Abstract

Contemporary wars, such as the Russian invasion of Ukraine since February 2022, the Israel-Hamas conflict in Gaza since October 2023, and the civil war in Yemen since 2014, have caused widespread humanitarian crises: thousands dead, tens of thousands injured, and millions displaced and starving (Janowski, 2025; Al-Mughrabi & Farge, 2025; ACAPS, 2024). In an effort to protect civilians, International Humanitarian Law (IHL) rooted in jus in bello and the 1949 Geneva Conventions along with their Additional Protocols establishes basic protection norms in armed conflicts. This research aims to: (1) identify the roles of the United Nations (UN), the International Committee of the Red Cross (ICRC), and the International Criminal Court (ICC) in the enforcement of IHL; (2) evaluate the actual achievements and structural obstacles faced; and (3) compare the effectiveness of IHL enforcement mechanisms in the three conflicts. The method used is qualitative with a policy study and comparative design. Data were collected from official documents of the UN, ICRC, ICC, NGO reports (Amnesty, HRW), international law journals, and secondary field data from 2021–2025. Thematic analysis and cross-case source triangulation ensure the validity of the findings. The research findings indicate that the UN plays a role in normative advocacy and humanitarian assistance but is hindered by the Security Council's veto power; the ICRC carries out the mandate to protect victims but relies on access and negotiation with conflicting parties; while the ICC is only effective if the conflict countries ratify the Rome Statute, as in the case of Ukraine, whereas its jurisdiction over Israel and Yemen is limited. This study concludes that although international institutions strengthen HHI norms, political and legal constraints demand reform of the veto mechanism, expansion of ICC jurisdiction, and guarantees of unhindered humanitarian access. Abstract

This study investigates the transformation of technocratic leadership in China under Xi Jinping and its implications for Indonesia’s resilience and development. Xi’s leadership, characterized by the fusion of technocratic competence, political centralization, and ideological consolidation, generates a paradox: while it enhances bureaucratic efficiency and strengthens China’s global influence, it also creates risks of economic dependency, geopolitical pressure, and erosion of democratic principles. For Indonesia, this transformation offers development opportunities through initiatives such as the Belt and Road, yet simultaneously poses challenges to maritime sovereignty and strategic autonomy. By employing a qualitative literature review of academic studies, policy documents, and relevant publications, this research contributes to the discourse on technocratic leadership by underscoring its cross-national consequences and provides practical insights for Indonesia to formulate adaptive responses through partnership diversification, institutional strengthening, and enhanced national resilience.

Abstract

This study discusses the urgency of an integrity-based strategic leadership model and Pancasila in adaptive defence human resource management towards Indonesia Emas 2045. The aim is to formulate a conceptual framework capable of responding to the complexity of global challenges characterised by an era of volatility, uncertainty, complexity, and ambiguity. The research uses qualitative methods with a systematic literature review approach to relevant national and international literature for the period 2000–2025. The results of the study show that effective strategic leadership requires the integration of three main pillars: national values based on Pancasila, the internalisation of integrity as a moral foundation, and adaptive resilience capacity in the face of hybrid threats. The discussion emphasises that these three pillars interact with each other to form an integrative leadership model that can strengthen the character, professionalism, and competitiveness of defence human resources while ensuring moral legitimacy and national cohesion. These findings have implications for the formulation of defence policies that emphasise a balance between technical competence, national values, and strategic adaptability. Thus, this study contributes to enriching the literature on strategic leadership and offers practical guidance for the development of Indonesian defence human resources that are characterful, sustainable, and visionary.

Abstract

Global geopolitical shifts demand that Indonesia’s defense relies not only on technology but also on defense human resources with integrity. This study examines the role of integrity in transformational leadership as a strategic foundation for developing defense human resources in facing the defense doctrine within the new geopolitical era. A literature review with thematic analysis of scholarly articles, books, and policy documents was conducted. The findings show that integrity serves as a normative foundation that strengthens value consistency, leadership legitimacy, and preparedness against multidimensional threats. Honesty, consistency, moral courage, accountability, and empathy enhance professionalism, organizational cohesion, and adaptability. The discussion emphasizes that integrity-based transformational leadership not only reinforces defense doctrine but also elevates Indonesia’s global credibility. The study concludes that integrity-driven transformational leadership is a strategic asset for achieving the vision of Golden Indonesia 2045, while suggesting further empirical research for practical validation.

Abstract

Abstract The digital era has introduced the threat of information warfare that disrupts political, social, and national security stability. Indonesia faces major challenges such as disinformation, polarization, and weak digital regulations, demanding adaptive and visionary leadership. This study analyzes Indonesia’s leadership challenges in dealing with global information warfare and formulates strategies for strengthening digital leadership. It employs a qualitative, literature-based normative analysis framed by transformational leadership theory and the perspective of non-traditional security. The analysis indicates that Indonesia’s digital leadership remains constrained by low digital literacy, weak human resource capacity, and fragmented policies, yet opportunities exist through strengthening data protection and platform accountability, developing a digital literacy ecosystem, and fostering hexa-helix collaboration. Addressing a gap in integrative scholarship, this article links digital leadership, transformational leadership, and non-traditional security to propose a coherent strategy for national information resilience. The study concludes that effective digital leadership lies in integrating a transformational vision, inclusive governance, and modern technology to safeguard information sovereignty and reinforce national resilience. Keywords: digital leadership, information warfare, national strategy, regulation, resilience
