Abstract

This review article investigates and examines the obstacles and critical challenges to Yemen's development and economic security, focusing on the consequences of protracted conflict, hyperinflation, and inadequate government. The study employs a qualitative research methodology, synthesizing insights from scholarly literature, reports from international organizations, and case studies to explore the complex dynamics at play. Data was gathered by doing focused searches using keywords like “problems,” “development,” “economic security,” “stabilization,” and “Yemen” on websites including Google Scholar, ScienceDirect, and Scopus. This comprehensive analysis aims to provide a nuanced understanding of Yemen’s current economic landscape and the factors contributing to its decline. Results reveal that Yemen's protracted conflict has seriously harmed the country's economic framework, resulting in pervasive poverty, unstable food supplies, and a breakdown of social services. Corruption and inept governance have exacerbated these problems, impeding efforts to stabilize the economy and restore public trust. The impact of large international help is still limited because of continued violence and logistical obstacles in the delivery of relief. According to the study's findings, Yemen's recovery would necessitate a multimodal strategy that includes investments in education and career training, currency stabilization, economic diversification, and governance reforms. Effective governance and ongoing international support are also critical to achieving sustainable development and long-term stability.

Abstract

Smart School Transportation (ACS) is a program from the Ponorogo Regency Government as an effort to make it easier for students to get free school transportation. The purpose of this research is to describe the evaluation of the implementation of the ACS Program and to describe the inhibiting and supporting factors for the implementation of the ACS program in Ponorogo Regency. This type of research is descriptive qualitative. Data analysis techniques Qualitative analysis is carried out through data collection, data reduction, data presentation, and withdrawal conclusion. The results of the study show that the ACS program in the District Ponorogo is still not running effectively. In terms of effectiveness, it has not been effective because there are still many underage children who use motorbikes. The efficiency aspect has been fulfilled because it has implemented cost and time efficiency in program operations. In the aspect of adequacy still not fulfilled because of the limited number and capacity of the fleet in transporting students. In the aspect of alignment it is still not evenly distributed because there are still many schools that have not received program services. The responsiveness aspect has received response and support from ACS users and parents. Aspects of provisions, programs This ACS is right on target, namely to transport students. In the implementation of the ACS program, of course, there are inhibiting and supporting factors. The inhibiting factor for the first ACS program was resources, because human resources in the form of Department of Transportation staff were inadequate to carry out socialization and financial resources were also inadequate, which affected the provision of fleets and the provision of program support facilities. The second inhibiting factor is the bureaucratic structure due to the absence of Standard Operating Procedures (SOP) that are clear and regional regulations that cover program implementation. While the supporting factors for the implementation of the first ACS program, namely, communication through transmission and clarity of information have been running optimally. The second supporting factor is the attitude of the implementer that liveliness officer executor socialization from Service Communications Ponorogo Regency for schools and students is carried out continuously every new school year.

Abstract

Adoption of e-government is one of the government's ongoing efforts to improve the standard of public services. Mount Merbabu National Park (BTNGMb) established an online climbing registration system and assessed the carrying capacity of the area. This is also an effort to protect natural areas for conservation. Users continue to voice complaints about the system. Therefore, the goal of this study is to determine the factors influencing the frequency of usage of the online climbing registration system available from the Mount Merbabu National Park Office. The analytical tool was the Unified Model of Electronic Government Adoption (UMEGA). In this study, associative quantitative methods and convenience sampling are employed. The questionnaire was given to one hundred participants, each of whom was registered and led a climbing group. The acquired data was evaluated using the partial least squares structural equation modeling (PLS-SEM) technique using the SmartPLS 4.1.0.3 application. The results show that the UMEGA model can predict the interest of 73.5% of respondents in using BTNGMb's online climbing registration system, while factors outside the scope of this study affect the remaining respondents. The five UMEGA variables—user attitudes, societal influence, business expectations, performance expectations, and facility circumstances—have a favorable effect on interest in using BTNGMb's online registration system. Perceived risk has little effect on enthusiasm in using BTNGMb's online climbing registration system in the interim. These findings can be used, particularly for the Mount Merbabu National Park Office, as evaluation material and input while developing an online climbing registration system.

Abstract

The development of civil servant (ASN) competencies at the Service Unit (Satpel) of Type A Kertonegoro Terminal in Ngawi aims to enhance professionalism in public service, particularly in land transportation, and to improve the terminal's operational management system. However, the implementation of competency development in the field often faces various challenges. This study explores the implementation of ASN competency development at the Type A Kertonegoro Terminal and the factors influencing its execution. This research uses a qualitative descriptive method, which seeks to explain phenomena in depth through data collection techniques such as interviews and document analysis. The data obtained were analyzed through three stages: data reduction, data presentation, and conclusion drawing. The findings indicate that the implementation of competency development at the Satpel of Type A Kertonegoro Terminal has not yet reached optimal levels. Several influencing factors include: first, internal communication tends to be one-way and directive, failing to accommodate employees’ aspirations for skill development; second, limited human resources in terms of both quantity and quality; third, low employee motivation to improve competencies through formal education due to the rotating work schedule (24 hours on, 24 hours off), which makes it difficult to balance education, work, and family responsibilities; and fourth, the Satpel Terminal is not authorized to manage its own budget, which diminishes motivation for competency development. To address these issues, the East Java Land Transportation Management Center (BPTD), as the parent office overseeing the Kertonegoro Terminal Satpel, has undertaken several initiatives. These include establishing collaborations with educational institutions, preparing annual plans for competency development needs, nominating staff for available training programs, and encouraging proactive participation in online training sessions.

Abstract

Palestinians face significant challenges in accessing quality healthcare due to various factors, including a shortage of medical professionals and facilities, inadequate infrastructure and equipment, political unrest, and violence. Despite efforts to reform the healthcare system, many Palestinians continue to struggle to obtain decent healthcare. This study conducted a narrative review using qualitative data collection methods to analyze the difficulties and possibilities for improving healthcare resources and services in Palestine. The research examined the current state of healthcare resources and services in Palestine and identified the primary challenges to expanding access to high-quality healthcare. These results align with the review’s goals by identifying areas that require enhancement to improve healthcare access and quality in Palestine. A narrative review of 18 articles revealed that Palestine's healthcare system requires significant improvements in many areas, such as infrastructure, financing, and governance, to address the existing issues. The formation of primary healthcare clinics increased financing for medical care, and the development of healthcare infrastructure and funding emerged as potential remedies for enhancing the healthcare system in Palestine. Substantial advancement in healthcare infrastructure, financing, and governance are necessary to ensure Palestinians have access to the healthcare services they need to thrive. Our study emphasizes the importance of addressing the challenges faced by the Palestinian healthcare system and highlights potential opportunities for improvement. By implementing the suggested remedies, policymakers and stakeholders can work towards enhancing the quality and accessibility of healthcare services in Palestine.

Abstract

Electronic Government (e-Government) has been implemented in Indonesia at both the central and regional levels, where Information and Communication Technology (ICT) is integrated with public services in order to increase effectiveness, efficiency, and transparency. Surakarta has succeeded in creating an application that operates online which can be used to access population administration services, namely Dukcapil application (Dukcapil dalam genggaman in Indonesian term). This application is designed to make it easier for some people of Surakarta who are still experiencing problems if they have to directly access population administration services, whether constrained in terms of time, energy, and cost. As part of population administration services and population information systems, user satisfaction is important for Dukcapil Dalam Genggaman because it is related to the quality of the services provided and the success of implementing the application. User satisfaction can be influenced by several factors. Therefore, this study will examine the factors that influence user satisfaction of Dukcapil Dalam Genggaman. These factors were adapted from a model for measuring the level of user satisfaction with information systems, namely End User Computing Satisfaction (EUCS), which measures satisfaction based on content, accuracy, format, ease of use, and timeliness. This study aims to determine the effect of these factors on user satisfaction of Dukcapil Dalam Genggaman. The questionnaire was distributed to users of Dukcapil Dalam Genggaman and successfully obtained a sample of 107 users. The data analysis used is multiple linear regression. It was found that content, accuracy, ease of use, and timeliness have a significant effect on user satisfaction of Dukcapil Dalam Genggaman. Meanwhile, the format does not have a effect on user satisfaction of Dukcapil Dalam Genggaman. Based on these findings, the Department of Population and Civil Registration of Surakarta is recommended to develop Dukcapil Dalam Genggaman by focusing on the factors that affect user satisfaction of the application.

Abstract

This study aims to analyze what factors support the successful implementation of Smart Villages in rural Indonesia. The research method used was a systematic literature review (SLR), by analyzing 16 selected articles from the Scopus database using strict inclusion-exclusion criteria and the PRISMA procedure. The results of the study show that five main factors drive the success of Smart Villages, namely: the provision of digital technology and infrastructure, social participation and the improvement of people's digital literacy, village digital economy transformation, leadership and adaptive governance, as well as sustainability characteristics such as precision agriculture, renewable energy, sharing economy, and social innovation. The discussion emphasized that smart village development must be based on multi-actor collaboration with a technological approach tailored to the local context. The conclusion of this study is that the success of Smart Villages depends on a combination of technological, social, economic, and institutional factors. However, the limitations of this study lie in the non-use of primary field data and the limited sources of literature in Indonesian. For further research, it is recommended to conduct field studies in various village contexts, as well as the development of integrative models that combine social, cultural, and technological approaches to support the sustainability of Smart Villages.

Abstract

The research aims to analyze the stages of adopting the PaSar Jiwa innovation in the early prevention of mental health issues to address treatment gaps and social stigma. The method used is qualitative descriptive with the data analysis technique of the Miles and Huberman model. Data validity through triangulation technique, using data collection methods such as interviews, observations, and documentation. Research informants are doctors, nurses, and community health workers in the Bubakan Health Center area, selected through purposive sampling. Meanwhile, the informants for innovation adopters are selected using the accidental tal sampling technique. The research findings are as follows: Knowledge stage: 1) Indicator of knowledge about the existence of innovation. This indicator is influenced by two variables: individuals and communication behavior. The individual variable includes knowledge of solving mental health problems and cost savings. The communication behavior variable involves insufficient socialization to reach all community members. 2) Indicator of knowledge in using the innovation correctly. This indicator is influenced by individual variables indicating that handling is going well, while communication behavior is still limited due to a lack of human resources. 3) Indicator of knowledge about the functional principles of how and why the innovation works. This indicator is influenced by individual variables, where the implementers follow guidelines in carrying out the functions of the innovation. Persuasion stage: Characteristics of the innovation are influenced by four variables: 1) Relative advantage: measures comfort and satisfaction. The PaSar Jiwa innovation affects patient quality, making it advantageous. 2) Compatibility: measures consist of consistthe ency of values and adopters' needs for patient healing solutions.3) Trialability: influenced by the extent to which the innovation is gradually tested, facilitating adoption. 4) Observability: influenced by how visible the innovation is to others. Demonstrated through patient improvements, motivating adoption. Complexity does not affect this stage. Decision stage: Partial adoption of the innovation occurs, leading to quicker acceptance as adopters decide to receive the innovation. Implementation stage: The innovation is gradually tested despite uncertainty. Confirmation stage: Support and attitude of implementers/adopters confirm the sustainability of the innovation. Research suggests developing alternative methods to address the lack of mental health human resources. This could involve group discussions for adopters/patients, organized in each village with the involvement of community health workers and family members. Family support as listeners is crucial for individuals experiencing mental health disorders.
