Abstract

This study examines the implementation of information technology to improve the quality of public services in Loa Ipuh Darat Village by analyzing the effectiveness of the digitalization process using four policy implementation variables proposed by Edwards III: communication, resources, disposition, and bureaucratic structure. In addition, the study explores the supporting and inhibiting factors that influence the implementation of information technology in village-level public services. The objectives of this study are: (1) to describe and analyze the implementation of information technology in public services in Loa Ipuh Darat Village, Tenggarong District, Kutai Kartanegara Regency; and (2) to identify the supporting and inhibiting factors affecting its implementation. This research employed a qualitative descriptive approach. Data were collected through in-depth interviews, direct observation, and documentation. The interviews involved eight informants: the village head, the village secretary, two village administrative staff, one IT operator, two community members as service users, and one sub-district official. The study was conducted over three months, from March to May 2024. Data analysis followed the interactive model developed by Miles, Huberman, and Saldaña, which includes data condensation, data display, and conclusion drawing and verification. The findings indicate that the implementation of information technology in public services has shown mixed results. Communication has been carried out hierarchically and relatively clearly, although continuous technical assistance is still needed. Resources remain the main constraint, particularly limited human resource competence, budget constraints, and inadequate IT facilities. The disposition of both village officials and the community is generally positive and adaptive, but disparities in digital literacy persist. The bureaucratic structure provides formal regulatory support; however, its effectiveness is limited by rigid administrative procedures and the absence of a specialized IT unit at the village level. Supporting factors include leadership commitment, positive attitudes among village officials, and the availability of initial network infrastructure. In contrast, inhibiting factors include limited technical competence, unstable internet connectivity, dependence on external technicians, and a less responsive bureaucracy. These findings highlight that successful digitalization in public services depends heavily on resource readiness, bureaucratic flexibility, and adequate infrastructure support.

Abstract

Background: Tuberculosis (TB) requires long-term treatment, and non-adherence remains a major challenge that increases the risk of treatment failure and disease transmission. The Information–Motivation–Behavioral (IMB) model highlights the importance of social support in improving adherence. Community-based organizations, particularly youth and religious organizations, are deeply embedded in society and have the potential to support TB patients through information dissemination and motivational assistance. This study aimed to explore the role of community organizations in providing information and motivation to enhance treatment adherence among TB patients. Methods: A qualitative study with a phenomenological approach was conducted in the Serdang Bedagai health service area, North Sumatra, Indonesia. A total of 24 informants, including health workers, members of youth and religious organizations, and TB patients, were recruited using purposive sampling. Data were collected through in-depth interviews and analyzed using qualitative content analysis supported by Atlas.ti software. Results: Three main themes emerged: adherence to treatment, establishment of cooperation, and motivation. Community organizations supported adherence by facilitating regular meetings, assisting medication intake, establishing communication groups, and providing emotional, informational, and family support. Conclusion: The involvement of youth and religious organizations plays a critical role in strengthening TB treatment adherence. Integrating community-based support with health services may enhance motivation, supervision, and long-term treatment compliance among TB patients.

Abstract

This study aims to analyze the success of the Academic Information System (SIAKAD) at Nahdlatul Ulama University of West Sumatra (UNU Sumbar) in achieving its predetermined objectives. The study employs the Goal-Oriented Evaluation Model, first introduced by Robert E. Stake in 1967. Stake is a prominent educational evaluation scholar known for his goal-based evaluation approach, which is also discussed in Donna Mertens’ program evaluation framework. This research adopts a descriptive qualitative methodology to identify the primary objectives of the Academic Information System (SIAKAD) and to measure the extent to which these objectives have been achieved based on data collected from various stakeholders, including the Head of the Information Systems Unit at UNU Sumbar, lecturers, students, and institutional partners. Data were collected and analyzed through interviews, observations, and document analysis. The findings indicate that most of the primary objectives of the Academic Information System particularly improving administrative efficiency and data accuracy have been successfully achieved. However, several objectives related to user satisfaction, feature optimization, and system readiness in response to technological advancements still require further attention. Strategic recommendations are therefore proposed to enhance the sustainability of the Academic Information System (SIAKAD) at UNU Sumbar so that it can more effectively support the Tridharma of Higher Education within the university context.

Abstract

The Policy of the Public Information and Documentation Management Officer is designed to guarantee public access to information and strengthen transparency in local government administration. However, in practice, implementing this policy often reveals gaps between normative compliance and the operational performance of public information services. This article analyzes the implementation of the Public Information and Documentation Management Officer policy in Pohuwato Regency using the policy implementation model proposed by Van Meter and Van Horn. This study employs a descriptive qualitative approach, with data collected through observation, interviews, and document analysis. Data were analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing. The findings indicate that, normatively, the local government has established relatively comprehensive regulations and operational standards for public information services. Nevertheless, policy implementation has not been comprehensive and remains largely limited to responding to public information requests via online channels. Unsustainable resource availability, weak organizational functions for implementation, the absence of structured, formal communication mechanisms, and external support that remains primarily normative have led the policy to operate partially and reactively. These findings confirm that the implementation of the Public Information and Documentation Management Officer policy in Pohuwato Regency remains dominated by administrative compliance, without adequate institutional and operational strengthening to develop a functional, sustainable public information service system.

Abstract

This study aims to explore how principals’ supervision management contributes to improving teachers’ information and communication technology (ICT) competence in elementary schools. Using a qualitative case study design, the research was conducted in two public elementary schools in Tambora District, Jakarta. Data were collected through in-depth interviews, participant observation, and document analysis involving principals, teachers, and school supervisors. The findings reveal that supervision management, implemented through the functions of planning, organising, actuating, and controlling (POAC), plays a strategic role in strengthening teachers’ ICT competence. Participatory planning based on teachers’ needs, collaborative organisation of supervision teams, practice-oriented implementation through coaching and mentoring, and continuous monitoring and evaluation collectively foster teachers’ confidence, creativity, and ability to integrate digital technologies into classroom instruction. This study highlights that effective supervision management goes beyond administrative control and serves as a systemic approach to professional development. The findings have practical implications for school leaders in designing adaptive, sustainable supervision strategies to support digital transformation in elementary education.

Abstract

This article examines the concepts of religion, identity, and politics, as well as the concept of digital democracy and its impact on political participation in the information technology age. With the rapid growth of digital technologies and the expansion of online platforms, traditional forms of political participation have undergone fundamental changes that raise fundamental questions about the opportunities and threats to the progress of modern democracy. Opportunities such as increased access, facilitating communication between citizens and the government, greater transparency, and the participation of marginalized groups are examined. The role of technologies such as electronic voting, social media, blockchain, and artificial intelligence in improving democratic processes was considered. However, along with these opportunities, challenges such as the digital divide, the spread of misinformation, security risks, and privacy violations were also analyzed. Successful and unsuccessful case studies of the implementation of digital democracy in different countries, such as electronic voting and constitution writing through online participation, shed light on the practical dimensions of this phenomenon. Finally, the article emphasizes the need for smart policymaking, the development of media literacy, the protection of personal data, and the design of inclusive digital platforms to ensure that religion, culture, and identity are not compromised in the digital age. Continuous innovation, institutional adaptability, and collaboration between government, civil society, and technology companies are among the requirements for a successful transition to an inclusive, transparent, and sustainable digital democracy, although there is still a long way to go.
