The Author Team provides a resolution mechanism with the implementation of Cyber Notary in a hybrid manner, which is a combination of current notary practices, namely conventionally with digital implementation, this is as the concept of progressive law which states that there are always weaknesses in the dynamics of law, as we know that existing laws will certainly always change and develop in society along with the social dynamics that occur. In implementing this hybrid system, it is important to adjust the laws related to Cyber Notary to the work area, the person appearing and reading the deed, signing to storing the deed, in addition, related parties such as the Indonesian Notary Association (INI) are also needed in the training and certification process specifically for notaries who will carry out Cyber Notary. Because in the context of implementing Cyber Notary, it is necessary to adjust the laws and regulations in order to provide legal certainty for Notaries and ensure the legality and authentication of electronic deeds are equivalent to conventional deeds, so that there is no overlap or ambiguity related to Cyber Notary in the formation or storage of an authentic deed.

This research is a qualitative research, data collection techniques are done by observation, in-depth interviews, and documentation. This research consists of 4 components, namely the human resource component by measuring internal factors consisting of attitude, skills, and knowledge, where the three benchmarks are sufficiently fulfilled. External factors of human resources with the first indicator of work tools (tools) have not been maximized. Second, work support resources include adequate funds and supporting infrastructure, third, coworkers are quite good in implementation. The minimum hardware requirements are PC/laptop, router, printer, and electricity network. The hardware resource component is still found to be not fully supportive and adequate. The software resource component, in terms of processes and computer programs that support EMIS, is quite well implemented. Data resources in the application of EMIS are seen from 3 sub-indicators, namely data categories, timeliness of data collection, and rules in the data collection process where the three elements are quite well done by EMIS operators. Supporting factors that support the implementation of EMIS consist of first, the role of the leadership by coordinating the implementation of EMIS.

Abstract

Universities must carry out digital transformation in the era of the Industrial Revolution 4.0 and Society 5.0. The application of infor-mation technology brings the hope of increasing lecturer performance and ultimately improving student quality. The use of information technology and lecturer technological competence will help achieve optimal performance. The demands of the application of information technology are thought to cause a new phenomenon known as "tech-nostress", which is the negative effects and stress triggers that arise from the use of technology in various areas of life, including the work-place. This study offers lecturer technological competence variables because they have an impact on the effectiveness of the use of infor-mation technology, so that the model built combines three important variables (use of information technology, technological competence, and technostress) to explain lecturer performance in the digital era. The study will use a quantitative survey approach to solve the prob-lem. Data were analyzed using the structural equation modeling (SEM) method to test the hypothesized relationship. The results showed that there was an influence of the use of digital technology on technostress, while digital competence had a negative influence on technostress. The technostress variable had a negative influence on lecturer performance. This study is expected to provide a better un-derstanding of how the use of information technology, technological competence, and technostress affect lecturer performance in the digi-tal era. Based on existing findings to reduce the impact of tech-nostress due to the use of digital technology, lecturers' ability to mas-ter technology must be improved. The model built can be a basis for further, more specific research, for example investigating the influ-ence of certain technologies on technostress or the moderating role of other supporting factors.
