Abstract

The development of the Society 5.0 era requires State-Owned Enterprises (SOEs) to improve public service quality amid increasing technological disruption and rising public expectations. However, public service delivery in SOEs continues to face strategic challenges, such as complaints regarding delays, inefficiency, procedural uncertainty, and low responsiveness. This study aims to examine the effects of Good Corporate Governance and Information and Communication Technology on service quality through service efficiency at PT PLN (Persero) Unit Pelaksana Pelayanan Pelanggan Berau. The study population consisted of 72 employees, and 69 valid responses were obtained using a census (saturated sampling) method. Data were collected through structured five-point Likert questionnaires and organizational documents, and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The results indicate that GCG significantly improves both service quality and service efficiency, and indirectly enhances service quality through service efficiency. ICT significantly influences service efficiency and indirectly improves service quality, although its direct effect on service quality is not significant. Service efficiency was found to mediate the relationships between GCG and ICT with service quality. These findings highlight the importance of implementing GCG principles and integrating ICT to streamline processes, enhance efficiency, and ultimately improve the quality of public services in SOEs.

Abstract

Digital transformation in public administration requires integrated and efficient personnel information systems. However, personnel management at the Ministry of Religious Affairs Office of Simalungun Regency remains semi-manual and fragmented, resulting in process inefficiencies, data inconsistencies, and limited information accessibility. This study seeks to develop and assess a web-based personnel information system by applying the User-Centered Design (UCD) approach to enhance service quality and optimize the user experience. The UCD method was applied iteratively through context analysis, user requirement specification, solution design, and usability evaluation. The developed system integrates geofencing-based attendance with real-time location monitoring, workflow-based leave management, and Key Performance Indicator (KPI)-based performance evaluation within a centralized platform. The usability assessment using the System Usability Scale (SUS) with 30 respondents yielded a mean score of 91.25 (Grade A), indicating excellent usability and high user acceptance. The findings further demonstrate that the integration of User-Centered Design (UCD) principles and geofencing technology contributes to improved attendance accuracy, administrative efficiency, information accessibility, and transparency in personnel management. The proposed system contributes to digital government transformation by providing an integrated and user-oriented solution for personnel administration in public sector organizations.

Abstract

The management of public health services currenly relies heavily on the integration of digital technology to minimize information fragmentation and support accurate managerial decision-making. This study aims to synthesize national data on the utilization of Health Information Systems (HIS) and evaluate the role of digital maturity in supporting the efficient management of public health service. The research method employs a qualitative approach with a literature review design through a systematic search of the Google Scholar and PubMed databases for literature published over the past 10 years. The results indicate that effective HIS imlementation positively correlates with improved healthcare worker perfomance and accelerated clinical administration, where accurate data can systematically optimize operational workflows. However, challenges were identified in the form of technical system constraits that cause long queues and the potential for increased administrative workload for nurses if the system is not holistically integrated. It is recommended that future EHR development focus on strengthening cross-system interoperability, simplifying reporting variables, and enhancing human resource capacity through continuous training.

Abstract

This study aims to describe the truth-seeking behavior of prospective mathematics teachers through the lens of mathematical resilience. This research employs a descriptive qualitative approach. The subjects were prospective mathematics teachers at an Islamic university in Malang, Indonesia, which selected through purposive sampling techniques. Data were collected using questionnaires, tests, and in-depth interviews. The data analysis techniques included data reduction, data presentation, and conclusion drawing/verification. The findings reveal that subjects with high mathematical resilience were able to meet all indicators of truth-seeking, as reflected in their comprehensive mastery of relevant information and their ability to solve problems systematically, even when confronted with contradictory information. Subjects with moderate resilience could only fulfill some indicators, indicating challenges in dealing with complex information. Meanwhile, subjects with low resilience demonstrated success in only a few indicators, highlighting significant difficulties in understanding and analyzing contradictory information. These notable differences emphasize the critical role of mathematical resilience in fostering truth-seeking abilities, particularly when integrating Islamic and mathematical perspectives.

Abstract

The adequacy and spatial distribution of educational facilities are essential indicators of institutional readiness, particularly for study programs undergoing accreditation and quality assurance processes. However, facility planning in higher education is often conducted through administrative inventories without sufficient spatial evidence to identify location-based gaps. This study aims to map the availability and insufficiency of educational facilities across study programs at the Faculty of Teacher Training and Education (FKIP), Nusa Cendana University, using a Geographic Information System (GIS). A descriptive qualitative method with a spatial approach was employed. Primary data were collected through direct field observation and coordinate recording of study program locations using the GPS Map Camera application, while spatial processing and cartographic visualization were conducted using ArcMap 10.8. The findings indicate that most study programs have not fully met the facility standards required by the Independent Accreditation Agency for Education (LAMDIK), particularly in relation to scientific laboratories, microteaching laboratories, and library facilities. The GIS-based mapping provides accurate georeferenced information on study programs with facility deficiencies and visualizes their spatial distribution within the FKIP environment. This study contributes to evidence-based educational facility planning by demonstrating how GIS can support institutional decision-making, accreditation preparation, and the equitable distribution of educational infrastructure. The results are expected to serve as a practical basis for university leaders and faculty management in prioritizing facility improvement and aligning infrastructure development with accreditation standards.
