Abstract

The objectives of this paper are to analyze economic growth through the GRDP (Gross Regional Domestic Product) figure which leaves a problem of regional disparity between districts/cities in Gorontalo Province and aims to identify potential sectors in districts/cities in Gorontalo. The analytical method used is location quotient, Klassen typology, Williamson analysis, and Gini ratio. The findings in this paper are where Gorontalo City is the center of economic activity, so it can be said that of the 17 (seventeen) Gorontalo provincial national income sectors, 15 (fifteen) of them are based sectors, 2 sectors are agriculture, forestry and the fisheries and mining and quarrying sector are not the basic sectors in Gorontalo City. Gorontalo City has 15 (fifteen) basic sectors, 3 (three) sectors that have the highest value for the base sector including the water supply sector, the sector of providing food and drinking accommodation, and the real estate sector. Another case with other districts that are hinterland areas for developed regions. High inequality in developed regions (Gorontalo City) and hinterland areas such as Gorontalo Regency, Bone Bolango Regency, North Gorontalo Regency, Boalemo Regency, and Pohuwato Regency are caused by backwash effects so that financially cannot focus on funding investment in its superior sectors. Leading sectors in Gorontalo Regency have 9 (nine) leading economic sectors, Bone Bolango Regency has 11 (eleven) leading economic sectors, North Gorontalo Regency has 6 (six) leading economic sectors, Boalemo Regency has 1 (one) leading economic sector and Regency Pohuwato has 6 (six) leading economic sectors.

Abstract

Land and Building Tax is a potential source of revenue for the region as one of the direct taxes. Land and Building Tax is a central tax because the object is in the area, then the region gets a bigger share. In Gorontalo Regency, mainly Tolagohula Sub-district, as in other parts of Indonesia, the land and property tax (PBB) is one source of local revenue. The management of the land and building tax (PBB) in Tolangohula sub-district is expected to lead to the welfare of the people in Gorontalo Regency.The purpose of this study is to determine how the effectiveness of tax revenue Earth and Building (PBB) in District Tolangohula Gorontalo District. Using the Ratio of the effectiveness of Land and Building Tax revenues (PBB) shows the ability of local governments in mobilizing Land and Building Tax (PBB) in accordance with the targeted. The ability to obtain Land and Building Tax (PBB) is categorized effective if this ratio reaches at least 1 or 100%. Overall, the acceptance effectiveness of Land and Building Tax (PBB) in District Tolangohula Regency Gorontalo during the period of 2012 to 2014 is in the effectiveness category.

Abstract

Abstract The development budget needed every year is increasing. For this reason the regional government must improve regional economic development with a targeted level of GDP to be proportional to the amount of regional expenditure. The government also determines the sources of revenue from regions that can be extracted. One of the most important sources of income is original income (PAD). The original regional income consists of regional taxes and levies, profits of regionally owned companies, results of regional wealth management, and other local revenue. Regional tax is a source of local revenue which has a significant role in the formation of local revenue. The purpose of this study was to determine the development of Regional Original Revenue (PAD) in North Gorontalo District. The quantitative analysis model is used to analyze the development of North Gorontalo Regency's Local Revenue (PAD) using the Times Series or the time needed to look at revenue potential, namely the Linear Trend method. In the results of this study stated that the original revenue (PAD) of North Gorontalo Regency in the future will continue to increase. Where it can be seen that in 2015 the original regional income (PAD) of North Gorontalo District which was compared to 2014 would have decreased by 983,042,804 Rupiah and in 2016 increased by 1,733,651,583 Rupiah when compared to 2014, while in 2017 North Gorontalo regency's local revenue (PAD) when compared to 2014 increased by 4,450,345,972 Rupiah. Abstrak Anggaran pembangunan yang dibutuhkan tiap tahun semakin meningkat. Untuk itu pemerintah daerah harus meningkatkan perkembangan ekonomi daerah dengan tingkat PDB yang ditargetkan agar sebanding dengan jumlah pengeluaran daerah. Pemerintah pun menentukan sumber-sumber penerimaan daerah yang dapat digali. Salah satu sumber penerimaan paling penting adalah pendapatan asli daerh (PAD).Pendapatan asli daerah terdiri dari pajak dan retribusi daerah, keuntungan perusahaan milik daerah, hasil pengelolaan kekayaan daerah, dan lain-lain pendapatan asli daerah. Pajak daerah merupakan sumber pendapatan asli daerah yang cukup besar peranannya dalam terbentuknya pendapatan asli daerah.Tujuan dari penelitian ini adalah untuk mengetahui perkembangan Pendapatan Asli Daerah (PAD)  di Kabupaten Gorontalo Utara. Model analisis kuantitatif digunakan untuk menganalisa perkembangan Pendapatan Asli Daerah (PAD) Kabupaten Gorontalo Utara menggunakan Times Series atau runtut waktu untuk melihat potensi pendapatan yaitu metode Trend Linier.  Dalam hasil penelitian ini menyatakan pendapatan asli daerah (PAD) Kabupaten Gorontalo Utara dimasa yang akan datang akan terus mengalami peningkatan. Dimana dapat dilihat bahwa pada tahun 2015 pendapatan asli daerah (PAD) Kabupaten Gorontalo Utara yang ada apabila dibandingkan dengan tahun 2014 akan mengalami penurunan sebesar 983.042.804 Rupiah dan pada tahun 2016 meningkat sebesar 1.733.651.583 Rupiah apabila dibandingkan dengan tahun 2014, sedangkan tahun 2017 pendapatan asli daerah (PAD) Kabupaten Gorontalo Utara apabila dibandingkan dengan tahun 2014 meningkat sebesar 4.450.345.972 Rupiah.

Abstract

Desa Wisata adalah suatu bentuk integrasi antara atraksi, akomodasi dan fasilitas pendukung yang disajikan dalam suatu struktur kehidupan masyarakat yang menyatu dengan tata cara dan tradisi yang berlaku. Kegiatan ini bertujuan untuk mengembangkan tata kelola objek wisata Masjid Walima Emas desa Bongo. Desa Wisata Bongo Provinsi Gorontalo memiliki beberapa objek wisata yang memadukan antara alam, budaya, religi dan kearifan lokal. Salah satu objek wisata yang menarik adalah masjid walima emas yang berada dipuncak gunung desa Bongo. Secara empiris objek wisata ini belum dikelola dengan baik mengikuti standar yang berlaku. Oleh karena itu salah satu upaya yang dilaksanakan adalah melalui penerapan ilmu pengetahuan dan teknologi community-based tourism. Tahapan kegiatan meliputi: perencanaan, pelaksanaan dan evaluasi terhadap tata kelola objek wisata masjid walima emas. Hasilnya menunjukkan 1) terdapat peningkatan tata kelola pada wisata masjid walima emas, 2) meningkatnya partisipasi aktif masyarakat dalam tata kelola wisata masjid walima emas, 3) adanya peran aktif dari sektor UMKM selaku penyedia kerajinan dan Kelompok Pokdarwis sebagai penyelenggara wisata masjid walima emas. Pada masa yang akan datang untuk mengupayakan keberlanjutan tata kelola wisata masjid walima emas melalui pendampingan operasionalisasi tata kelola pariwisata bersama wisata lainnya.

Abstract

Kegiatan pengabdian masyarakat ini dilaksanakan di Desa Botubarani, Gorontalo, dengan tujuan untuk mengembangkan ekowisata berkelanjutan sebagai sumber pendapatan alternatif bagi masyarakat pesisir. Meskipun desa ini memiliki potensi besar dalam sektor ekowisata, pemanfaatannya masih terbatas dan belum memberikan manfaat ekonomi yang maksimal bagi masyarakat. Oleh karena itu, kegiatan ini bertujuan untuk meningkatkan pemahaman, keterampilan, dan kapasitas masyarakat dalam mengelola ekowisata yang ramah lingkungan dan berkelanjutan. Kami menggunakan berbagai metode, seperti penyuluhan edukatif, pelatihan keterampilan praktis, diskusi kelompok terarah (FGD), dan pendampingan dalam pengembangan produk lokal berbasis potensi alam. Hasil dari kegiatan ini menunjukkan adanya peningkatan kesadaran dan keterampilan masyarakat, terutama dalam mengelola wisata, mempromosikan produk lokal, serta memanfaatkan media sosial untuk tujuan promosi. Partisipasi aktif masyarakat menjadi kunci keberhasilan, dan kegiatan ini memberikan dampak positif tidak hanya dari segi ekonomi, tetapi juga dalam pelestarian alam. Ke depan, dengan dukungan kebijakan dari pemerintah daerah, kegiatan ini berpotensi berkembang lebih luas dan memberi manfaat yang lebih besar bagi masyarakat pesisir

Abstract

This study examines the factors influencing the participation of Bentor drivers in the National Health Insurance (JKN) program in Gorontalo Regency. Using a logistic regression model, the findings indicate that age and mobile phone ownership significantly impact JKN enrollment, whereas education, income, and distance to healthcare facilities do not show a meaningful effect. These results suggest that awareness and accessibility play a more crucial role in shaping participation decisions than traditional socioeconomic factors. The increasing use of mobile technology highlights its potential in expanding JKN coverage. Individuals with mobile phones have better access to information and a more convenient registration process, which increases their likelihood of joining the program. Meanwhile, the non-significant effect of education and income implies that knowledge about JKN is not solely dependent on formal education or financial capacity. Policy implications from this study emphasize the need for digital-based outreach programs to enhance awareness of JKN benefits. Social media, mobile applications, and online registration systems can improve access and facilitate a more efficient enrollment process. Furthermore, targeted policies for informal workers, including incentives or simplified administrative procedures, may encourage broader participation. In conclusion, JKN participation is driven more by access to information and ease of registration than by socioeconomic status. Strengthening digital initiatives and designing inclusive policies can significantly improve JKN coverage, ensuring better healthcare protection for all segments of society. This study provides valuable insights for policymakers in developing more effective strategies to enhance healthcare accessibility in Indonesia.

Abstract

Wisata hiu paus di Desa Botubarani, Gorontalo, merupakan potensi bahari unggulan yang mendorong transformasi ekonomi masyarakat pesisir. Namun, pengelolaannya masih menghadapi tantangan seperti ketimpangan manfaat ekonomi, lemahnya kelembagaan, dan rendahnya kesadaran konservasi. Kegiatan ini bertujuan meningkatkan kapasitas masyarakat dalam perencanaan dan pengelolaan desa wisata bahari melalui pemetaan partisipatif serta membangun komitmen kolaboratif antar pemangku kepentingan untuk mewujudkan wisata berkelanjutan. Menggunakan pendekatan kualitatif partisipatif, data dikumpulkan melalui observasi, wawancara mendalam, FGD, dan pemetaan komunitas berbasis SIG. Hasil kegiatan menunjukkan bahwa pendekatan partisipatif mampu meningkatkan keterampilan teknis dan kesadaran ekologis masyarakat, memperkuat kelembagaan lokal seperti Pokdarwis, serta menghasilkan rencana pengembangan wisata yang berorientasi konservasi dan kesejahteraan sosial. Temuan ini menegaskan pentingnya sinergi antara masyarakat, pemerintah desa, dan lembaga mitra dalam menciptakan tata kelola wisata bahari berkelanjutan. Implikasinya, model pemetaan partisipatif dapat dijadikan acuan dalam perencanaan pembangunan desa wisata di daerah pesisir lainnya. Kegiatan ini penting karena memperkuat konsep community-based tourism di Indonesia, dan studi lanjutan disarankan untuk mengintegrasikan hasil pemetaan ke sistem digital GIS serta mengevaluasi dampak sosial-ekonomi jangka panjangnya.

Abstract

Tourism villages are tourism assets that are empowered and developed with all their uniqueness and attractiveness to attract tourist visits to the location of the village. The empowerment of Assisted Villages aims to apply the concept of community-based tourism in Bongo religious tourism village to Walima Festival tourism objects. The role of the community in this concept is very important for the sustainability of tourism. The use of community-based tourism methods can improve people's welfare in the economic sector. One of the interesting attractions in Bongo Tourism Village is the Walima Festival. Despite the uniqueness and advantages of this tourist attraction, it has not been managed properly. This activity goes through several stages, namely: planning, implementing, and evaluating the management of Walima Festival tourism objects, strengthening the role of the community, and technical guidance. The results show there is an increase in governance in Walima Festival tourism, local people's understanding of active participation in Walima Festival tourism, and an active role from the MSME sector as a craft provider and the Pokdarwis Group as a tour organizer.
