Abstract

Digital transformation has significantly changed the way people access Islamic information through various digital platforms. While this development has expanded access to Islamic learning resources, it has also introduced challenges related to the spread of unreliable information, highlighting the need to strengthen Islamic digital literacy. This community service program aimed to enhance participants' Islamic digital literacy, optimize the use of digital Islamic education platforms, and reinforce Islamic character in the responsible use of virtual spaces. The program employed an educational-participatory approach consisting of preparation, educational sessions, interactive discussions, hands-on practice with digital platforms, mentoring, and evaluation through observations, pre-test and post-test questionnaires, and reflective discussions. The collected data were analyzed using descriptive qualitative methods. The results demonstrated significant improvements in participants' ability to identify credible sources of Islamic information, apply the principle of tabayyun (information verification), and utilize digital Islamic education platforms more effectively. Furthermore, participants exhibited more selective, critical, and responsible attitudes toward receiving and disseminating religious information in digital environments. The program also strengthened the internalization of Islamic character values, including honesty, trustworthiness, responsibility, proper conduct (adab), and digital media ethics. These findings suggest that digital Islamic education plays a strategic role in enhancing digital literacy while fostering adaptive character development without compromising Islamic values.

Abstract

This study was motivated by the suboptimal implementation of public information disclosure at the Department of Animal Husbandry and Animal Health of West Sumatra Province, particularly in providing access to information through digital media. The study aims to analyze the implementation of public information disclosure in the agency's public services. This research employed a descriptive qualitative approach. The research subjects consisted of the Secretary of the Department, the Head of the General Affairs, Personnel and Finance Subdivision, a Senior Veterinary Officer, and members of the public selected through purposive sampling. Data were collected through observation, interviews, and documentation. The findings reveal that public information disclosure has generally been implemented well through direct services, social media, and the role of the Information and Documentation Management Officer (PPID). However, public access to information has not been fully optimized due to technical problems with the official website, limited updates of digital information, and the low utilization of information media by the public. Therefore, improvements in digital information management, inter-agency coordination, and public information services are necessary.

Abstract

In the digital age, madrasah education transformation is often impeded by inadequate management information systems (MIS), resulting from disjointed technology integration, ineffective governance, and insufficient organizational commitment. This study analyzes how technology integration, governance, and organizational commitment drive madrasah education transformation to strengthen MIS effectiveness. Using a quantitative approach and Structural Equation Modeling–Partial Least Squares (SEM-PLS) on a sample of teachers in Makassar City, the study identifies education transformation as a central mediator. The findings reveal that technology integration (0.452) and governance (0.351) are the most dominant direct determinants of MIS effectiveness. Organizational commitment does not have a significant direct effect on MIS (p = 0.381). Still, it does have a significant indirect effect through a full mediation mechanism via education transformation, which is shown by changes in digital culture and new curriculum ideas. The structural model demonstrates excellent predictive power, explaining 76.3% of the variation in education transformation and 63.8% of the variation in MIS effectiveness. This research underscores that successful digitalization depends not only on technical readiness but also on the institution's ability to internalize technology through a comprehensive work culture transformation.

Abstract

This study examines the role of Management Information Systems (MIS) in organizational decision-making, with particular focus on Afghan organizations. Effective decision-making increasingly depends on accurate, timely, and relevant information, yet many organizations in developing countries still rely on manual methods that cause delays, errors, and weak decision outcomes. This paper adopts a systematic literature review (SLR) methodology, synthesizing 30 academic sources on MIS, decision quality, and organizational performance in developing-country contexts, interpreted against the Afghan public and private sector. The analysis shows that MIS improves decision quality by increasing the speed of report generation, reducing manual data-entry errors, and strengthening inter-departmental coordination. Established theoretical models consistently explain how system and information quality translate into better managerial decisions. However, implementation in developing countries such as Afghanistan is constrained by unreliable infrastructure, limited technical skills, resistance to change, weak management support, and poor data quality. The paper concludes that investment in infrastructure, continuous localized training, leadership commitment, and simplified user interfaces can substantially improve MIS performance and organizational decision quality, offering practical guidance for policymakers, organizational leaders, and IT managers in resource-constrained environments

Abstract

This study aims to evaluate the performance of the Information and Documentation Management Officer (PPID) in managing public information disclosure in Sleman Regency. Public information disclosure is a key indicator in achieving transparent, accountable, and participatory governance. However, monitoring and evaluation results by the Yogyakarta Special Region Information Commission indicate that the level of public disclosure by government agencies in Sleman Regency remains inconsistent, with some agencies not yet meeting the “informative” category. This study employs a descriptive qualitative approach with data collection techniques involving interviews and documentation. Research informants include the Regional Information Commission of the Special Region of Yogyakarta, the Communication and Information Technology Agency as the supervising body for PPIDs, and Regional Government Agencies as the implementing bodies. Data analysis utilizes public service performance indicators covering service quality, responsiveness, responsibility, and accountability. The results of the study indicate that the implementation of public information services has generally proceeded in accordance with regulations; however, challenges remain, such as limited human resources, suboptimal administrative management, and uneven capacity in information management. Therefore, institutional strengthening, enhancing human resource competencies, and optimizing the use of information technology are necessary to improve the quality of public information transparency services in Sleman Regency.

Abstract

Social media provides a space for freedom of expression, but on the other hand, it also gives rise to various problems such as the spread of hoaxes, hate speech, defamation, bullying, and privacy violations. This study aims to analyze the implementation of information policies based on the Electronic Information and Transactions Law (ITE Law) in handling the spread of content on TikTok, as well as evaluate the effectiveness of sanctions for violations. This study uses a qualitative approach with observation, documentation, and content analysis methods for several cases that went viral on TikTok, such as insulting the teaching profession (@riezky.kabah), blasphemy (@galihloss3), and assault and the spread of immoral content (@qila). The data analysis technique uses the Miles and Huberman model through the stages of data reduction, data presentation, and drawing conclusions. The implementation process takes place through the stages of violation detection, early intervention (takedown), law enforcement, and evaluation and application of sanctions. The research findings indicate that law enforcement has been carried out procedurally, but its effectiveness is still partial. The deterrent effect has not been fully formed, especially in cases of digital recidivism. Furthermore, there is a gap between regulations and the level of digital literacy of the community. Therefore, the implementation of information policy needs to transform from a reactive-punitive approach to a collaborative and preventative approach based on digital literacy. Libraries, as information management institutions, have a strategic role in strengthening information literacy to create a healthy, responsible, and equitable digital ecosystem.

Abstract

The low level of digital technology adoption by local governments to support public services and performance prompted this study. This study employs the Technology Acceptance Model (TAM) to evaluate how information literacy and digital literacy influence civil servants’ behavioral intentions regarding the use of digital technology in the workplace. A probability sample of 258 civil servants was surveyed for the quantitative investigation. PLS-SEM was used to analyze the data. The results indicate that information literacy and digital literacy have a significant positive effect on perceived ease of use, whereas only information literacy has a direct and significant effect on perceived usefulness. Furthermore, perceived ease of use strongly influences perceived usefulness and enhances civil servants’ behavioral intentions to adopt digital technology. This study concludes that civil servants’ information literacy and digital literacy play a crucial role in driving the adoption of digital technology within the government workplace. Strengthening information literacy and digital literacy integrated with user-friendly technology system design is essential to foster sustainable technology use and improve public service performance.

Abstract

This study analyzes the readiness for adopting Artificial Intelligence (AI) in educational information system management at SMK Negeri 1 Tanjung, Tabalong Regency, with a focus on digital promotion and new student enrollment. Employing a descriptive qualitative approach with an instrumental case study design, data were collected through in-depth interviews, observation, and documentation involving thirteen purposively selected informants, and analyzed using the Miles and Huberman interactive model. The findings indicate that the school is at the pre-adoption phase, characterized by platform-based digitalization but without substantive integration of algorithm-based AI systems. Three primary barriers were identified: low AI literacy among educational staff, fragmented information system data, and the absence of formal digital transformation policies. As the principal empirical and practical contribution, this study produces a contextual four-stage AI adoption roadmap tailored for vocational secondary schools, providing a realistic and evidence-based guide for progressing from pre-adoption to full AI-MIS integration.

Abstract

Generation Z is widely perceived as digitally competent, yet extensive access to information does not necessarily translate into critical evaluation skills. This systematic literature review examines the digital literacy paradox—the gap between perceived and actual information literacy—and its implications for trust in scientific authority. Following the PRISMA 2020 guidelines, literature published between 2015 and 2026 was identified from six databases. Of 1,226 records, 20 studies met the inclusion criteria for thematic synthesis. The review identifies four findings: assumptions of innate digital competence lack consistent empirical support; perceived literacy often exceeds actual competence, reflecting the Dunning–Kruger effect and the illusion of knowledge from online search; platform-driven information practices encourage reliance on non-authoritative sources; and interventions based on critical digital literacy, lateral reading, and psychological inoculation remain underdeveloped in Indonesia. The review concludes that declining trust in science is fundamentally a metacognitive and epistemic challenge requiring educational approaches that foster intellectual humility.
