Abstract

The Jakarta-Bandung High-Speed ​​Rail project, known as Whoosh, has transformed from a mere infrastructure ambition to the center of fiscal and national sovereignty debates in Indonesia. This study aims to analyze the debt status of Whoosh through a multidimensional approach encompassing legal, social, and political perspectives until early 2026. Legally, this study highlights the shift in the scheme from a purely Business-to-Business (B2B) to the involvement of the state budget through government guarantees based on Presidential Regulation Number 91 of 2023. From a social perspective, there is a dichotomy between the benefits of public mobility and the tax burden borne by the public due to PT KCIC's operational losses reaching trillions of rupiah. Politically, the sustainability of this project is a test of economic diplomacy between Indonesia and China, especially under the leadership of President Prabowo Subianto who has taken full responsibility for the debt restructuring. The data in this study were collected through a systematic literature review and analysis of recent policy documents. The results of the study indicate that restructuring through the investment agency Danantara is key to maintaining the financial stability of PT KAI as the parent consortium. In conclusion, resolving the Whoosh debt requires stronger regulatory harmonization to mitigate long-term fiscal risks while maintaining public service functions. Abstract

Pengabdian kepada masyarakat ini bertujuan untuk meningkatkan literasi digital masyarakat dalam menghadapi hoaks dan disinformasi di era media sosial. Jumlah peserta dalam kegiatan ini sebanyak 40 orang. Metode pelaksanaan dilakukan melalui sosialisasi, diskusi, pelatihan, praktik langsung, pendampingan, dan evaluasi. Hasil kegiatan menunjukkan adanya peningkatan pemahaman peserta mengenai karakteristik hoaks, disinformasi, serta langkah-langkah sederhana dalam memverifikasi informasi digital sebelum menyebarkannya kepada orang lain. Hasil evaluasi juga menunjukkan peningkatan nilai rata-rata peserta pada seluruh aspek penilaian, nilai post-test tertinggi terlihat pada aspek kesadaran untuk tidak menyebarkan informasi palsu nilai rata-rata 91. Selain meningkatkan pengetahuan, kegiatan ini juga berhasil membangun sikap kritis dan kesadaran peserta dalam menggunakan media sosial secara lebih bijak dan bertanggung jawab. Meskipun terdapat kendala berupa perbedaan tingkat pemahaman teknologi digital dan keterbatasan waktu pelaksanaan, kegiatan tetap berjalan efektif melalui pendekatan pendampingan langsung dan diskusi kelompok. Secara keseluruhan, kegiatan pengabdian ini memberikan dampak positif terhadap peningkatan literasi digital masyarakat sehingga diharapkan mampu meminimalkan penyebaran hoaks dan disinformasi di lingkungan sosial.

Abstract

Badan Permusyawaratan Desa (BPD) merupakan salah satu unsur penyelenggara pemerintah Desa yang di pilih secara demokrasi. yang disebut Badan Permusyawaratan Desa di karenakan memiliki peran penting untuk menampung aspirasi masyarakat, mengelola aspirasi masyarakat serta mengawasi kinerja kepala desa selama masa jabatannya. Fenomena yang terlihat bahwa Badan Permusyawaratan Desa belum sepenuhnya melaksanakan tugasnya sebagai tupoksi BPD. Berdasarkan fenomena yang telah di sebutkan, maka dilakukan penelitian untuk mengetahui bagaimana pelaksanaan tugas Badan Permusyawaratan Desa Karamatwangi Kecamatan Cisurupan Kabupaten Garut dan apa yang menjadi faktor penghambat yang dapat mempengaruhi pelaksanan tugas Badan Permusyawaratan Desa berdasarkan dari Peraturan Daerah Kabupaten Garut Nomor 4 Tahun 2020 Tentang tentang Badan Permusyawaratan Desa. Metode yang digunakan penulis adalah metode kualitatif dengan pendekatan penelitian normatif-empiris, dan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian dapat di simpulkan bahwa pertama, pelaksanaan tugas Badan Permusyawaratan Desa Karamatwangi Kecamatan Cisurupan Kabupaten Garut sebagai pelaksana legilasi belum berjalan dengan baik di karenakan oleh kesibukkan anggota BPD nya. kedua faktor sumber daya manusia dan latar pendidikan anggota BPD rendah Sehingga tidak terlalu mengetahui mengenai tentang tupoksi BPD dan yang terakhir mengenai perda nomor 4 tahun 2020 belum mengetahuinya di karenakan kurangnya komunikasi dengan anggota BPD lainnya.

Abstract

Industri makanan olahan merupakan pilar penting ekonomi kreatif, namun Usaha Mikro, Kecil, dan Menengah (UMKM) sering menghadapi tantangan terkait standar kebersihan dan kepatuhan sertifikasi halal. Program pengabdian masyarakat ini bertujuan untuk meningkatkan daya saing UMKM makanan olahan di empat kota besar Indonesia: Jayapura, Makassar, Palembang, dan Bandung, melalui pelatihan standar kebersihan dan percepatan sertifikasi halal. Metode yang digunakan adalah Transfer Teknologi Partisipatif melalui pelatihan intensif, bantuan dalam penyusunan dokumen sistem jaminan produk halal, dan pendidikan tentang praktik sanitasi makanan. Hasil program pengabdian masyarakat menunjukkan peningkatan pemahaman peserta sebesar 85% tentang peraturan Jaminan Produk Halal (JPH) dan standar sanitasi operasional. Lebih lanjut, kegiatan ini berhasil memulai pengajuan sertifikasi halal untuk 120 UMKM di empat wilayah tersebut. Implikasi dari kegiatan ini adalah penguatan posisi pasar UMKM lokal dalam menghadapi persaingan di tingkat nasional dan global melalui keamanan produk dan jaminan halal.

Abstract

This study analyzes the political communication rhetoric of Indonesia's defense diplomacy under Prabowo Subianto, specifically focusing on the conceptualization of the "Board of Peace" framework. Indonesia has traditionally maintained a staunch, constitutionally mandated pro-Palestinian stance while avoiding formal diplomatic ties with Israel. However, contemporary geopolitical shifts require a more nuanced, pragmatic communication strategy that balances ideological solidarity with international security realism. Utilizing a qualitative approach rooted in rhetorical analysis and political discourse frameworks, this paper examines Prabowo's public speeches, international forum addresses, and diplomatic statements regarding the Middle East conflict. The analysis reveals that the "Board of Peace" rhetoric functions as a dual-targeted communication instrument. On one hand, it employs an ethos of Islamic and anti-colonial solidarity to satisfy domestic constituencies and regional allies. On the other hand, it utilizes a pragmatic logos that acknowledges the structural realities of Israeli security guarantees as a prerequisite for any viable two-state consensus. Indonesia is shifting to defensive realism: from being a passive supporter of Palestine to an active global mediator.

Abstract

The discourse on gender-neutral toilets has sparked a multidimensional debate in Indonesia, a Muslim-majority country that upholds religious values ​​and Eastern norms. This study aims to analyze the existence of gender-neutral toilets through a dual lens: the perspective of Islamic law (Maqasid al-Shari'ah) and international human rights instruments. Using normative legal research methods with a conceptual and comparative approach, this article explores the tension between the inclusiveness of public spaces for gender minorities and the principles of privacy ( khalwah ) and gender segregation in Islamic tradition. The results show that while the human rights perspective emphasizes non-discriminatory accessibility and human dignity according to the Yogyakarta principles, the Islamic perspective in Indonesia tends to emphasize the protection of public morality and the boundaries of aurat. However, there is a dialectical space through the principle of maslahah mursalah to provide safe facilities without disrupting the existing social order. This study concludes that the implementation of gender-neutral toilets in Indonesia requires a hybrid model that takes into account local sensitivities to avoid escalating social conflict.

Abstract

This study examines the legal liability of digital platforms in the dissemination of illegal content through a normative legal analysis, with a particular focus on reconstructing a framework that effectively protects citizens’ rights. The rapid growth of digital platforms such as Google, Meta Platforms, and TikTok has intensified challenges related to intermediary responsibility, as these platforms increasingly function not only as passive conduits but also as active amplifiers of information. Existing liability regimes, primarily based on notice-and-takedown mechanisms, are found to be insufficient in addressing the scale and complexity of illegal content dissemination. Using primary, secondary, and tertiary legal materials, this research analyzes current regulatory frameworks and identifies key gaps, particularly in terms of legal clarity, enforcement effectiveness, and the protection of fundamental rights. The study highlights the tension between safeguarding freedom of expression and ensuring protection against harmful content, noting that both under-regulation and over-regulation pose risks to citizens’ rights. Comparative insights, including developments under the Digital Services Act, demonstrate a shift toward more proactive and structured approaches to platform accountability. The study proposes a reconstructed liability framework based on the principles of proportionality, due diligence, transparency, and effective remedy. This model seeks to balance platform accountability with the protection of fundamental rights, offering a more adaptive and rights-oriented approach to digital governance. The findings contribute to the development of legal policies that align technological advancement with the protection of citizens in the digital era.

Abstract

The enactment of Law No. 1 of 2023 concerning the Indonesian Criminal Code marks a significant transformation in Indonesia’s criminal justice system by introducing probation and community service as principal non-custodial sanctions. These forms of punishment reflect a shift from a predominantly retributive approach toward a more rehabilitative, proportional, and restorative-oriented sentencing policy. This study aims to analyze the legal construction of probation and community service under Law No. 1 of 2023 and to assess their consistency with the principles of restorative justice. The research applies a normative legal method using statutory, conceptual, and comparative approaches. The legal materials consist of Law No. 1 of 2023, Law No. 22 of 2022 concerning Corrections, relevant international instruments, and scholarly literature on restorative justice and non-custodial sanctions. The materials are analyzed qualitatively through descriptive, systematic, and prescriptive legal interpretation. The findings show that probation and community service provide progressive alternatives to short-term imprisonment by supporting offender rehabilitation, maintaining family and employment relationships, reducing prison overcrowding, and encouraging accountability through supervision and socially beneficial work. However, these sanctions do not fully constitute restorative justice mechanisms because victim participation, mediation, restitution, and reconciliation remain limited. Their effectiveness depends on comprehensive implementing regulations, institutional readiness, judicial consistency, qualified supervisory personnel, inter-agency coordination, and community involvement. The study concludes that Law No. 1 of 2023 establishes an important normative foundation for restorative-oriented sentencing in Indonesia, although further institutional and procedural development is required to ensure that probation and community service effectively achieve justice, legal certainty, social benefit, and public protection.
