimed at improving the welfare of coastal communities through strengthening production capacity, enhancing access to capital, and promoting the development of community-based salt enterprises. However, studies examining the sustainability of the program from the perspective of coastal community empowerment remain limited, particularly at the local level. This study aims to analyze the sustainability of the People's Salt Business Program in empowering coastal communities in Talabiu Village, Woha District, Bima Regency, Indonesia. A qualitative research design employing a case study approach was adopted. Research informants were selected purposively and included representatives from the Bima Regency Marine and Fisheries Office, village government officials, fisheries extension officers, community salt business groups, community leaders, and business partners. Data were collected through observation, in-depth interviews, and documentation, and subsequently analyzed using an interactive model consisting of data condensation, data display, and conclusion drawing. Data validity was ensured through source, technique, and time triangulation. The findings indicate that the sustainability of the People's Salt Business Program has made a positive contribution to coastal community empowerment. This is reflected in improved access to business capital, increased salt production, and expanded marketing opportunities for locally produced salt. Furthermore, the program has strengthened the institutional capacity of community salt business groups through continuous guidance and mentoring, while also fostering business partnerships that support sustainable production and market development. Nevertheless, challenges remain in marketing and market accessibility, requiring ongoing support from government institutions and relevant stakeholders. Overall, the sustainability of the People's Salt Business Program has proven effective in enhancing the economic capacity, institutional resilience, and self-reliance of coastal communities in Talabiu Village.

Abstract

Digital transformation in village governance has emerged as a strategic imperative for enhancing public service quality, administrative efficiency, transparency, and accountability at the local government level. Within this context, the Village Information System (VIS) serves as a critical instrument for supporting data-driven governance and citizen-oriented service delivery. However, the successful development and implementation of VIS are influenced not only by technological infrastructure but also by leadership capacity and organizational readiness. This study aims to examine the leadership strategies employed by the Head of Jia Village, Sape District, Bima Regency, in the development of the Village Information System. A qualitative case study approach was adopted, with data collected through in-depth interviews, participant observation, and document analysis involving village officials, VIS operators, representatives of the Village Consultative Body (BPD), and community members. Data were analyzed using an interactive model comprising data condensation, data display, and conclusion drawing and verification. The findings reveal that the Head of Jia Village adopted adaptive, participatory, and service-oriented leadership strategies to facilitate VIS development. These leadership practices were manifested across five dimensions of public service quality: (1) tangibles, reflected in the provision of digital infrastructure and supporting service facilities; (2) reliability, demonstrated through efforts to strengthen the competence and professionalism of village officials; (3) responsiveness, evidenced by the ability to address community needs promptly through both conventional and digital communication channels; (4) assurance, reflected in the enhancement of trust, service ethics, and institutional credibility; and (5) empathy, demonstrated through citizen-centered service approaches that prioritize accessibility and inclusiveness. Despite these achievements, VIS utilization remains suboptimal due to limited levels of digital literacy among community members, resulting in a continued preference for face-to-face service interactions. This study concludes that leadership plays a pivotal role in advancing digital transformation within village governance. The effectiveness of VIS development depends not only on technological readiness but also on the capacity of local leaders to integrate digital innovation with human resource development and community participation. The findings contribute to the growing body of knowledge on digital governance and rural leadership by highlighting the significance of adaptive and transformational leadership in sustaining digitalization initiatives at the village level.
