Abstract

This study aims to analyze the factors influencing the successful implementation of the SI-Kariwari application as an electronic office information system in supporting the digital transformation of the Jayapura City Government. The evaluation was conducted using the Human–Organization–Technology Fit (HOT-Fit) model, which consists of the Technology, Human, Organization, and Net Benefit dimensions. A quantitative approach was employed, with data collected through questionnaires distributed to 116 SI-Kariwari users from 29 Regional Government Organizations (Organisasi Perangkat Daerah/OPD). The data were analyzed using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method. The results indicate that all constructs satisfied the validity and reliability criteria, with Average Variance Extracted (AVE) values greater than 0.50, Composite Reliability values exceeding 0.70, and a Q² value of 0.992, indicating excellent predictive capability of the model. Hypothesis testing revealed that 8 out of 12 relationships among the variables were statistically significant, with the organizational dimension and user satisfaction providing the greatest contribution to the system's net benefits. Based on these evaluation results, this study proposes the development of an Intelligent Document Verification feature based on Artificial Intelligence (AI) and Optical Character Recognition (OCR) to automatically verify incoming and outgoing official documents. This feature is expected to improve system quality, reduce administrative errors, accelerate the document verification process, and support the implementation of Smart Governance in Jayapura City.

Abstract

The quality of clinical information documentation in Electronic Medical Records (EMR) is a factor supporting the accuracy of ICD-10 diagnosis coding. This study aimed to determine the relationship between the quality of clinical information entry in EMRs and the accuracy of ICD-10 diagnosis coding for inpatients at General Hospital X. An observational analytic design with a cross-sectional approach was employed. A total of 95 inpatient EMR documents were selected as the sample using purposive sampling. Data collection involved observation via a checklist, supplemented by interviews to provide additional information. Data were analyzed using univariate and bivariate methods—specifically Fisher’s exact test—with the aid of IBM SPSS Statistics version 27. The results showed that 85 documents (89.5%) exhibited good quality in clinical information entry, while 84 documents (88.4%) demonstrated accuracy in ICD-10 diagnosis coding. Errors in ICD-10 code assignment were the most frequently identified cause of inaccuracy, accounting for 72.7% of cases. Fisher’s exact test yielded a p-value of < 0.001, indicating a significant relationship between the quality of clinical information entry in EMRs and the accuracy of ICD-10 diagnosis coding. Thus, high-quality clinical information documentation plays a role in ensuring the accuracy of the diagnosis coding process for inpatients.

Abstract

In addition to analyzing the political and legal frameworks for guaranteeing the digital transformation of the state in the face of military aggression, the paper looks at the characteristics of the development of an information (digital) society in Ukraine under martial law. The topic is relevant because information and communication technologies are rapidly permeating every aspect of public life in the modern stage of society's development, creating a new model of socioeconomic and political development known as the information or digital society. In order to maintain the stability of state administration, the continuation of administrative services, and efficient communication between the state and its citizens, the Russian Federation's full-scale war against Ukraine created new difficulties for the operation of state institutions. This made the active use of digital technologies necessary. The dominance of knowledge and information as strategic resources for development, the extensive use of digital technologies, the expansion of information access, and the active use of electronic services in the field of public administration are found to be characteristics of the information society. In this sense, digitalization is viewed as a complicated process that uses contemporary information technologies to change public communications, economic interactions, and state institutions. The study also takes into account cyber and information security as a crucial element in the development of a digital society.

Abstract

One part of the information system in the hospital is the pharmacy sector in the pharmacy installation, which is responsible for medications in the hospital. The research conducted is qualitative using Nvivo software. Data collection was carried out through observation and direct interviews with informants in the pharmacy installation who have been using the information system for at least 1 year. The method used involved pre-test, development, and post-test with the informants. The interview guidelines use the PIECES Framework method. The variables in this method are Performance, Information and Data, Economics, Control, Efficiency, and Service. The evaluation results of the use of MIS in the pharmacy installation have several obstacles, including response time, system menus that are not yet fully functional, inaccurate drug stock data, and the absence of a report menu to assist in pharmaceutical work. The results of the evaluation after development showed significant differences between the pre-test and post-test in each variable of the PIECES method. This is because the development has addressed several issues that were problematic in the pharmacy installation. The evaluation of the management information system can be conducted periodically so that issues experienced by system users can be identified more quickly. Thus, continuous improvements can be made in the future, and the management information system used will be able to assist in the medication service process at the hospital pharmacy installation.

Abstract

This study examined the acceptance of Agentic AI and its relationship with critical thinking among students of the Faculty of Information Technology, Universitas Kristen Satya Wacana. An extended Technology Acceptance Model was evaluated using questionnaire data from 27 respondents and Partial Least Squares Structural Equation Modeling with bootstrapping. The model assessed the effects of perceived ease of use, perceived usefulness, and critical thinking on the reported actual use of Agentic AI. Critical thinking had a strong and statistically significant effect on perceived usefulness (β = 0.910, t = 7.583, p < 0.001), while perceived usefulness significantly predicted actual use (β = 0.734, t = 3.670, p = 0.001). Perceived ease of use did not significantly affect perceived usefulness (β = 0.059, p = 0.694) or actual use (β = -0.095, p = 0.553), and critical thinking had no significant direct effect on actual use (β = 0.221, p = 0.315). The findings indicate that information technology students prioritise functional usefulness and the capacity of Agentic AI to support complex programming and analytical tasks over interface simplicity. Critical thinking appears to strengthen students’ recognition of system value rather than directly increasing use.
