Abstract

The increasingly inexpensive Internet has spurred the growth of online information system services in various companies. Almost all services are available in forms on web or mobile applications. For small companies, this particular system is more difficult to implement as it requires a substantial cost allocated for hosting, domain and server devices. The solution is to develop a framework for building information system services through Instant Messaging (IM) such as Telegram, Line or XMPP / Jabber using the Design Science Research Methodology. This proposed framework has the ability to transform the existing information system services into chat services with RBAC role, session, validation and natural interaction using Indonesian-language conversations. The framework that consists of Initiate layers, business process and communication, memory group and OLTP DBMS will produce low-cost solution for the development of integrated information systems service.

Abstract

The past 5-year data from 222 randomiy selected outpatient cards of hypertensive patients who werefollowed up at a family polyclinic (n=54) and in a number of rural ambulances (n=168) of the Republik ofUzbekistan were retrospectively analyzed. The physicians from the Tashkent family polyclinic and ruralambulances of a number of the Republic’s regions, who had taken 10-month retraining courses for generalpractitioners, were questioned. Questionnaires were used to study 156 and 119 physicians before and afterretraining, respectively. Two hundred and fifty-six hypertensive patients followed up at the family hospitaland rural ambulances were interviewed using questionnaires and examined. Then some of them (a studygroup) took a course of training at a school for the hypertensive patient and the others (a comparison group)did not participate in the education program. All the patients were followed up for 2 years with a subsequentreexamination and study. Most outpatient cards give recommendations for non-drug treatment incompletely. In a number of cases, the physicians who attach importance to the detection and correction of risk factorshas substantially increased after education. The patients who had taken training courses were found to besignificantly (?<0,001) more aware of their having hypertension and the major risk factors of hypertensivedisease, to be more adherent to treatment, and to know its adequacy.

Abstract

In multimedia transmission, it is important to rely on an objective quality metric which accurately represents the subjective quality of processed images and video sequences. Maintaining acceptable Quality of Experience in video transmission requires the ability to measure the quality of the video seen at the receiver end. Reduced-reference metrics make use of side-information that is transmitted to the receiver for estimating the quality of the received sequence with low complexity. This attribute enables real-time assessment and visual degradation detection caused by transmission and compression errors. A novel reduced-reference video quality known as the Spatial Information in Salient Regions Reduced Reference Metric is proposed. The approach proposed makes use of spatial activity to estimate the received sequence distortion after concealment. The statistical elements analysed in this work are based on extracted edges and their luminance distributions. Results highlight that the proposed edge dissimilarity measure has a good correlation with DMOS scores from the LIVE Video Database.

Abstract

A full-function Micro-grid must have an advanced energy storage device. Intelligent control with multi-information fusion was proposed in this paper. Control targets were acquired by mixed application of various strategies, such as Micro-grid peak load shifting be used to reduce State Utility Grid (SUG) supply pressure, SUG connection be controlled flexibly to maintain Micro-grid load working reliably, Micro-grid power production and load supply demands of SUG and Micro-grid be predicted to plan battery energy storage in advance, actual monitoring date be used to control overcharge and over-discharge, State of Charge (SOC) be managed to realize battery efficient storage  and full life cycle as far as possible. All designs were integrated with forecasting and monitoring data from different locations, such as Micro-grid supply side and demand side, the SOC of storage system, the active and reactive power from SUG side, so as to control the battery charge and discharge behavior and SUG connection operation dynamically. Micro-grid could not only operate stand-alone by self-supply in most cases, in the case of power production surplus or equipment malfunction, the Micro-grid could also delivery energy to SUG or take power from the SUG flexibly. The scheme used fully of new energy, could ensure region power supply reliably and be used widely in application.
