Abstract

Masih banyak terjadinya beberapa masalah dalam tingkat kepatuhan wajib pajak hotel yang belum efektif secara optimal di Kabupaten Garut. Pada tahun 2013-2017, Pendapatan Asli Daerah (PAD) yang tidak mencapai target. Penelitian ini bertujuan untuk mengetahui seberapa besar pengaruh pengawasan pajak hotel terhadap tingkat kepatuhan wajib pajak dengan studi kasus pada Badan Pendapatan Daerah Kabupaten Garut. Peneliti menggunakan teori pengawasan dari Terry yang terdiri dari tiga dimensi yaitu: mengukur hasil pekerjaan, membandingkan hasil pekerjaan dengan standard dan memastikan perbedaan, dan mengoreksi penyimpangan yang tidak dikehendaki melalui tindakan perbaikan. Sedangkan untuk variabel tingkat kepatuhan wajib pajak peneliti menggunakan teori tingkat kepatuhan wajib pajak dari Siti Kurnia Rahayu yang terdiri dari dua dimensi yaitu: kepatuhan formal dan kepatuhan material. Berdasarkan analisis koefisien determinasi diperoleh angka R square sebesar 0,146 atau 14,6%. Hal ini menunjukan bahwa persentase pengaruh variabel independen pengawasan (X) terhadap variabel dependen yaitu tingkat kepatuhan wajib pajak (Y) sebesar 14,6% sedangkan sisanya sebesar 85,4% dipengaruhi oleh variabel lain yang tidak diteliti oleh peneliti

Abstract

Life in the Pesantren Musthafawiyah Purba Baru is still colored by clientelistic relations, the relationship of interdependence between Tuan Syekh Bakri who acts as a patron and santri as his client. Santri's compliance with Tuan Syekh occurred because there was a Patron-Client relationship between Tuan Syekh and Santri, so that a proper Paternalistic relationship was established. Tuan Sheikh played a pattern of clientelistic relations and also increased participation in choosing santri in order to support the successful implementation of the 2015 Mandailing Natal district election. All the roles played by Tuan Syekh Baksi could increase the participation of santri voters by 71 percent.

Abstract

This article discusses about the communication process in preventing workplace accidents at PT. Semen Padang. The communication process in preventing work accidents at PT. Semen Padang consists of primary communication processes and secondary communication processes. Communication consists of verbal and nonverbal communication. Communication occurs in one way, two ways, and multi-communication. Communicators in the prevention of workplace accidents at PT. Semen Padang is the Department of HSE, messages delivered include occupational health and safety regulations, goals and objectives and work safety and health programs, and information on potential hazards. Submission of messages is carried out through publications, socialization and occupational health and safety training. Communicators consist of employees, vendors and contractors, and other related parties. The effect of communication is increasing awareness and concern for work safety, increasing knowledge and expertise in occupational health and safety, and a positive image of PT. Semen Padang. In this process there is feedback in the form of responses, questions and input related to occupational health and safety, and other important information that is very useful for continuous improvement of the Occupational Safety and Health Management System of PT. Semen Padang. Obstacles from the communication process are Process Obstacles, Physical Barriers, Semantic Barriers, and Psychosocial Barriers.

Abstract

This research discussed some communication styles of a leader in developing inovation on Department of Population and Civil Registration of Padang Pariaman District. This research aimed to describe communication styles which are applied by Head of Department as the leader. The theory in this study uses the theory of communication style according to Steward L. Tubbs and Sylvia Moss (1998), namely: the controlling styles, the equalitarian style, the structuring style, the dynamic style, the relinguishing style, and the withdrawal style. Using this descriptive qualitative research method under the constructivist paradigm. The results of the study conclude, Head of Department of Population and civil Regulation of Padang Pariaman District as a leader has applied five styles of of six organization communication styles introduced by Steward L. Tubbs dan Sylvia Moss (1998). They proposed  the controlling styles, the equalitarian style, the structuring style, the dynamic style, and the withdrawal style. The application of these communication styles has impacted on the increase of quality achievements of Department of Population and Civil Regulation of Padang Pariaman District within some years of his inovation policy.

Abstract

This research was conducted to find out the communication strategy carried out by the Padang City BPS in communicating the population census policy to the community. This research was based on the implementation of the 2010 population census policy which was a major event held simultaneously in all regions of Indonesia including the City of Padang. To achieve effective communication where all the people of Padang City are willing to participate in the success of the 2010 population census policy without being missed or not recorded, a carefully planned communication strategy is needed. The communication strategy that has been implemented by Padang City BPS managerially has gone through the stages of communication strategies starting from the planning stage to the evaluation. The form of communication conducted by BPS in Padang City in communicating census policies to the public is media communication, namely by socializing the population census policy through existing communication media. While the form of communication in communicating the population census policy to the community is face-to-face communication with the people of Padang City through structured interviews using questionnaire instruments.

Abstract

This article discusses the flow of information on communication in the management of Public Services Plus Inter-Quotation Service Birth Certificate and the distortion of the flow of information in the management of Public Services Plus Inter-Citation Services for Birth Certificates in Padang Timur District, Padang City. Information flow of communication in the management of Public Services Plus Inter-Citation Services for Birth Certificates in Padang Timur Subdistrict, Padang City, seen from the leadership communication skills in this case the Head of East Padang Subdistrict. Formal communication has taken place in accordance with hierarchical levels of authority that are valid and related to the task. Formal communication is centered on leadership decisions and serves to give orders, coordination, and control over subordinate activities. Effective formal communication requires preparation and planning regarding goals, target recipients, determining situations, times and places. Formal communication conducted in the sub-district of Padang Timur uses oral and written channels. While the distortion of information flow in the management of Public Service Plus Delivery Service for Birth Certificate in Padang Timur Subdistrict, Padang City includes Employee Experience and Education Levels, Psychological Disorders, Cultural or Habit Obstacles, Facilities and Infrastructure and not yet available Padang Timur District Officers and Disdukcapil task of writing the name and address of the destination.

Abstract

This study examines the implementation of Law No. 14 of 2008 concerning Public Information Openness in the Pariaman City Information and Documentation Management (PPID) Officer and the factors that influence it. The implementation of wisdom in this study uses the Edward III policy implementation model which consists of four variables, namely communication, resources, disposition and bureaucratic structure. The results showed that the Pariaman City PPID in carrying out the mandate of Law 14 of 2008 concerning KIP did not run optimally, although in terms of regulations and implementation guidelines (SOP) already had complete guidelines, information services were still limited to the use of external media in the form of magazines. print and electronic media and the use of government website media that have not been compiled according to the KIP Act. The implementation of the UU KIP has not been optimal due to policy communication related to the promotion of understanding that has not been maximally maximized for PPID members, the availability of human resources and budgetary resources also has an impact on the attitude of the implementing apparatus in carrying out their main tasks and functions. Standard in standardizing the standards applied, but existing SOPs have not been applied in the practice of public information disclosure.

Abstract

This research is motivated by the use of state forest areas in the buffer zone of Siberut National Park by the Matotonan Indigenous People. In fact, the Mentawai Islands Regency consists of 82% of the state forest area and only 18% of the Other Use Areas are space for the community, placing the country in a dominant regulation on the use of forests in Mentawai. But until 2016, 79% of the forest area on Siberut Island was controlled and utilized by indigenous peoples. The Matotonan indigenous people utilize state forest areas more dominantly as spiritual needs rather than as economic needs. With the belief that indigenous peoples are experts in preserving forests, the government provides space for indigenous peoples to utilize state forest areas with the issuance of regional regulations on the recognition and protection of Uma as a customary law community unit. Thus, when the state views forest use in accordance with its interests and objectives, the government responds positively to the use of state forest areas by indigenous peoples.

Abstract

Changes in the development paradigm in the era of democratization and regional autonomy, from centralistic to participatory, provide more opportunities for community involvement at the local level starting from planning, implementation and evaluation. One form of community involvement in tourism is through the development of tourist villages. One of these tourist villages is located in the city of Padang Panjang, West Sumatra, named Kubu Gadang. In the development of tourism, the role of stakeholders consisting of government, society and the private sector will not be separated from it. The key player in the development of Kubu Gadang as a tourist village is the Padang Panjang City Tourism Office, the subject is the Pokdarwis Kubu Gadang community and the Kubu Gadang community because they are actors and hosts in the Kubu Gadang tourist village. The context setter is the District Head of East Padang Panjang and, the Village Head of Kelurahan Ekor Lubuk, and the crowd is the Padang Panjang Archive and Library Office, the media and the Bank. Forms of involvement occur during planning and use of meetings as a medium for engagement.

Abstract

Public integrity and politicians will be seen when they are faced with public policies concerning the management of state assets. This is because, when the public official is faced with conflicting obligations, but is able to provide solutions to the exclusion of personal or group interests. The integrity of public politicians, good governance will be created. The problem is, currently the public of politicians with integrity are rarely found, the many conflicts of interest make public officials waste their spending on the state, ultimately resulting in inefficient and low quality public policies. The case that occurred in the Bukit Pamewa Village government, Mentawai District, reflects that there has been a degradation of the integrity of the public politicians. Village funds budget (ADD) which should be used for the welfare of the community through development, was apparently not implemented in accordance with the program or activity plan. The results of this study found that abuse of public officials' authority over the use of public funds carried out by the Village Head together with his equipment was seen in the determination of the amount and budget allocator there was always the interest of the Village Chief who was accommodated by the Village Apparatus. This study uses a qualitative method, where the theory of budgetary politics and elite theory is used as a knife for analysis.
