Abstract

The low level of digital technology adoption by local governments to support public services and performance prompted this study. This study employs the Technology Acceptance Model (TAM) to evaluate how information literacy and digital literacy influence civil servants’ behavioral intentions regarding the use of digital technology in the workplace. A probability sample of 258 civil servants was surveyed for the quantitative investigation. PLS-SEM was used to analyze the data. The results indicate that information literacy and digital literacy have a significant positive effect on perceived ease of use, whereas only information literacy has a direct and significant effect on perceived usefulness. Furthermore, perceived ease of use strongly influences perceived usefulness and enhances civil servants’ behavioral intentions to adopt digital technology. This study concludes that civil servants’ information literacy and digital literacy play a crucial role in driving the adoption of digital technology within the government workplace. Strengthening information literacy and digital literacy integrated with user-friendly technology system design is essential to foster sustainable technology use and improve public service performance.

Abstract

This study analyzes the readiness for adopting Artificial Intelligence (AI) in educational information system management at SMK Negeri 1 Tanjung, Tabalong Regency, with a focus on digital promotion and new student enrollment. Employing a descriptive qualitative approach with an instrumental case study design, data were collected through in-depth interviews, observation, and documentation involving thirteen purposively selected informants, and analyzed using the Miles and Huberman interactive model. The findings indicate that the school is at the pre-adoption phase, characterized by platform-based digitalization but without substantive integration of algorithm-based AI systems. Three primary barriers were identified: low AI literacy among educational staff, fragmented information system data, and the absence of formal digital transformation policies. As the principal empirical and practical contribution, this study produces a contextual four-stage AI adoption roadmap tailored for vocational secondary schools, providing a realistic and evidence-based guide for progressing from pre-adoption to full AI-MIS integration.

Abstract

Generation Z is widely perceived as digitally competent, yet extensive access to information does not necessarily translate into critical evaluation skills. This systematic literature review examines the digital literacy paradox—the gap between perceived and actual information literacy—and its implications for trust in scientific authority. Following the PRISMA 2020 guidelines, literature published between 2015 and 2026 was identified from six databases. Of 1,226 records, 20 studies met the inclusion criteria for thematic synthesis. The review identifies four findings: assumptions of innate digital competence lack consistent empirical support; perceived literacy often exceeds actual competence, reflecting the Dunning–Kruger effect and the illusion of knowledge from online search; platform-driven information practices encourage reliance on non-authoritative sources; and interventions based on critical digital literacy, lateral reading, and psychological inoculation remain underdeveloped in Indonesia. The review concludes that declining trust in science is fundamentally a metacognitive and epistemic challenge requiring educational approaches that foster intellectual humility.

Abstract

Digital transformation in education positions school principals as strategic actors in managing the implementation of the Education Management Information System (EMIS); however, empirical studies remain concentrated on formal schools and have not adequately explored alternative school contexts. This study aims to analyze principals' leadership strategies in managing EMIS implementation in nature schools, alternative educational institutions with distinct philosophical, pedagogical, and cultural characteristics. The study employed a qualitative approach with a multiple case study design at two nature schools, Naufal Zahra School and Arrasyid School. Data were collected through semi-structured interviews with two principals as key informants and four supporting informants (teachers and system operators), participant observation, and documentary analysis. Data analysis followed the Miles, Huberman, and Saldaña interactive model encompassing data condensation, thematic display, and conclusion drawing and verification, supported by source, method, and cross-case triangulation. The findings identify five mutually reinforcing leadership strategies: needs-diagnostic planning, phased socialization and implementation, differentiated training combined with empowering operators as internal technical agents, institutional digital culture building, and adaptive management of implementation barriers. These strategies improved administrative effectiveness, accelerated data-driven decision-making, and strengthened school–parent communication while maintaining coherence with the humanistic values of nature schools. This study contributes to educational leadership theory by demonstrating that successful EMIS implementation in alternative institutions rests on contextual, transformational, and adaptive leadership strategies attuned to organizational culture.

Abstract

This study examines the balance between public access to information and the protection of suspects’ rights in the practice of law enforcement press conferences in Indonesia, as well as its comparison with international standards. Public access to information is a constitutional right guaranteed by the 1945 Constitution and the Law on Public Information Disclosure, yet in practice it often clashes with fundamental rights of suspects protected under the Criminal Procedure Code, such as the right to privacy, humane treatment, and the presumption of innocence. Press conferences frequently disclose suspects’ identities or images and present official narratives that may create public perceptions of guilt before a final court judgment. Such practices generate social stigma, undermine dignity, and violate the principle of due process of law. This normative legal research employs statutory and comparative approaches, showing that the United Kingdom and France impose strict restrictions on the publication of suspects’ identities, while Indonesia tends to resemble Thailand, where protection remains weak. The comparison highlights a regulatory gap in Indonesia, indicating the need for more detailed rules governing press conferences, limitations on disclosed information, and independent oversight mechanisms. Accordingly, a proportional balance between the public’s right to information and the protection of suspects’ rights can be realized within the framework of a democratic rule of law.

Abstract

The development of information technology has brought significant changes in the management of educational institutions, including Islamic educational institutions. This study analyzes the role of Educational Management Information Systems (EMIS) in supporting decision-making and enhancing the quality of Islamic educational institutions through a literature review approach. This study uses a library research method, examining scientific articles, books, and academic documents published within the last ten years. Data were collected through searches on various academic databases and analyzed using content analysis techniques, which include identification, classification, evaluation, and synthesis of research findings. The results of the study show that EMIS serves as a strategic information source that provides accurate, integrated, and real time data to support data-driven decision making. The use of EMIS helps Islamic educational institutions plan, implement, monitor, and evaluate educational programs more effectively, objectively, and accountably, while contributing to institutional quality through the optimization of academic, personnel, financial, facilities and infrastructure, and student service management. The effectiveness of EMIS implementation is influenced by data quality, human resource competence, leadership support, organizational culture, availability of technological infrastructure, and system integration. Unlike previous studies that discuss EMIS's role in decision-making or quality improvement separately, this study integrates both aspects specifically within Islamic educational institutions, an area still relatively underexplored. Therefore, optimizing EMIS requires strengthening data governance, improving digital literacy, and organizational commitment to building a data-driven decision-making culture. This study confirms that EMIS is a strategic instrument for sustainably improving the governance and quality of Islamic educational institutions.

Abstract

The rapid growth of digital transactions has significantly increased the use of electronic contracts in various commercial activities. However, their implementation continues to raise legal issues concerning the certainty of the rights and obligations of contracting parties. This study aims to analyze the forms of legal protection available to parties involved in electronic contracts under the Indonesian Civil Code (Kitab Undang-Undang Hukum Perdata—KUHPerdata) and the Electronic Information and Transactions Law (ITE Law), as well as to identify the challenges associated with their implementation. This research employs a normative legal research approach using statutory and conceptual approaches. The analysis is based on legislation, legal literature, and relevant judicial decisions. The findings reveal that the validity of electronic contracts remains subject to the general contractual validity requirements stipulated in the Indonesian Civil Code, while the ITE Law recognizes electronic documents and electronic signatures as legally admissible evidence. Nevertheless, practical challenges persist, particularly regarding evidentiary issues, identity authentication, and the protection of parties acting in good faith. Accordingly, regulatory harmonization and the strengthening of law enforcement mechanisms are necessary to enhance legal certainty and ensure effective legal protection in electronic transactions

Abstract

Digital transformation in the banking sector requires more accurate information integration and effective managerial decision-making. This study examines the effects of digital competence, financial information quality, and system automation on managerial decision-making effectiveness, with Enterprise Resource Planning (ERP) utilization serving as a mediating variable. A quantitative survey was conducted involving 100 ERP users from four major banks in Makassar, Indonesia. The data were analyzed using partial least squares structural equation modeling (PLS-SEM). The findings indicate that digital competence, financial information quality, and system automation significantly influence ERP utilization, with digital competence emerging as the strongest predictor. ERP utilization also exerts a substantial positive effect on managerial decision-making effectiveness. Furthermore, ERP utilization mediates the relationships between the three antecedent variables and managerial decision-making effectiveness. These findings contribute empirical evidence to the literature on digital transformation in banking and offer practical implications for strengthening employees’ digital competence, improving financial information quality, and optimizing ERP utilization within banking institutions
