Abstract

The concept of Industry 4.0 is one of the topics discussed a lot for researchers and academic practitioners. This article presents and discusses the opportunities and challenges of Revolution Industry 4.0 in governance in Indonesia. The era of Industrial Revolution 4.0 brought the consequence of increasing demands for accountability and transparency of government organizations and high and fast responsiveness, this brought about a change in the organizational design paradigm. Therefore, government organizations must carry out major reforms to be able to successfully carry out their duties and functions in the current era of the Industrial Revolution 4.0. The 4.0 industrial revolution not only brings great benefits but also challenges.

Abstract

The purpose of this study was to determine the inhibiting factors in the management government finance of Nagari in 2018, especially in the Nagari Government Budget (APB Nagari) in Kamang Magek District, Agam Regency, West Sumatra Province, namely Nagari Kamang Hilir. This study uses qualitative methods with descriptive analysis. The technique of collecting data using the interview approach consisted of 8 informants (Section of Financial Development and Wealth of Nagari DPMN, Financial and Development Management Section of Nagari DPMN, Secretary of Sub-District Head, Guardian of Nagari, Secretary, Treasurer, Head of Planning, Head of Government, and Bamus Nagari), focus group discussion (FGD) consisted of 5 informants (Wali Nagari, Secretary, Bamus, KAN, Youth, and Wali Jorong), and documentation studies. The results showed that the inhibited factors in management government finance of Nagari are still not following Permendagri Number 113 of 2014. There are inhibited factors in management government finance of Nagari including less supportive human resources, low community self-help, public oversight is still lacking, community participation is still low, and there is a change in the budget for reporting accountability.

Abstract

This study aims to describe the management of the implementation of Women's Savings and Loans revolving funds and find the factors that cause the implementation of Women's Savings and Loans revolving funds by BKAN in Lembah Gumanti District to continue. The method used in this research is descriptive qualitative by conducting in-depth interviews with key informants and triangulation informants. The results of this study indicate that the management functions consisting of planning, organizing, actuating and controlling have been carried out in accordance with operational standards and procedures (SOP) which are guided by the Solok Regent Regulation Number 26 Year 2016 concerning Protection and Preservation of the Results of the Activities of the Kecamatan Development Program and the Independent Rural Empowerment Community National Program in Solok Regency. The success factor for the SPP revolving fund is due to the use of the Grameen Bank principle, the existence of social capital and social control within the group.

Abstract

Thearrangement of the green open space of the City of Pekanbaru has not been implemented as mandated by the Law on Spatial Planning. Because the rapid development of malls and offices is not comparable to the construction of green open spaces. This research is categorized as sociological legal research, namely research on the effectiveness of law in the community. The results of the study show that the Pekanbaru City Government has not yet fully organized and utilized green open space land. The barriers are structured due to the weak ability to control the land, limited funds, the absence of green open space planning, low private participation, low public awareness, expensive land prices, the ability of the government to only buy land according to the Tax Object Value, and not yet effective implementation of the green open space program. Regulatory efforts include preparing green open space, providing funding, collaborating with the private sector, limiting the construction of buildings and buildings, cooperating with investors, making regulations with strict sanctions on the conversion of green open spaces, synergies between government, the private sector, and community and a strategy for structuring green open space. The Pekanbaru City Government needs to show a strong commitment in structuring green open space.

Abstract

The study aims to describe the patient's response to healthcare service at the hospital, innovative strategies for healthcare service at the hospital, and model of strategic partnership in healthcare service innovation at a hospital. This research uses qualitative research method. Data analysis as consisting of three concurrent flows of activity: data reduction, data display and conclusion drawing and verification. Meanwhile, this research uses a data collection method that is the in-depth interview, observation and document study. The patient's response to healthcare service at hospital: (1) patients expect quality healthcare service, (2) patients want the ease and comfortable in healthcare service and (3) patients assume that hospitals have to be able to deliver better quality service to provide satisfaction. Innovative strategies of healthcare service: (1) investments in health facilities, (2) development of health human resources, (3) improving healthcare service mechanism, (4) the functioning of private clinics, (5) quality and cost control and (6) healthcare service should not only rehabilitative-curative, but also preventive-promotive. Model of strategic partnership in healthcare service innovation at hospitals, namely the involvement of stakeholders, such as local government, hospital, Health Social Security Agency or BPJS Kesehatan (Badan Penyelenggara Jaminan Sosial Kesehatan), and the community (patient).

Abstract

This paper aims to analyze the motives and forms of Indonesia’s effort towards Myanmar in promoting democratization. To achieve these objectives, described the historical aspects of Indonesia-Myanmar relations, democratic transition in both countries, and other forms of Indonesian support for Myanmar in encouraging democratization. Qualitative methods is used in this study to collect and analyze data from interviews and literature studies. Based on this research, found that Indonesia's support for Myanmar in encouraging democratization was influenced by the historical aspects of bilateral relations between Indonesia and Myanmar, the success of Indonesia's transition to democracy, and the similarities of socio-cultural characteristics in both countries. Indonesia's foreign policy towards Myanmar in supporting democratization is done bilaterally, regionally within ASEAN, and multilaterally within UN forums. The principle of active and independent foreign policy and ASEAN norms become the guidance for Indonesia in supporting democratization of Myanmar.

Abstract

This research has become quite important as Indonesian’s currency or known as rupiah, has reached its highest depreciation to US dollars like never before 18 years. Aim of this research is to find out whether the policy of Joko Widodo or Jokowi to increase national debt has any correlation with rupiah depreciation in a political economy perspective. In conclusion, there are at least three points. Firstly, although there is a long history of how Indonesia involve in such a capitalistic economic system, Jokowi policy itself solely is a mistake, at least according to political economy philosophy of Indonesia. Secondly, there is a positive correlation between national debt and rupiah depreciation. Moreover, the prediction has been positively predicted. This condition happened as the result of poor Indonesian economy during the first year of Joko Widodo. Thirdly, worsen of rupiah depreciation is the result of improper policy adds up with the poor condition of Indonesia.

Abstract

This study aims to evaluate the policy of new student admission based on the zoning system in the city of Bandung using the criteria of effectiveness, efficiency, adequacy, levelling, responsiveness and accuracy. This research is a case study research with a qualitative approach. The implementation of the zoning mechanism in new student admission in the city of Bandung raises various problems in its implementation. Some of the things that are obstacles are still not socialised, constrained by technical factors, insufficient school capacity and the high-quality disparity between schools. For this reason, the zoning system needs to be reviewed so as not to harm students. The results of the policy evaluation of new student admissions based on the zoning system in Bandung city, as a whole, shows that this policy has gone quite well, although there are still problems that must be resolved so that the new student admission in Bandung in the future can run well.

Abstract

This study aims to determine the strategy of poverty reduction policies in the City of Tasikmalaya by using a benchmarking model. This study uses the mix methods, which combine qualitative and quantitative approaches. The results of the study found that the implementation of poverty reduction policies in the City of Tasikmalaya, had not yet been fully effective. Therefore, a strategy is needed to streamline the implementation of poverty reduction policies that refer to the results of benchmarking. The results cover two main things, namely the need for the pollitical will of the regional head and the establishment of a special institution that handles poverty.

Abstract

The purpose of this study is to look at the other side of humor, meaning that besides producing fun, it turns out that humor can also bond and can even build social relations. The method used in the study was descriptive qualitative. The results showed that humor plays a role in shaping trust, norms and solidarity in groups. Humor as a social capital bonding in building social relations by being inward looking as an initial way of fostering trust and becoming glue in groups, then paving the way for faster growth with the ability to create strong networking. Humor as a bridging social capital in connecting members to one another. Indirectly humor creates more intense interactions involving all members. Humor can be a link to the creation of interactions between group members, so members can understand each other's characters. Humor also indirectly forms the norm in the form of habits interacting with the aggressive style of humor that is agreed upon by members and becomes an identity in the group. Third, the existence of good social relations between members created through humor can create networking to strengthen solidarity.
