Abstract

Savings and loan cooperatives are essential for advancing financial inclusion, especially in rural communities. However, many cooperatives still rely on manual or semi digital systems such as spreadsheets to manage member data and financial transactions. This condition results in low efficiency, delayed reporting, limited transparency, and frequent recording errors. This study aims to design and implement a web based cooperative information system to address operational inefficiencies at Korong Gadang Cooperative in West Sumatra, Indonesia, which serves over 120 active members. The system was developed using the Rapid Application Development (RAD) method, which emphasizes iterative prototyping and user involvement to accelerate development. The process consisted of three stages: requirements planning, system design and construction, and implementation. Modules include member management, savings and loan transactions, financial reporting, and an interactive dashboard. Black Box Testing was used to validate functionality, and user feedback was collected from 12 cooperative staff through questionnaires. The results show significant improvements in performance. Report preparation time decreased from 3–5 days to just 1 day. The system also enhanced data accuracy and transparency, enabling members and staff to access transaction information in real time. In conclusion, the web based cooperative information system developed with the RAD method has proven effective in improving efficiency and accountability. The system can be adopted by similar small-scale cooperatives with basic digital infrastructure. Future development may include mobile access, integration with payment systems, and analytical features to support data driven decisions.

Abstract

Usability refers to the quality of the user experience when interacting with a product or system, including websites, software, devices or applications. Usability is about effectiveness, efficiency and overall user satisfaction. OLIS (Online Library Information System) is an information system that functions as a catalog for managing the Del Institute of Technology library. Based on the usability value measurement results, the OLIS website has an SUS value of 41.25 or a “poor” level of usability. This shows that the usability aspect of the website must be improved. To achieve good usability, a usability evaluation is carried out using the think aloud method. This evaluation is carried out for at least 2 iterations until the OLIS usability value reaches a minimum value of 80. The results of the first iteration evaluation are 18 problem findings which are then analyzed to make the first iteration improvement design. Furthermore, the second iteration identifies problems from the first evaluation and produces 17 usability problems which will then be analyzed to make a second iteration improvement design that will be made into the final high fidelity prototype. The SUS measurement results on the OLIS website which have been evaluated by think aloud is 85.25 or the usability level is "excellent".

Abstract

This study aims to evaluate the simultaneous influence of human resource competence, the utilization of information technology, and process transparency on public service performance, particularly in the certification of Good Processed Food Production Methods (CPPOB) at the Food and Drug Supervisory Agency (BBPOM) in Bandar Lampung, Indonesia. Responding to increasing public demands for food safety and the complexity of certification services, this research investigates how administrative and technological factors shape institutional performance. A quantitative approach was employed, involving 275 respondents who had accessed CPPOB certification services. Multiple linear regression analysis was conducted to measure the effect of each independent variable. The findings reveal that all three variables significantly influence public service performance, with human resource competence contributing the most (β = 0.313), followed by information technology (β = 0.152) and process transparency (β = 0.147). The study provides both theoretical and practical implications. Theoretically, it reinforces the discourse of public service delivery based on good governance and public value management. The results highlight the importance of institutional strategies focusing on employee training, digital infrastructure development, and transparent service procedures. These findings contribute to public sector reform efforts in Indonesia, particularly in enhancing responsiveness, efficiency, and accountability in food safety supervision.

Abstract

Purpose: This study aims to develop a user interface and user experience (UI/UX) prototype for an Employee Management Information System (EMIS) at PT. Galsoft. The research focuses on addressing the manual administrative processes that are still widely used in the company's daily operations. The primary objective is to produce an interface design that aligns with user needs and improves the efficiency of work processes. Methods: This research adopts a User Centered Design (UCD) approach, consisting of four main stages: understanding the context of use, specifying user requirements, designing solutions, and evaluating the design. The prototype developed focuses solely on the UI/UX aspects without involving full system implementation. Usability evaluation was conducted using the System Usability Scale (SUS), involving 38 respondents from various divisions within the company. Result: The evaluation results show that the developed UI/UX prototype achieved an average SUS score of 89.4. This score indicates that the design has a high level of usability, is easy for users to operate, and supports the administrative workflows required by the organization. These findings demonstrate that the UCD approach effectively contributed to creating a design that is both functional and responsive to user needs. Novelty: This study contributes to the field of administrative information system prototyping in workplace environments that have yet to adopt digital solutions. The novelty of this research lies in the comprehensive application of the UCD approach, combined with SUS based usability evaluation, to produce a relevant and functional design that is ready to be further developed into a fully implemented system.

Abstract

The rapid development of digital technology has created a new space for internet-based crimes, one of which is cyberbullying targeting children as victims. This phenomenon continues to rise in Indonesia, in line with the high rate of social media usage among minors. Nevertheless, the existing legal system has not been sufficiently responsive in addressing cyberbullying specifically, especially when viewed from the perspective of child protection. The Law on Electronic Information and Transactions (Law No. 11 of 2008 in conjunction with Law No. 19 of 2016) does not explicitly regulate cyberbullying as a criminal offense, while the Child Protection Law (Law No. 23 of 2002 in conjunction with Law No. 35 of 2014 and Law No. 17 of 2016) also does not adequately cover digital-based violence. This normative and implementative gap creates difficulties in prosecuting perpetrators and risks neglecting the rights of children who are victims of cyberbullying. This paper analyzes the need for a reformulation of criminal policy through the establishment of specific norms that explicitly criminalize cyberbullying against children. The research uses a normative juridical approach and emphasizes the importance of integrating child protection into every criminal legal policy in the digital era. The proposed reformulation includes revising the norms in the ITE Law and the Child Protection Law, as well as strengthening the roles of law enforcement officers and digital platforms. The findings of this study highlight the urgency of criminal law reform that is not only repressive, but also preventive and rehabilitative for child victims.
