Abstract

This study aims to analyze the application of information technology in the preparation of village financial reports in Palolo District, Sigi Regency. The independent variable in this study is the application of information technology (Siskeudes), while the dependent variable is the preparation of village financial reports. The population in this study were village governments from six villages in Palolo District, with six respondents as the research sample. Respondents consisted of village officials directly involved in financial management, especially the village treasurer. Data collection techniques used were interviews and documentation, while data analysis techniques used a qualitative approach through three stages: data reduction, data presentation, and conclusion drawing. The research results indicate that the application of information technology in the preparation of village financial reports in Palolo District has not been optimal. Key obstacles include unstable internet access and a lack of understanding among village officials regarding the use of the Siskeudes application. This situation hinders the effectiveness and efficiency of village financial reporting and highlights the need for increased capacity and infrastructure to support the comprehensive digitalization of village financial governance.

Abstract

This research delves into the algorithmic complexities of the King of Diamonds game from Alice in Borderland II, a unique variant of the Keynesian Beauty Contest. This game features imperfect information, dynamic player elimination, and a critical rule where the objective is to choose a number closest to 80% of the average of all chosen numbers. We propose and evaluate a Bayesian Learning Agent designed to adapt its strategy against diverse opponents. The BLA employs Bayesian inference to dynamically update its beliefs about opponent behaviors, integrating these predictions into a Keynesian Beauty Contest decision-making framework. Through extensive simulations, the BLA consistently demonstrates superior performance. For instance, in games against four random opponents, the BLA achieved a survival rate of 67.00%, significantly outperforming the random players' combined 33.00% survival rate, and consistently maintained an average absolute distance to the target of 10.59 units across rounds. Notably, against four naive Fifty players, the BLA achieved a 100.00% survival rate with an extremely low average distance of 0.08 units, concluding games in a single round. Furthermore, the study provides a specialized algorithmic analysis for the game's challenging two-player endgame, where it exhibited a 1.30% draw rate in relevant scenarios. Our findings offer novel insights into designing adaptive AI agents for complex, imperfect information games with unique convergence dynamics, extending the understanding of computational strategies in evolving competitive environments.

Abstract

The regulation of Sharia Information Technology-Based Peer to Peer Financing Services (LPBBTI) is essential for its operational and supportive role in creating a prudent Sharia LPBBTI ecosystem. In July 2022, the Financial Services Authority issued a new regulation, Financial Services Authority Regulation No. 10/POJK.05/2022, which replaced the previous one. This research analyses the legal relationship, operational procedures, and protection of Sharia LPBBTI users under the latest regulation. The study applied normative juridical research and used relevant legal materials obtained through document studies. The findings reveal that POJK No. 10/2022 regulates the legal relationships between parties and protects service users but does not restrict the relationship between recipients and organisers of Sharia LPBBTI. Additionally, the regulation does not provide alternative dispute resolution mechanisms outside the court and only applies to licensed Sharia LPBBTI operators, leaving illegal operators outside its scope.Pengaturan Layanan Pembiayaan Bersama Berbasis Teknologi Informasi Syariah (LPBBTI) sangat signifikan sebagai pijakan operasional dan untuk mendukung ekosistem LPBBTI syariah yang prudent. Pada bulan Juli 2022, Otoritas Jasa Keuangan menerbitkan Peraturan Otoritas Jasa Keuangan (POJK) No. 10/POJK.05/2022 yang menggantikan POJK No. 77/POJK.01/2016.

Abstract

This study aims to delineate the extent to which financial distress and information technology contribute to financial statement fraud, with corporate governance serving as a moderating variable. The analysis centers on BUMN listed on IDX, utilizing secondary data drawn from audited annual reports accessible via official IDX records and the respective corporate websites. The population comprises BUMN entities listed from 2021 to 2024, with samples selected through purposive sampling. The study employs panel data regression analysis, utilizing the EViews10 application as an analytical tool. The findings reveal that financial distress bears a significant relationship with financial statement fraud, a linkage that is notably reinforced in the presence of sound corporate governance. Moreover, information technology is found to influence fraudulent reporting practices, although corporate governance does not appear to moderate this particular effect. The findings underscore the pivotal role of corporate governance as a strategic safeguard against the manipulation of financial statements, especially in times marked by heightened financial distress. Accordingly, the cultivation of strong governance frameworks may serve as a safeguard against the escalation of fraudulent financial behavior.

Abstract

This study aims to evaluate the governance and performance of the FIF Mobile Collection information system implemented at PT Federal International Finance POS Baros using the COBIT 5 framework. As mobile-based applications become critical tools in financial operations—particularly in billing and collection activities—ensuring their security, efficiency, and alignment with organizational goals is imperative. The COBIT 5 framework was adopted to assess the maturity and capability of IT processes, with a specific focus on the DSS05 process: Manage Security Services. Data was collected through observation, interviews, and documentation analysis, and evaluated using the COBIT 5 Process Assessment Model (PAM). The results of the audit show that the DSS05 process achieved Capability Level 3, meaning the process is well-defined and implemented but not yet fully measurable or optimized. The assessment revealed that Levels 1 and 2 were fully achieved, while Level 3 was largely achieved (60–66.66%), indicating the need for performance monitoring and continual improvement mechanisms. Several gaps were identified in the areas of risk management, incident response, and user training, which present potential threats to data security and system reliability. The findings also indicate partial alignment of the system with key enterprise goals such as customer service excellence, operational agility, and information-based decision-making. However, the lack of real-time monitoring, formalized response procedures, and predictive controls hinders the organization from achieving higher governance maturity. Recommendations include implementing automated security tools, conducting regular IT risk assessments, and enhancing user awareness programs. This study concludes that while the FIF Mobile Collection system delivers operational benefits, improvements in governance maturity—guided by COBIT 5—are essential to ensuring secure, efficient, and strategically aligned system performance in the long term.
